Regarding the establishment of the National Steering Committee for Avian Influenza Prevention and Control
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Agriculture and Rural Development;

Article 1. The National Steering Committee for Avian Influenza Prevention and Control shall consist of the following members:
1. Chairman of the Steering Committee: Minister of Agriculture and Rural Development Le Huy Ngo.
2. Deputy Chairmen:
- Vice Minister of Agriculture and Rural Development;
- Vice Minister of Health;
3. Members:
- Vice Minister of Finance;
- Vice Minister of Trade;
- Vice Minister of Public Security;
- Vice Minister of Transport;
- Vice Minister of Natural Resources and Environment;
- Vice Minister of Culture, Sports and Tourism;
- Vice Minister of Foreign Affairs;
- Director of the Animal Health Department (Ministry of Agriculture and Rural Development);
- Director of the Preventive Medicine and HIV/AIDS Control Department (Ministry of Health).
Article 2. The National Steering Committee for Avian Influenza Prevention and Control shall have the following sub-committees:
- Surveillance, Prevention, and Control Sub-committee;
- Propaganda Sub-committee;
- Logistics Sub-committee;
The composition and tasks of each sub-committee shall be decided by the Chairman of the Steering Committee.
Article 3. The National Steering Committee for Avian Influenza Prevention and Control shall perform the following tasks:
1. Developing plans for coordinated activities of ministries and sectors in avian influenza prevention and control;
2. Organizing implementation and supervising inspection of ministries, sectors, and localities to implement emergency plans for avian influenza prevention and control.
Article 4Working regime:
The Steering Committee shall operate on a part-time basis and have a permanent office at the Ministry of Agriculture and Rural Development;
The Chairman of the Steering Committee shall stipulate the working regime and specific tasks of the members of the Steering Committee.
Article 5. The National Steering Committee for Acute Respiratory Infection Prevention and Control caused by viruses shall undertake avian influenza prevention and control tasks for humans according to the contents specified in Decision No. 297/QD-TTg dated March 19, 2003 of the Government Prime Minister.
Article 6. This Decision shall take effect from the date of signing.
Article 7. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities, the National Steering Committee for Avian Influenza Prevention and Control, and the National Steering Committee for Acute Respiratory Infection Prevention and Control caused by viruses are responsible for implementing this decision./.
