CIRCULAR

Delegation of authority for issuing, extending, amending, supplementing, reissuing, suspending, terminating operations, and revoking Certificates of Operation and Certificates of Representative Office Registration for foreign non-governmental organizations in Vietnamextending, amending, supplementing, reissuing, suspending,

terminating operations and revoking the Business Registration Certificate and the Registration Certificate

establishing representative offices in Vietnam of foreign non-governmental organizations

              

Pursuant to the Government Organization Law on February 18, 2025;

Pursuant to Decree No. 28/2025/NĐ-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;
Pursuant to Decree No. 58/2022/NĐ-CP dated August 31, 2022 of the Government on registration and management of activities of foreign non-governmental organizations in Vietnam;

At the proposal of the Director of the Department of Foreign Relations and Cultural Diplomacy;

The Minister of Foreign Affairs issues this Circular delegating authority for issuing, extending, amending, supplementing, reissuing, suspending, terminating operations, and revoking Certificates of Operation and Certificates of Representative Office Registration for foreign non-governmental organizations in Vietnam.

This Circular provides detailed regulations on the delegation of authority for issuing, extending, amending, supplementing, reissuing, suspending, terminating operations, and revoking Certificates of Operation and Certificates of Representative Office Registration for foreign non-governmental organizations in Vietnam as prescribed from Article 10 to Article 19 of Decree No. 58/2022/NĐ-CP dated August 31, 2022 of the Government on registration and management of activities of foreign non-governmental organizations in Vietnam.

Article 1. Scope of Regulation and Applicability

Thông tư này quy định chi tiết khoản 4 Điều 38 Luật Thủy sản số 18/2017/QH14 đã được sửa đổi, bổ sung tại điểm c khoản 21 Điều 14 Luật số 146/2025/QH15.

This Circular applies to relevant central agencies, provincial People's Committees, centrally governed city People's Committees, foreign non-governmental organizations operating in support of development and humanitarian aid without profit-making purposes, and other purposes in Vietnam.

Article 2. Delegation of authority for issuing, extending, amending, supplementing, reissuing, suspending, terminating operations, and revoking Certificates of Operation and Certificates of Representative Office Registration for foreign non-governmental organizations

Clause 1. The issuance, extension, amendment, supplementation, reissuing, suspension, termination of operations, and revocation of Certificates of Operation and Certificates of Representative Office Registration for foreign non-governmental organizations as prescribed in Decree No. 58/2022/NĐ-CP dated August 31, 2022 of the Government on registration and management of activities of foreign non-governmental organizations in Vietnam (Decree No. 58/2022/NĐ-CP) shall be carried out by the Department of Foreign Relations and Cultural Diplomacy.

Clause 2. Principles of delegation:

Point a) The Department of Foreign Relations and Cultural Diplomacy is responsible under the law and before the Ministry of Foreign Affairs for the results of performing the delegated tasks and powers as stipulated in Clause 1.

Point b) The Department of Foreign Relations and Cultural Diplomacy reports annually to the Minister of Foreign Affairs, evaluating the performance of the delegated tasks and powers.

Point c) The Department of Foreign Relations and Cultural Diplomacy may not further delegate the tasks and powers already delegated.

Article 3. Procedures and formalities for issuing Certificates of Operation for foreign non-governmental organizations

Clause 1. A foreign non-governmental organization, based on meeting the conditions set forth in Article 10 of Decree No. 58/2022/NĐ-CP, directly submits or sends through postal service or online to the Committee for Work with Foreign Non-Governmental Organizations one set of application documents for a Certificate of Operation including the following documents:

Point a) One Application Form for Issuance of Certificate of Operation according to Model No. 03a stipulated in the Appendix attached to this Circular.

Point b) One copy of the Charter and one copy of the document proving the legal status of the foreign non-governmental organization.

Point c) One detailed statistical report of programs, projects, and non-project initiatives planned to be implemented in Vietnam over three years.

