RESOLUTION

Regarding the regular Government meeting in October 1998

On October 26 and 27, 1998, the Government convened its regular monthly meeting for October 1998 to discuss and adopt the following issues:

1. In principle agreement with the contents of the report on the situation of spontaneous migration, policy orientation, and solutions to address this issue in the future presented by the Minister of Agriculture and Rural Development. The proposal only limits the scope of spontaneous migration within rural areas, agriculture, and forestry.

In recent years, apart from the population transferred according to plans, spontaneous migration within rural areas, agriculture, and forestry has contributed to reallocating labor across the country, alleviating local labor imbalances, tapping additional labor potential, land resources, creating new industries and products. However, due to various economic and social reasons and weaknesses in state management, the issue of spontaneous migration has shown a trend of development in recent years, causing some complex social problems; deforestation and indiscriminate clearing of fields have negatively impacted the ecological environment in certain regions.

Spontaneous migration is a significant and complex socio-economic issue that requires comprehensive solutions to address it fundamentally while also addressing urgent issues at hand. Firstly, it is necessary to strengthen state management over spontaneous migrants, implement specific measures in organizing and directing implementation based on clear division of responsibilities and enhancing the responsibility of all levels of government to promote the reallocation of residents according to planning and plans, limiting and eventually eliminating spontaneous migration. It is essential to link the resolution of spontaneous migration with the planning for socio-economic development nationwide and in each region, and to integrate and effectively implement socio-economic development programs and national defense security on each territory. All sectors and levels, especially those in regions receiving migrants, must ensure the economic, social, and political rights of incoming migrants; promptly review, amend, supplement, and implement policies on land, investment, social support... to ensure the minimum living conditions for people settling in new locations. At the same time, migrants must fulfill their obligations to comply with the policies and guidelines of the Party and State, contributing to stabilizing life and production, and developing the economy and society in resettlement areas.

In the short term, the Government instructs the Ministry of Agriculture and Rural Development to incorporate opinions from the meeting, draft a Decision on measures to address the situation of spontaneous migration in rural, agricultural, and forestry areas, submit it to the Prime Minister for signature and issuance in the fourth quarter of 1998.

2. The Government heard the Minister and Head of the Government Organization-Civil Service Department present a report to the Government on the draft Decree on the organizational structure of agencies assisting the Ministers and Heads of Ministries equivalent to Ministries and agencies under the Government in performing state management functions; the Minister and Director of the Government Office reported on the synthesis of opinions of Government members on the draft Decree.

Given the current situation, it is necessary to reorganize the structure and organization of agencies, clarify the state management functions of Ministries, Ministries equivalent to Ministries, and agencies under the Government, as well as the functions and tasks of subordinate organizations; review, amend, and supplement regulations in a coordinated manner; establish administrative discipline, clearly define the powers and responsibilities of superiors and subordinates; implement reduction in staffing with appropriate policies and solutions.

Additionally, it is necessary to study more concretely the organization of local governments at all levels; organize and restructure agencies under the Prime Minister, advisory organizations; clearly define the state management functions, advisory roles, and leadership and management functions of each type of administrative agency and advisory body of the Government and the Prime Minister.

The Government instructs the Government Organization-Civil Service Department to incorporate opinions from the meeting, coordinate with relevant agencies to continue researching and presenting the Government with an overall plan on the organizational structure of Ministries, Ministries equivalent to Ministries, agencies under the Government, and advisory bodies established by the Prime Minister, linked to administrative reform, reduction in staffing, cleansing the organizational structure, and enhancing the effectiveness of state management.

In the short term, the Government instructs Ministries, Ministries equivalent to Ministries, and agencies under the Government to promptly research and reorganize departments within their agencies according to their authority; consolidate and enhance the role of inspection organizations in assisting Ministers and Heads of agencies in performing specialized state management functions in accordance with policies and laws; simultaneously implement comprehensive measures to eliminate overlapping management, ensuring prompt and effective leadership and management.

3. The Government heard the Head of the Government Confidential Communications Department report on the contents of the Confidential Communications Ordinance Project; the Minister and Director of the Government Office reported on the synthesis of opinions of Government members on the Project.

The Government discussed and provided opinions on many aspects of the Confidential Communications Ordinance Project, particularly regarding the scope and subjects regulated by the Ordinance, the name of the Ordinance, the organizational structure of the confidential communications sector, funding and organizational structure of the confidential communications sector, funding and facilities ensuring confidential communications activities, and the system of policies for confidential communications personnel...

The Government instructs the Government Confidential Communications Department to coordinate with relevant agencies to incorporate opinions from the meeting, continue perfecting the Confidential Communications Ordinance Project, submit it to the Prime Minister for consideration, and report to seek opinions from the Standing Committee of the Central Committee.

4. The Government heard the National Inspector General report on the inspection work, handling complaints and denunciations in the third quarter of 1998.

In the third quarter of 1998, all sectors and levels directed the resolution of mass complaints with complex developments; concentrated forces to inspect the implementation of decisions on handling complaints and denunciations that had taken effect at all competent levels, thus achieving a higher rate of cases resolved conclusively compared to the previous quarter and the same period last year. Additionally, the inspection sector also identified and addressed many violations, and recommended sectors and levels to rectify errors and weaknesses, contributing to enhancing the effectiveness of state management in various fields.

The Government requests all sectors and levels to thoroughly implement Directive No. 35/1998/CT-TTg dated October 9, 1998, issued by the Prime Minister, to strengthen the effectiveness of complaint and denunciation resolution for citizens, direct the finalization of conclusions and recommendations of inspections at all competent levels; assigns the State Inspectorate to coordinate with relevant agencies to study and propose specific recommendations to amend and supplement in order to address weaknesses and lack of strictness in financial management systems of press agencies, village budgets, and farmers' contributions, as well as the establishment of files and implementation of payment systems for beneficiaries of social policies.

5. The Government heard the Minister of Planning and Investment's report on some highlights regarding the implementation of the plan for October and the first ten months of 1998. Over the past ten months, the economic situation has continued to face many difficulties, but significant efforts have been made, thereby enabling agricultural and industrial production to potentially meet the adjusted plan targets.

To achieve the revised socio-economic targets for 1998, the Government requires all sectors and levels to continue implementing the measures outlined in Resolution No. 08/1998/NQ-CP dated July 16, 1998, and other documents issued by the Government and the Prime Minister in the third quarter of 1998; focus on directing efforts to overcome difficulties to promote production; accelerate disbursement of funds allocated for basic construction investment; implement all measures to encourage exports and limit imports; actively increase revenue and reduce expenditure, practicing thrift; closely monitor and flexibly manage prices and exchange rates to curb inflation.
