DIRECTIVE

On Strengthening Guidance and Organizing Well the Graduation Examinations and Admissions Work for the Year 2001

In recent years, implementing the Resolution of the Central Committee No. 2 (Term VIII) and following the guidance of the Prime Minister, the Ministry of Education and Training has gradually improved examination regulations; reduced the number of examinations; strengthened decentralization in examination management and guidance; improved the process of question setting, invigilation, and marking; and intensified inspection and supervision activities to prevent negative phenomena. As a result, there have been initial improvements in secondary and higher education examinations, which have received public approval.

For this academic year, to continue improving examinations and admissions, rectifying shortcomings, and preventing negative phenomena in graduation examinations and admissions work, the Ministry of Education and Training requests all units within the Ministry, provincial Departments of Education and Training, universities, colleges, vocational schools, general education schools, and continuing education centers to strictly comply with the provisions in the examination regulations and guiding documents, ensuring fairness, integrity, and objectivity in examinations and admissions. Particularly, attention should be paid to the following tasks:

1. Properly preparing for graduation examinations and admissions work:

- Directing and inspecting to ensure that teaching and learning programs and plans are followed correctly; organizing effective review sessions for students; strictly prohibiting the exploitation of examinations and admissions to force students to attend unauthorized extra classes.

- Assigning qualified staff to participate in examination work; preparing financial and material conditions, examination venues, and ensuring absolute safety for graduation examinations and admissions work.

- Promptly guiding and directing levels of management and affiliated educational institutions to organize well graduation examinations and admissions work; taking measures to ensure that managers, teachers, lecturers participating in examination work and candidates understand the examination regulations and guiding documents; widely publicizing examination regulations through mass media; effectively mobilizing and promoting to ensure that all eligible graduating class students participate in graduation examinations, contributing to the successful implementation of universal education.

2. Properly organizing question setting, invigilation, marking, rechecking of answer sheets, admission review, issuance of certificates, and archiving of examination records. Questions must be within the prescribed curriculum, suitable for each examination's requirements, and strictly confidential.

3. Strengthening inspection and supervision activities, proactively preventing, correcting, and promptly handling violations; properly addressing complaints and reports related to examinations.

The Ministry of Education and Training requests People's Committees of provinces and centrally-administered cities and relevant ministries and sectors to provide guidance according to their functions and responsibilities as stipulated in examination regulations; at the same time, it requests relevant ministries and agencies to create favorable conditions for organizing well graduation examinations and admissions work.

The Ministry requires all educational management agencies, provincial Departments of Education and Training, universities, colleges, vocational schools, general education schools, continuing education centers, all staff, teachers, lecturers, students, and trainees throughout the sector to strictly implement this directive.
