THE MINISTER OF CONSTRUCTION

-Based on Decree No. 36/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

-Based on Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government on the production and supply of public utility products and services;

-Based on Decree No. 59/2007/NĐ-CP dated April 9, 2007 of the Government on solid waste management;

-Pursuant to the proposal of the Director of the Department of Economic Finance and the Director of the Institute of Construction Economics,

Pursuant to …;:

Article 1. Issued together with this Decision are the "Standard Budget Estimates for Collection, Transportation, and Landfill Disposal of Urban Waste".

Article 2. These "Standard Budget Estimates for Collection, Transportation, and Landfill Disposal of Urban Waste" shall be uniformly applied throughout the country and serve as the basis for determining the budget prices of urban public utility services related to the collection, transportation, and landfill disposal of urban waste in provinces and centrally-administered cities.

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette and shall supersede Decision No. 17/2001/QD-BXD dated August 7, 2001 of the Minister of Construction regarding the issuance of "Standard Budget Estimates for the Urban Environmental Sanitation Industry - Volume 1: Collection, Transportation, and Waste Treatment Operations".

Article 4. The People's Committees of provinces and centrally-administered cities are responsible for implementing this Decision.
