Article 1: Constructing the Son La Hydroelectric Plant in accordance with the cascade hydroelectric planning of the Da River including three stages: Hoa Binh - Son La low (Pa Vinh II route) - Lai Chau (Nam Nhun route) with the following basic parameters:
1- Construction location: Iot Ong commune, Muong La district, Son La province;
2- Project scale: With normal reservoir water level from 205m to 215m, not exceeding 215m;
Installed capacity: From 1,970 MW to 2,400 MW;
Annual average power generation: From 7,555 million kWh to 9,209 million kWh;
3- Investment capital (excluding interest): From 31,000 billion VND to 37,000 billion VND, of which domestic capital accounts for about 70%, foreign capital accounts for about 30%;
4- Number of people relocated by 2010: From 79,000 to 91,000 people (from 16,000 households to 18,000 households).
Article 2: The Government is assigned to implement the project with the following requirements:
1- Based on the three tasks and five requirements set forth in Resolution No. 44/2001/QH10 of the 10th National Assembly, Session 9 and stipulated in Article 1 of this Resolution, the Prime Minister directs the continued survey, completion of the project dossier, technical design, determination of the specific normal reservoir water level and project scale ensuring absolute safety and comprehensive economic efficiency; strict management of all stages of the project implementation process; commencement of construction in 2005, first power generation in 2012, and completion of the project in 2015;
2- Complete and implement the overall plan to promote economic and social development in Northwest Vietnam, ensuring that the people who need to be relocated can settle down early and have better living conditions than their previous locations.
Article 3: Annually, the Government shall report to the National Assembly on the progress of the project implementation.
The Standing Committee of the National Assembly and the relevant agencies of the National Assembly within their functions, duties, and powers shall examine the Government's reports submitted to the National Assembly related to the project implementation situation and supervise the implementation of this Resolution.
Article 4: This Resolution takes effect from the date it is adopted by the National Assembly.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, 11th term, second session, on December 16, 2002.
