Circular No. 13/2013/TT-BKHCN amends and supplements certain provisions of previous circulars regarding the application of National Technical Regulations in production and circulation in the market. The provisions shall take effect from 2014 to 2016.

Regarding amendments and supplements to certain articles of Circular No. 21/2011/TT-BKHCN, Circular No. 10/2012/TT-BKHCN, and Circular No. 11/2012/TT-BKHCN
The Minister of Science and Technology issues this Circular amending and supplementing certain articles of Circular No. 21/2011/TT-BKHCN dated September 22, 2011 of the Minister of Science and Technology on the issuance of "National Technical Regulations on Reinforcing Steel for Concrete", Circular No. 10/2012/TT-BKHCN dated April 12, 2012 of the Minister of Science and Technology on the issuance of "National Technical Regulations on Liquefied Petroleum Gas" and Circular No. 11/2012/TT-BKHCN dated April 12, 2012 of the Minister of Science and Technology on the issuance of "National Technical Regulations on Electromagnetic Compatibility for Household Electrical and Electronic Equipment and Similar Purposes".
THE MINISTER OF SCIENCE AND TECHNOLOGY ISSUES THE NATIONAL TECHNICAL REGULATION TO AMEND AND SUPPLEMENT CERTAIN PROVISIONS OF THE NATIONAL TECHNICAL REGULATION QCVN 1:2009/BKHCN ON GASOLINE, DIESEL FUEL, AND BIOFUELS PROMULGATED BY DECREE NO. 20/2009/TT-BKHCN DATED SEPTEMBER 30, 2009 OF THE MINISTER OF SCIENCE AND TECHNOLOGY.

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Pursuant to Decree No. 20/2013/NĐ-CP dated February 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Considering the proposal of the Director General of the Standardization, Measurement, and Quality Control Department,
Article 1. Amend and supplement Article 3 of Circular No. 21/2011/TT-BKHCN dated September 22, 2011 of the Minister of Science and Technology on the issuance of "National Technical Regulations on Reinforcing Steel for Concrete (QCVN 7:2011/BKHCN)" as follows:
"Article 3
1. For reinforcing steel produced domestically and imported:
a) In cases where the provisions of QCVN 7:2011/BKHCN have been applied, such provisions shall continue to be applied.
b) In cases where the provisions of QCVN 7:2011/BKHCN have not yet been applied, such provisions must be applied from January 1, 2014.
It is encouraged that domestic production enterprises and importers of reinforcing steel apply the provisions of QCVN 7:2011/BKHCN before January 1, 2014.
2. For reinforcing steel circulating in the market:
From June 1, 2014, products of reinforcing steel circulating in the market must comply with the provisions of QCVN 7:2011/BKHCN."
Amend Article 3 of Circular No. 10/2012/TT-BKHCN dated April 12, 2012 of the Minister of Science and Technology on the issuance of "National Technical Regulations on Liquefied Petroleum Gas (QCVN 8:2012/BKHCN)" as follows:
Article 3. Amend Article 3 of Circular No. 11/2012/TT-BKHCN dated April 12, 2012 of the Minister of Science and Technology on the issuance of "National Technical Regulations on Electromagnetic Compatibility for Household Electrical and Electronic Equipment and Similar Purposes (QCVN 9:2012/BKHCN)" as follows:
"Article 3. From June 1, 2015, electrical and electronic equipment from Item 1 to Item 2 of Appendix QCVN 9:2012/BKHCN must comply with the provisions of these national technical regulations.
From January 1, 2016, electrical and electronic equipment from Item 3 to Item 7 of Appendix QCVN 9:2012/BKHCN must comply with the provisions of these national technical regulations."
This Circular takes effect from June 1, 2013.
Article 4. Implementation provisions
1. The Director of the General Department of Standardization, Metrology and Quality Control is responsible for guiding and organizing the implementation of this Circular.
Article 5. Responsibilities for Implementation
2. Heads of agencies, organizations, enterprises, and individuals related to this matter are responsible for implementing this Circular.
