CIRCULAR

Regulations on expenditure for training and competition on regulations, military affairs, and martial arts in the People's Public Security regulations, military, martial arts in the People's Police

Pursuant to the Law on People's Police dated November 20, 2018;

Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

At the proposal of the Director of the Political and Ideological Work Department;

The Minister of Public Security promulgates this Circular to regulate expenditures for training and competition on regulations, military affairs, and martial arts in the People's Public Security.

Article 1. Scope of Regulation

This Circular stipulates the content of expenditures; expenditure standards; time of expenditures; components of expenditures; quantity of expenditures and funding for training and competition on regulations, military affairs, and martial arts in the People's Public Security.

Article 2. Applicability

This Circular applies to:

1. Units under the Ministry of Public Security, provincial public security services, and centrally-administered city public security services (hereinafter collectively referred to as public security units and localities).

2. Officers, non-commissioned officers, conscript soldiers, students, workers in the People's Public Security (hereinafter referred to collectively as cadres and soldiers).

Article 4. Contents of Expenditure

1. Honorarium for cadres and soldiers participating in organizing training; participating in organizing competitions on regulations, military affairs, and martial arts in the People's Public Security.

2. Duty allowance for cadres and soldiers participating in organizing training; participating in organizing competitions on regulations, military affairs, and martial arts in the People's Public Security.

3. Food allowance for cadres and soldiers participating in organizing training; participating in organizing competitions on regulations, military affairs, and martial arts in the People's Public Security.

4. Food allowance for cadres and soldiers participating in training; participating in competitions on regulations, military affairs, and martial arts in the People's Public Security.

5. Drinking water allowance for cadres and soldiers participating in organizing training; participating in organizing competitions on regulations, military affairs, and martial arts in the People's Public Security.

6. Drinking water allowance for cadres and soldiers participating in training; participating in competitions on regulations, military affairs, and martial arts in the People's Public Security.

7. Rent for training and competition venues and other accompanying conditions; purchase (or rent) tools and equipment for organizing training and competitions on regulations, military affairs, and martial arts in the People's Public Security.

8. Meetings of the steering committee or organizing committee; press conferences; publicity; printing (or photocopying) materials; office supplies.

9. Development of content, programs, lectures, materials, examination questions.

10. Opening and closing ceremonies, including: decoration, ceremonial arrangements, slogans, banners, sound, lighting, stage.

11. Prize money; award flags; commemorative flags; logos; cups; medals; certificates; certificates of merit.

12. Other related expenditures for organizing training and competitions on regulations, military affairs, and martial arts in the People's Public Security.

Article 4. Expenditure Standards

1. Honorarium

a) Lecturers, speakers who are leaders of the Ministry of Public Security and equivalent; lecturers, speakers with the rank of general: VND 1,600,000/person/session;

b) Lecturers, speakers, guides who are leaders at the Bureau level and equivalent; officers with the rank of major general, senior colonel: VND 1,200,000/person/session;

c) Lecturers, speakers, guides, trainers working at local public security units (organized by the Ministry of Public Security and local public security units): VND 1,000,000/person/session;

d) Lecturers, speakers, guides, trainers working at units at the county level and below (organized by county-level public security units and below): VND 600,000/person/session;

đ) Assistant lecturer expenses not exceeding half of the lecturer, speaker, guide, trainer expenses;

e) Construction of examination questions (including answers): VND 400,000/set of examination questions;

g) Honorarium is calculated based on actual working sessions, each session specified in points a, b, c, d of this clause is equivalent to four class periods. The number of actual working sessions does not exceed three sessions/day.

2. Duty Allowance

a) Training; competitions on regulations, military affairs, and martial arts at the Ministry level

Members of the steering committee or organizing committee: VND 120,000/person/day;

Supervisors, judges, referees, secretaries: VND 85,000/person/day;

Guards, medical staff, service personnel, drivers: VND 50,000/person/day.

b) Training; competitions on regulations, military affairs, and martial arts organized by local public security units

Members of the steering committee or organizing committee: VND 80,000/person/day;

Judges, supervisors, referees, secretaries: VND 60,000/person/day;

Guards, medical staff, service personnel, drivers: VND 45,000/person/day.

3. Food Allowance Support

a) Training; competitions on regulations, military affairs, and martial arts at the Ministry level

Members of the steering committee or organizing committee, judges, referees, secretaries, speakers, guides, trainers, lecturers, assistants, model teams, and cadres and soldiers participating: VND 150,000/person/day; medical staff, drivers, service personnel: VND 100,000/person/day.

b) Training; competitions on regulations, military affairs, and martial arts organized by local public security units

For training on regulations: Members of the steering committee or organizing committee, speakers, guides, trainers, lecturers, assistants, model teams, and cadres and soldiers participating shall enjoy standard meal allowances and quantities at Level II as prescribed in Clause 1, Article 3 of Circular No. 25/2015/TT-BCA dated May 28, 2015 issued by the Minister of Public Security on meal standards and quantities for officers, non-commissioned officers, and soldiers in the People's Public Security (Circular No. 25/2015/TT-BCA); medical staff, drivers, service personnel shall enjoy standard meal allowances and quantities at Level III as prescribed in Clause 1, Article 3 of Circular No. 25/2015/TT-BCA;

For competitions on regulations, military affairs, and martial arts: Members of the steering committee or organizing committee, judging committees, secretaries, speakers, guides, trainers, assistants, supervisors, referees, and cadres and soldiers participating shall enjoy standard meal allowances and quantities at Level I as prescribed in Clause 1, Article 3 of Circular No. 25/2015/TT-BCA; medical staff, drivers, service personnel shall enjoy standard meal allowances and quantities at Level II as prescribed in Clause 1, Article 3 of Circular No. 25/2015/TT-BCA.

