CIRCULAR
Regulations on the System of Indicators for Digital Economy Statistics
Pursuant to the Law on Statistics dated November 23, 2015;
Pursuant to the Law Amending and Supplementing Certain Articles and the National Statistical Indicator Catalogue of the Law on Statistics dated November 12, 2021;
Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 86/2017/NĐ-CP dated July 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
At the proposal of the General Statistics Office Director;
prescribing the model tender documents for selecting investors to implement PPP investment projects and business investment projects; providing, publishing information on these regulations stipulate the System of Indicators for Digital Economy Statistics.
Article 1. Scope of Regulation and Applicability
1. This Circular stipulates the System of Indicators for Digital Economy Statistics including:
a) The list of indicators for digital economy statistics as specified in Appendix I attached hereto;
b) The contents of indicators for digital economy statistics as specified in Appendix II attached hereto.
2. This Circular applies to agencies, organizations, and individuals providing, producing, and using digital economy statistics information.
Article 2. Implementation
1. The Ministry of Planning and Investment (General Statistics Office) shall take the lead and coordinate with relevant ministries, sectors, and agencies:
a) Collecting and compiling statistical information for the assigned digital economy statistics indicators to ensure the provision of complete, accurate, timely data that meets international comparison requirements;
b) Implementing the application of information technology in the process of integrating, storing, and exploiting digital economy statistics data;
c) Directing, inspecting, and reporting on the implementation results of the System of Indicators for Digital Economy Statistics;
d) Coordinating with relevant ministries, sectors, agencies, and units to review the list and content of statistical indicators as prescribed in this Circular to promptly propose amendments and supplements to suit practical needs.
2. The Ministry of Information and Communications and related ministries and sectors
a) Based on the System of Indicators for Digital Economy Statistics, integrate, collect, and compile the assigned indicators and provide them to the Ministry of Planning and Investment (General Statistics Office) for consolidation and compilation;
b) Closely coordinate with the Ministry of Planning and Investment (General Statistics Office) in amending and supplementing the System of Indicators for Digital Economy Statistics when required by management agencies of the Party and Government.
3. Provincial People's Committees and municipal people's committees directly under the central government shall coordinate with the Ministry of Planning and Investment (General Statistics Office) and direct and manage local departments to collect and compile the assigned statistical indicators (or sub-indicators) of the digital economy within their designated scope.
Article 3. Effectiveness
1. This Circular takes effect from March 15, 2022.
Article 2. During the implementation, if there are any difficulties, agencies and units shall send their opinions to the Ministry of Planning and Investment (General Statistics Office) for timely guidance, research, and amendment or supplementation./.

The digital economy includes the following service activities: digital infrastructure, digital platforms, and digital applications.
Digital economy includes the following service provision activities: digital infrastructure, digital platforms, and digital applications.
Digital infrastructure is the physical technical infrastructure (telecommunications - information technology infrastructure) for transmitting digital information and data, and for providing digital platform services and digital application services, such as fixed telecommunications services, mobile telecommunications services, Internet connection services, Internet access services, etc.
A digital platform is a service developed based on digital infrastructure to create an environment for digital application services, such as electronic commerce marketplace services (Shopee, Sendo, Amazon, Alibaba, etc.), securities trading platforms, social networking services (Zalo, Facebook, YouTube, etc.), mobile application services provided on a platform (Uber, Grab, etc.).
Digital applications are general information technology services - developed and operated based on digital infrastructure or digital platforms to enable businesses, organizations, and individuals to promote their production, business, sales of goods, and provision of services.
The added value (VA) of the digital economy is calculated from the portion of VA generated by activities providing, applying digital infrastructure services, digital platform services, and digital application services in production and business.

Revenue from telecommunication services includes: (a) Revenue from providing telecommunication services to telecommunication service users; (b) Revenue from providing telecommunication services to domestic telecommunication enterprises; (c) Revenue from providing telecommunication services to foreign partners operating outside Vietnam's territory; (d) Revenue from providing public telecommunication services to users who are beneficiaries of public telecommunication services. (According to the guidance in Circular No. 21/2019/TT-BTTTT dated December 31, 2019 of the Ministry of Information and Communications on explaining telecommunication revenue).

If the inbound traffic (from international to Vietnam) and outbound traffic (from Vietnam to international) are not equal, the higher traffic volume is used for statistical purposes.
