CIRCULAR

Regulations on Some Management Contents for Organizing Motor Sports Competitions

Pursuant to the Law on Physical Education and Sports dated October 29, 2006;

“1. Position

Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;

At the proposal of the Director-General of the General Department of Physical Training and Sport;

The Minister of Culture, Sports and Tourism issues this Circular to regulate some management contents for organizing Motor Sports competitions.

Article 1. Scope of Regulation

Article 1. This Circular regulates some management contents for organizing Motor Sports competitions.

Article 2. Motor sports include: Motorcycles in race tracks (for motorcycles with cylinder capacity of 125 cm3, motorcycles with cylinder capacity of 135 cm3) and off-road motorcycles.

Article 2. Applicability

Athletes This Circular applies to organizations and individuals organizing motor sports competitions in Vietnam.

Article 3. Technical Guidelines

Clause 1. Organizations and individuals organizing motor sports competitions must develop technical guidelines clearly specifying the layout and detailed technical specifications of the competition venue.

Clause 2. Organizations and individuals organizing motor sports competitions are responsible for sending the technical guidelines to organizations and individuals participating in managing and competing in the competition. The time for sending the technical guidelines shall be at least 30 days before the opening day of the competition.

Article 4. General Conditions for Competition Venue

Clause 1. There must be a race track suitable for the nature and scale of the competition as stipulated in Articles 5 and 6 of this Circular.

Clause 2. The competition venue must have a warm-up area, a sanitation and changing area, and a parking area.

Clause 3. Security, public order, environmental hygiene, and fire prevention must be ensured in the competition areas and locations of official events according to the law.

Article 5. Racing Track for Motorcycles in Race Tracks

Clause 1. The race track has a length from 400m to 500m (measured from the inner edge of the track); the surface is made of asphalt or soil, flat, and has a minimum width of 5m; if more than 4 athletes compete simultaneously, the minimum width of the track is 6m.

Clause 2. The safety zone on both sides of the track has a minimum width of 4m, the surface is made of soft material or covered with gravel to reduce friction and prevent collisions between athletes.

Clause 3. Outside the safety zone, there is a barrier separating the race track from the audience. The height of the barrier is a minimum of 3m, made of soft and sturdy material contrasting in color with the track.

Clause 4. The barriers are equipped with safety devices made of rubber, foam, or dry grass, with a minimum height of 1m, a minimum width of 0.5m, and a thickness of at least 0.5m. The maximum distance between safety devices is 0.5m.

Article 6. Racing Track for Off-Road Motorcycles

Clause 1. The race track has a minimum length of 800m and a minimum width of 6m, consisting of straight sections and turns. The surface of the track is made of soil, gravel, or sand according to technical requirements and racing speed.

Clause 2. The starting area has a minimum width of 10m, divided into lanes for each athlete.

Clause 3. There is a preparation area for athletes near the starting area.

Clause 4. The straight section after the start has a minimum length of 50m.

Clause 5. There are various obstacles placed on the track with different technical requirements.

Clause 6. The track must be marked and easily distinguishable.

Clause 7. The safety zone separating the audience from the track has a minimum width of 8m. The barrier is placed at the outer edge of the safety zone, with a minimum height of 2m, made of soft and sturdy material.

Article 7. Equipment Conditions

Clause 1. There must be communication equipment for members organizing and managing the competition.

Clause 2. At least four cameras must be arranged to record the entire competition process.

Clause 3. There must be signaling boards according to the Law on Motor Sports Competitions, Competition Rules, and Motor Sports Competition Regulations.

Clause 4. There must be equipment serving the referee team managing the race including flags, whistles, lap boards, starting tapes, finish tapes, safety inspection devices, and vehicle capacity measurement devices.

Clause 5. If a starting gate is used, the starting gate must have a minimum height of 50cm with a slope not exceeding 90 degrees, designed to hold the wheels of the athletes.⁰ , designed to retain the wheels of athletes.

Article 8. Health Conditions

1. Athletes participating in competitions must have a health certificate for competition issued by a provincial general hospital or higher, in accordance with the Competition Regulations.

2. Athletes must have accident insurance during the course of the competition.

3. There must be a minimum of two medical teams. Each medical team must have one ambulance, two doctors, and six nurses with sufficient quantities of medicines and initial first aid equipment.

4. Coordinate with the nearest hospitals to handle emergency situations when necessary.

Article 9. Professional Staff Conditions

1. Competitions must ensure a minimum of ten national referees and twelve local referees recognized by the Vietnam Cycling-Motorcycle Sports Federation.

2. The competition venue must be inspected by technical representatives three days prior to the competition date and throughout the duration of the event. Technical representatives have the authority to halt the competition if they determine that safety conditions for participants are not met.

Technical representatives are determined by the Vietnam Cycling-Motorcycle Sports Federation.

Article 10. Responsibilities of Organizations and Individuals

1. The organization responsible for organizing the Motorcycle Sports Competition shall report or seek permission in writing from the competent state management agency for culture, sports, and tourism in accordance with the law.

2. The Organizing Committee is responsible for:

a) Develop plans for organizing the competition, programs, schedules, and routes; ensuring safety and professional requirements;

b) Coordinate with public security agencies, transportation authorities, health departments, information and communication agencies, and other relevant agencies to develop and implement plans to ensure safety, order, medical care, first aid, and emergency services during the competition, as well as promotional activities, in accordance with the law.

Article 11. Reporting on the Organization of the Competition

Organizations and individuals organizing Motorcycle Sports Competitions shall report the results of the competition to the competent state management agency for culture, sports, and tourism in accordance with the law after the conclusion of the competition.

Article 12. Implementation Organization

1. The General Department of Physical Education and Sports shall be responsible for guiding and inspecting the implementation of this Circular.

2. The Cultural, Sports, and Tourism Inspectorate shall conduct inspections and take appropriate actions within its jurisdiction against organizations and individuals who violate the provisions of this Circular when organizing Motorcycle Sports Competitions.

3. Departments of Culture, Sports and Tourism of provinces and centrally-administered cities are responsible for implementing this Circular.

Article 13. Effective Date

1. This Circular takes effect from March 1, 2014.

2. During implementation, if any issues arise, organizations and individuals are advised to promptly report them to the Ministry of Culture, Sports, and Tourism for study and timely resolution./.