4. Drinking water allowance for cadres and soldiers participating in organizing training; participating in organizing competitions on regulations, military affairs, and martial arts in the People's Public Security: VND 15,000/person/day.

5. Drinking water allowance for cadres and soldiers participating in training; participating in competitions on regulations, military affairs, and martial arts in the People's Public Security: VND 15,000/person/day.

6. Cadres and soldiers subject to the food allowance standard prescribed in point b, Clause 3 of this Article must pay for their basic food allowance according to the standard for cadres and soldiers prescribed in Clause 1, Article 5 of Circular No. 25/2015/TT-BCA.

7. Cadres and soldiers participating in organizing training and competitions on regulations, military affairs, and martial arts; participating in training and competitions on regulations, military affairs, and martial arts at the Ministry level who have received food allowance support as prescribed in point a, Clause 3 of this Article shall not be entitled to the meal standards and quantities prescribed in Article 3 of Circular No. 25/2015/TT-BCA.

In cases where officers and soldiers belong to categories entitled to multiple levels of duty allowances and different levels of meal support according to this Circular, they shall only be entitled to the highest level of duty allowance and the highest level of meal support.

8. Prize money shall be implemented according to the prize structure and budget allocation approved in the plan and regulations of the Competition by the competent authority.

9. For contents not specifically detailed regarding expenditure standards in this Circular and other related expenditures concerning organizational work, training, and competitions on command regulations, military affairs, and martial arts within the Public Security Force, the current financial expenditure regime shall apply.

Article 5. Time for Expenditure

1. Training; Command Regulations, Military Affairs, Martial Arts Competitions at the Ministry Level

a) Training on Command Regulations, Military Affairs, and Martial Arts: The expenditure time corresponds to the duration of organizing training on Command Regulations, Military Affairs, and Martial Arts for the Public Security Force as stipulated in the Circular of the Minister of Public Security on training on Command Regulations, Military Affairs, and Martial Arts for the Public Security Force.

b) Command Regulations, Military Affairs, and Martial Arts Competitions: The expenditure time for practice and competition is 45 days, with an additional 02 days before the competition and 01 day after its conclusion.

c) Training for Judges, Referees, and Model Teams: The expenditure time corresponds to the duration of organizing training for each category according to the approved plan. The total time for receiving expenditure shall not exceed 15 days.

2. Training; Command Regulations, Military Affairs, and Martial Arts Competitions organized by Local Public Security Units

a) Training on Command Regulations, Military Affairs, and Martial Arts: The expenditure time corresponds to the duration of organizing training on Command Regulations, Military Affairs, and Martial Arts for the Public Security Force as stipulated in the Circular of the Minister of Public Security on training on Command Regulations, Military Affairs, and Martial Arts for the Public Security Force.

b) Command Regulations, Military Affairs, and Martial Arts Competitions: The expenditure time for practice and competition is 30 days, with an additional 01 day before the competition and 01 day after its conclusion.

c) Training for Judges, Referees, and Model Teams: The expenditure time corresponds to the duration of organizing training for each category according to the approved plan. The total time for receiving expenditure shall not exceed 10 days.

Article 6. Composition and Quantity of Expenditure

1. Training and Command Regulations, Military Affairs, and Martial Arts Competitions at the Ministry Level

a) Members of the Steering Committee or Organizing Committee: Not exceeding 15 people;

b) Members of the Judging Panel: Not exceeding 07 people;

c) Reporters, Instructors, Coaches, Lecturers: Not exceeding 10 people;

d) Referees: Not exceeding 15 people;

đ) Secretariat Team: Not exceeding 05 people;

e) Model Team: Not exceeding 50 people.

2. Training and Command Regulations, Military Affairs, and Martial Arts Competitions organized by Local Public Security Units

a) Members of the Steering Committee or Organizing Committee: Not exceeding 10 people;

b) Members of the Judging Panel: Not exceeding 05 people;

c) Reporters, Instructors, Coaches: Not exceeding 07 people;

d) Referees: Not exceeding 10 people;

đ) Secretariat Team: Not exceeding 03 people;

e) Model Team: Not exceeding 40 people.

Article 7. Budget

1. The budget to ensure the organization of training and Command Regulations, Military Affairs, and Martial Arts Competitions as stipulated in this Circular shall be allocated from the annual regular budget assigned by the Ministry of Public Security to local public security units.

2. Annually, based on the provisions of this Circular, local public security units shall be responsible for preparing the budget estimate to ensure the organization of training and Command Regulations, Military Affairs, and Martial Arts Competitions; consolidating it into their unit's or locality's regular budget expenditure plan and reporting it to the Ministry of Public Security (through the Department of Planning and Finance) in accordance with the law on state budget.

Article 8. Effective Date

1. This Circular takes effect from January 18, 2021.

2. This Circular replaces Circular No. 51/2016/TT-BCA dated December 16, 2016, issued by the Minister of Public Security, regulating the expenditure system for organizing training on command regulations, military training, martial arts, and command regulations, military affairs, and martial arts competitions within the Public Security Force.

Article 9. Responsibility for implementation

1. The Department of Party Work and Political Work shall take the lead and coordinate with the Department of Planning and Finance to be responsible for guiding and inspecting the implementation of this Circular.

2. Heads of subordinate units under the Ministry of Public Security; Directors of provincial and centrally-administered city public security services shall be responsible for implementing this Circular.

During the implementation process, if there are difficulties or obstacles, local public security units shall report to the Ministry of Public Security (through the Department of Party Work and Political Work; the Department of Planning and Finance) for timely guidance.
