Joint Circular No. 129/1996/TTLB/BTCCBCP-BTC-TCKTTV dated March 26, 1996 of the Organization-Civil Service Board of the Government - Ministry of Finance - General Department of Hydrometeorology guiding the implementation of Decision No. 819/TTg dated December 14, 1995 of the Prime Minister on certain special allowances for civil servants and employees in the hydrometeorological sector

Implementing Decision No. 819/TTg dated December 14, 1995 of the Prime Minister stipulating a special allowance system for civil servants and employees in the Hydrometeorological sector. The Joint Board of the Organization-Civil Service of the Government - Ministry of Finance - General Department of Hydrometeorology guides as follows:
A. OBJECTS AND AMOUNTS OF ALLOWANCES APPLICABLE:
I. SYSTEM OF FLOOD OBSERVATION AND STORM OBSERVATION ALLOWANCES:
1. Scope of application:
1. 1. Civil servants and employees of hydro-meteorological stations directly measuring water flow (Q) and sediment flow (R) during flood days.
1. 2. Civil servants and employees of meteorological and marine meteorological stations directly observing storms (Typh).
2. Subsidy levels:
2. 1. Flood observation allowance: Observers measuring water flow (Q) shall be entitled to the following rates:
- VND 8,500/person-day for stations equipped with boats or speedboats.
- VND 5,500/person-day for stations equipped with rafts.
- VND 3,500/person-day for stations equipped with bridges.
For days measuring sediment flow (R) that do not coincide with days measuring water flow (Q) during flood periods, observers shall be entitled to 50% of the above allowances (corresponding to the measurement equipment).
2. 2. Storm observation allowance:
The rate of VND 5,500/person-day applies to meteorological observers directly observing storms (Typh) and marine observers directly working at stations equipped for storm observation (Typh) when there is a storm.
II. SYSTEM OF STORM SURVEILLANCE AND MARINE SURVEY BY AIRCRAFT AND SHIPS:
1. System of storm surveillance and tropical weather survey by aircraft:
Civil servants and employees conducting storm surveillance and marine surveys by aircraft on actual flight days shall be entitled to VND 20,000/person-day for those performing work on the aircraft and 50% of the above allowance for those directing, managing, serving, and processing flight data.
2. System of storm surveillance, tropical weather survey, and hydro-meteorological investigation by ship:
Civil servants and employees conducting surveillance and surveys by ship shall be entitled to:
- VND 20,000/person-day for days with storms.
- VND 10,000/person-day for days without storms.
III. SYSTEM OF FOOD SUBSIDIES:
1. Civil servants and employees working at meteorological-marine stations on the Spratly Islands, DK1, and Song Tu Tay shall be fully subsidized for their monthly food expenses at the level of non-commissioned officers in the military stationed on these islands.
2. Civil servants and employees working at meteorological-marine stations on Bai Long Vi Island, Con Co Island, Hon Nu Island, and Tho Chu Island shall be subsidized 50% of their monthly food expenses at the level of non-commissioned officers in the military stationed on these islands.
Those who leave the island for one month or more shall not be entitled to this subsidy.
B. CALCULATION AND PAYMENT OF ALLOWANCES:
1. Storm and flood observation allowances shall be calculated based on actual measurement days during floods and storms and paid together with regular salary in the same month (the period for storm observation is from the start to the end of the observation order).
2. Systems of surveillance and marine surveys by aircraft and ships shall be settled immediately upon completion of the mission.
3. Food subsidies at the islands shall be paid together with regular salary in the same month (or quarter).
C. IMPLEMENTATION ORGANIZATION:
1. Annually, based on needs, objects, and prescribed levels, each station shall prepare a budget plan for this allowance system to be submitted regularly to the General Department Director for review, and the results will be consolidated into the general budget of the General Department and sent to the Ministry of Finance for allocation and distribution.
2. The Joint Board has the responsibility to inspect and supervise the implementation at the facilities.
3. This Circular takes effect from January 1, 1996. All previous regulations contrary to this Circular are abolished.
Any difficulties encountered during implementation should be reported to the Joint Board for study and resolution.
