CIRCULAR
DECREE ABOLISHING CERTAIN LEGAL REGULATORY DOCUMENTS WITHIN THE AUTHORITY OF THE MINISTRY OF CULTURE, SPORTS AND TOURISM
Pursuant to the Law on Enactment of Legal Regulatory Documents No. 17/2008/QH12 dated June 3, 2008;
Pursuant to Decree No. 76/2013/NĐ-CP dated July 16, 2013 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the request of the Director of the Legal Department,
Article 1. Repeal all five regulatory legal documents within the purview of the Minister of Culture, Sports and Tourism.
CIRCULAR:
Article 1. Abolish the following legal regulatory documents:
1. Abolish the following Decisions:
a) Decision No. 664/2004/QD-UBTDTT dated May 11, 2004 of the Minister, Chairman of the Sports Management Committee promulgating the Regulation on Protecting State Secrets in the Sports Industry;
b) Decision No. 458/QD-TCDL dated October 18, 1996 of the Director General of the Tourism Administration promulgating the Regulation on Protecting State Secrets in the Tourism Industry;
c) Decision No. 199/1998/UBTDTT-QD dated February 27, 1998 of the Minister, Chairman of the Sports Management Committee regarding the establishment of Provincial Sports Clusters;
d) Decision No. 536/QD-UBTDTT dated July 2, 1998 of the Minister, Chairman of the Sports Management Committee promulgating the Regulation on Managing and Operating the National Sports Program;
đ) Decision No. 1928/QD-UBTDTT dated December 31, 2004 of the Minister, Chairman of the Sports Management Committee regarding the issuance of the Regulation on Managing Teams Leaving and Foreign Teams Entering Vietnam for Activities in the Sports Industry.
2. Abolish the following Directives:
a) Directive No. 04/1998/VH-CT dated March 19, 1998 of the Minister of Culture and Information on Strengthening Administrative Reform in Units under the Ministry;
b) Directive No. 08/1998/VH-CT dated July 24, 1998 of the Minister of Culture and Information on Implementing the Ordinance on Civil Servants and Officials, Practicing Economy and Combating Waste and Corruption in Units under the Ministry;
c) Directive No. 06/1998/CT-BVHTT dated August 23, 1998 of the Minister of Culture and Information on Strengthening Advertising Activities;
d) Directive No. 12/1998/VH-CT dated October 19, 1998 of the Minister of Culture and Information on Enhancing Legal Education and Propaganda Work in Units under the Ministry;
đ) Directive No. 26/VH-CT dated December 29, 1998 of the Minister of Culture and Information on Implementing the Regulation on Promoting Democracy in the Operations of Units under the Ministry of Culture and Information;
e) Directive No. 63/1999/CT-BVHTT dated May 22, 1999 of the Minister of Culture and Information on Strengthening Propaganda of Cultural and Information Activities in New Circumstances;
g) Directive No. 84/1999/CT-BVHTT dated June 18, 1999 of the Minister of Culture and Information on Improving the Archival System in Units under the Ministry of Culture and Information;
h) Directive No. 97/1999/CT-BVHTT dated July 1, 1999 of the Minister of Culture and Information on Ensuring Quality and Safety in Food Propaganda Work;
i) Directive No. 116/2006/CT-UBTDTT dated May 26, 2006 of the Sports Management Committee on Improving Postgraduate Training Quality in the Sports Industry from 2006 to 2010.
3. Abolish Circular:
Circular No. 01/1999/TT-TCDL dated June 2, 1999 of the Director General of the Tourism Administration guiding the implementation of Decision No. 53/1999/QD-TTg dated March 23, 1999 of the Prime Minister on Certain Measures to Encourage Foreign Direct Investment;
Article 2. Effective Date
This Circular takes effect from February 15, 2016.
Article 3. Responsibility for Implementation
Heads of units under the Ministry shall be responsible for implementing this Circular./.
