MINISTER OF EDUCATION AND TRAINING

Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;

Pursuant to Decree No. 85/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Department of Testing and Quality Assurance,

DECISION:

Article 1. 1. Clause 3 of Article 17 shall be amended and supplemented as follows:

"3. Members of the Examination Paper Setting Council for High School Graduation:

a) Chairman of the Council: The Director or Deputy Director of the Testing and Quality Assurance Department.

b) Vice Chairmen of the Council: The Deputy Director of the Testing and Quality Assurance Department, leaders of other units under the Ministry designated by the Minister of Education and Training.

c) Secretary of the Council and members of the Council shall be designated by the Minister of Education and Training from among staff of units under the Ministry, lecturers of universities, researchers of the Institute of Strategy and Educational Programs, editors of the Educational Publishing House, excellent staff of High School Departments or Testing Departments of Provincial Education and Training Services, and excellent teachers currently or previously teaching at high schools.

d) Each subject examination shall have at least two people setting the examination paper and one person reviewing the examination paper."

2. Point a of Clause 1 of Article 18 shall be amended and supplemented as follows:

"a) Organizing the drafting of examination papers, reviewing examination papers, guiding marking, and scoring criteria."

3. Points b and c of Clause 1 of Article 34 shall be amended and supplemented as follows:

"b) Deputy Heads including:

- The Head or Deputy Head of the Ministry's Office.

- The Director or Deputy Director of the Testing and Quality Assurance Department, the Director or Deputy Director of the Secondary Education Department, the Director or Deputy Director of the Continuing Education Department.

- The Head or Deputy Head of the Inspectorate.

c) Members: Specialists of the Testing and Quality Assurance Department, the Secondary Education Department, the Continuing Education Department, the Cadre and Civil Servant Organization Department, the Planning and Finance Department, the Student and Youth Work Department, the Inspectorate, and related units under the Ministry designated by the Minister of Education and Training."

The Heads of the Ministry's Office, the Cadre and Civil Servant Organization Department, the Planning and Finance Department, the Testing and Quality Assurance Department, the Secondary Education Department, heads of related units under the Ministry of Education and Training, Directors of Provincial Education and Training Services, Directors of the National University of Ho Chi Minh City, Directors of the National University of Hanoi, Principals of universities with specialized high school classes, and Principals of boarding high schools directly under the Ministry shall be responsible for implementing this Decision.

Article 2. This Decision takes effect 15 days after its publication in the Official Gazette. Any previous regulations that conflict with this Decision are hereby abolished.

Article 3. The Heads of the Office, the Director of the Personnel Organization Department, the Director of the Planning and Finance Department, the Director of the Examination and Quality Assurance Agency, the Director of the Secondary Education Department, the Heads of relevant units under the Ministry of Education and Training, the Directors of Provincial Departments of Education and Training, the Directors of the National University of Ho Chi Minh City, the Directors of the National University of Hanoi, the Principals of universities with specialized high school classes, and the Principals of centrally-affiliated boarding secondary schools for ethnic minorities are responsible for implementing this Decision.
