Pursuant to Decree-Law No. 63 dated November 22, 1945 and Decree-Law No. 77 dated December 21, 1945 organizing the people's administration and administrative committees,
Pursuant to Decree-Law No. 1/SL dated December 18, 1946 establishing security committees and joint ministerial decree No. 6-NV/CT dated December 28, 1946 implementing that decree-law,
Pursuant to Decree-Law No. 3/NV/SL dated December 28, 1946 suspending elections for the People's Council and administrative committees,
Pursuant to Decree-Laws Nos. 34/SL dated March 19, 1947 and 38/SL dated March 28, 1947 amending Decree-Law No. 1/SL dated December 18, 1946,
Pursuant to Decree-Law No. 78/SL dated September 3, 1947 regarding the declaration of personnel in resistance committees,

ISSUES THE FOLLOWING DECREE-LAW:
Article 1
Officially recognizes Mr. Ho Tung Mau as the Chairman of the Resistance Administrative Committee for Regional Zone 4.
Article 2
The Ministers of Interior, Defense, Finance, Justice, Economy and the Chief Commander of the National Army of Vietnam shall implement this decree-law accordingly.
