GUIDELINES FOR SUPPLEMENTING CERTAIN PROVISIONS IN
CIRCULAR NO. 04/TT-LB OF SEPTEMBER 24, 1997 ISSUED BY
THE CENTRAL FINANCIAL MANAGEMENT BOARD AND THE MINISTRY OF FINANCE
Implementing the Decision of the Political Bureau's Standing Committee on the financial management mechanism for the Party as stipulated in Notification No. 74/TB-TW dated June 10, 1997 and No. 85/TB-TW dated August 6, 1997, and Circular No. 04/TT-LB dated September 24, 1997 issued by the Central Financial Management Board and the Ministry of Finance.
After a period of implementation, some difficulties have arisen regarding the basis for preparing budgets and final accounts and the分级管理党费的问题。Central Financial Management Board has compiled and is currently studying with the Ministry of Finance to submit to the Political Bureau and the Government for revision and supplementation.
To provide a basis for formulating and allocating the Party budget for 1999, ensuring that each level of the Party Committee can proactively arrange expenditure structures to ensure the completion of political tasks, before the official release of the average cost standards for Party organizations at various levels and the guidance opinions of the competent authority on分级管理党费, the Ministry of Finance and the Central Financial Management Board temporarily issue the following supplementary guidelines:
1. Regarding average budget expenses:
- The average budget expenses for provincial party committees and municipal party committees shall be based on twice the current budget expense standards for administrative and public institutions at the same level.
- The average budget expenses for county party committees and district party committees (and equivalents) shall be based on one and a half times the current budget expense standards for administrative and public institutions at the same level.
- The above average expenses do not include costs to offset losses from newspaper publishing, investment construction costs from centralized state budget funds, foreign-related costs, costs for cadre retraining, scientific research costs, and costs for special programs.
- Budgets prepared by party committees at all levels according to the aforementioned average expenses shall be included in the local budget allocated by higher-level administrative authorities.
2. Regarding the分级管理党费:
During the wait for the guidance opinions of the Political Bureau's Standing Committee and the Prime Minister on分级管理党费, the funding for the activities of party committees at all levels shall be carried out in accordance with the Law on State Budget and Circular No. 04/TT-LB dated September 24, 1997 issued by the Central Financial Management Board and the Ministry of Finance.
It is recommended that local party committees and people's committees at all levels formulate the Party budget for 1999 according to the supplementary guidelines in this circular and the provisions in Joint Circular No. 04 mentioned above. In the process of implementation, if there are any difficulties, please reflect them to the Ministry of Finance and the Central Financial Management Board for study and resolution.
This Circular takes effect from the date of signature.
