OF THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM
Pursuant to Decree-Law No. 63 dated November 22, 1945 and Decree-Law No. 77 dated December 21, 1945 organizing the people's administration and administrative committees;
Pursuant to Decree-Law No. 1/SL dated December 18, 1946 establishing anti-French resistance committees and joint ministerial decree No. 6-NV/CT dated December 28, 1946 implementing that decree-law,
Pursuant to Decree-Law No. 3/NV/SL dated December 28, 1946 suspending elections for the People's Council and administrative committees,
Pursuant to Decree-Law No. 91/SL dated October 1, 1947 establishing anti-French resistance committees with concurrent administrative functions,
At the request of the Minister of Interior Affairs,
After deliberation by the Council of Ministers,
ISSUES THE FOLLOWING DECREE-LAW:
Article 1
Article 1 of the above-mentioned Decree-Law No. 3-NV/SL dated December 38, 1946 is hereby amended by adding a clause as follows:
"In special cases, when it is deemed necessary to elect a new People's Council, the anti-French resistance committee with concurrent administrative functions of the district shall propose to the provincial anti-French resistance committee. The provincial anti-French resistance committee will decide to hold an election if conditions are favorable. The results of the election will be approved by the provincial anti-French resistance committee."
Article 2
The Minister of Interior Affairs and the Director of the Office of the Chairman of the Government shall implement this decree-law.
