CIRCULAR
Regulations on the conditions for operation of sports facilities organizing table tennis activities

Pursuant to the Law on Physical Education and Sports No. 77/2006/QH11 dated November 29, 2006;
Pursuant to Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Physical Culture and Sports;
Article 1. Other types of artistic performances
Pursuant to Decree No. 69/2008/NĐ-CP dated May 30, 2008 of the Government on policies encouraging socialization in education, vocational training, healthcare, culture, sports, and environmental activities;
At the proposal of the General Director of the General Department of Physical Culture and Sports;
The Minister of Culture, Sports and Tourism issues this Circular stipulating the conditions for operation of sports facilities organizing table tennis activities.
Article 1. Scope of Regulation
This Circular provides detailed regulations on the conditions regarding infrastructure, equipment, and specialized staff of sports facilities organizing table tennis activities.
Article 2. Applicability
This Circular applies to organizations and individuals organizing table tennis activities in Vietnam.
Article 3. Issuance of Certificate of Compliance with Operating Conditions
1. A sports facility organizing table tennis activities must be a sports enterprise that conducts such activities and must have a certificate of business registration in accordance with Clause 5, Article 55 of the Law on Physical Culture and Sports.
2. When organizing high-performance sports training and competition activities in table tennis, a sports facility must ensure the standards of infrastructure and equipment for training and competition as prescribed in Article 43 of the Law on Physical Culture and Sports.
Article 4. Conditions concerning infrastructure and equipment, training tools
1. The location for table tennis activities must meet the following conditions:
a) The area where tables are placed must have a roof, be windproof, and not cause glare. The floor must be flat and non-slippery;
b) Each table tennis table must be placed within a space measuring 5 meters wide and 10 meters long;
c) Lighting must be uniform across all points on the table surface and around the table area, with a minimum of 500 Lux, and lights must be designed to be at least 2.5 meters above the table surface;
d) There must be a stock of medicines and first aid equipment, changing rooms and areas for storing clothes, restrooms, and parking areas;
đ) A notice board displaying rules specifying training hours, safety measures during training, and other relevant regulations;
e) Security, order, hygiene, environment, labor safety, and fire prevention must be ensured in compliance with the law;
2. Equipment and training tools:
a) Tables must comply with the standards set by the Vietnam Table Tennis Federation. The table surface must provide a consistent bounce height of approximately 23 cm when a standard ball falls from a height of 30 cm onto the table;
The net must be 15.25 cm high, with the top edge of the net being uniformly 15.25 cm high, the bottom edge of the net must be flush with the table surface, and the sides of the net must be flush with the side posts;
b) There must be a surrounding barrier around the table area that is 75 cm high, dark in color, and avoids reflection and blending with the color of the ball;
c) There must be a table for scoreboards;
Article 5. Conditions concerning specialized staff
A sports facility organizing table tennis training activities must have a trainer with a professional level in table tennis meeting one of the criteria specified in Point 1, Section I of Circular No. 05/2007/TT-UBTDTT dated July 20, 2007 of the State Committee for Physical Culture and Sports guiding the implementation of certain provisions of Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Physical Culture and Sports.
Article 6. Implementation Organization
1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.
2. The Cultural, Sports and Tourism Inspectorate shall conduct inspections and handle violations related to professional conditions when organizing table tennis activities according to its authority.
3. Provincial Departments of Culture, Sports and Tourism under the central government are responsible for implementing this Circular.
Article 7. Effective Date
This Circular takes effect from January 25, 2013.
Sports facilities organizing table tennis activities that have been established but do not yet meet the conditions stipulated in this Circular must complete and improve within six months from the date the Circular takes effect.
During the implementation process, if any difficulties arise, organizations and individuals are requested to promptly report them to the Ministry of Culture, Sports and Tourism for study and timely resolution. /