Point d) One set of application documents for approval of the Representative including the following documents: One Appointment Decision signed by the head of the organization and stamped; One biography of the proposed Representative; One criminal record of the proposed Representative issued by the competent authority of the country where the person holds citizenship or has resided for at least six months; One copy of the valid passport if the proposed Representative is a foreigner or one copy of one of the following documents: passport, identity card, citizen identification card, or certificate of citizen identification if the appointed person is a Vietnamese national.

Clause 2. Documents in foreign languages in the aforementioned application must be legalized by consular authentication, accompanied by a certified Vietnamese translation in accordance with Vietnamese law, except in cases exempted from consular legalization under international treaties to which Vietnam is a party or under the principle of reciprocity.

Clause 3. Within two working days, the Committee for Work with Foreign Non-Governmental Organizations checks the completeness of the application documents of the foreign non-governmental organization as stipulated in Clauses 1 and 2 of this Article and requests the foreign non-governmental organization to supplement the documents if necessary.

Clause 4. After receiving all the documents, within two working days, the Committee for Work with Foreign Non-Governmental Organizations forwards a letter seeking opinions from the Ministry of Public Security, the Ministry of Home Affairs, the Ministry of Finance, the State Bank of Vietnam, the competent ministry or agency managing the specialized sector in which the foreign non-governmental organization intends to operate, the People's Committee of the province or centrally governed city where the foreign non-governmental organization plans to implement its activities, and the approving authority for receipt of donations from foreign non-governmental organizations.

Clause 5. Within ten working days from the date of receipt of the letter from the Committee for Work with Foreign Non-Governmental Organizations, the agencies requested to provide opinions are responsible for responding in writing.

Clause 6. Within two working days from the date of receipt of all opinions from the agencies, the Committee for Work with Foreign Non-Governmental Organizations transfers the application documents of the foreign non-governmental organization as stipulated in Clauses 1 and 2 of this Article and the opinions of related agencies to the Department of Foreign Relations and Cultural Diplomacy for review.

6. Within two working days from receiving complete opinions of relevant agencies and the Committee for Foreign Non-Governmental Organizations transferring the files of foreign non-governmental organizations under Clause 1 and Clause 2 of this Article and the opinions of related agencies to the Department of Foreign Affairs and Cultural Diplomacy for review.

7. Within ten working days from the date of receiving complete files from foreign non-governmental organizations as stipulated in Points 1 and Clause 2 of this Article and opinions of relevant agencies, the Department of Foreign Affairs and Cultural Diplomacy shall review the files, decide to issue or not to issue the Registration Certificate for Activities, and notify the results to the Committee for Foreign Non-Governmental Organizations. The Registration Certificate for Activities shall be issued according to Form No. 01 prescribed in the Appendix attached hereto. The review process shall be conducted through compiling written opinions or organizing a review meeting on the following contents:

a) The legality and completeness of the files;

b) The appropriateness of the objectives and purposes of activities of foreign non-governmental organizations with respect to Vietnam's policies and specific development goals of ministries, sectors, and localities;

c) The legal status and operational history of foreign non-governmental organizations;

d) The personal background and curriculum vitae of the Representative;

đ) The economic and social impact, security, and public order effects of the activities of foreign non-governmental organizations.

8. Within thirty working days from the date of receiving complete valid files from foreign non-governmental organizations as stipulated in Clause 1 and Clause 2 of this Article, the Committee for Foreign Non-Governmental Organizations shall transfer the Registration Certificate for Activities to the foreign non-governmental organization directly or through postal service. In case the file is not approved, the Committee for Foreign Non-Governmental Organizations shall notify in writing specifying the reasons.

Article 4. Procedures and formalities for extending the Registration Certificate for Activities of foreign non-governmental organizations

1. At least sixty days before the expiration date of the Registration Certificate for Activities, the foreign non-governmental organization shall submit directly or through postal service or online to the Committee for Foreign Non-Governmental Organizations one set of application files for extending the Registration Certificate for Activities including the following documents:

a) One application form for extending the Registration Certificate for Activities according to Form No. 03a prescribed in the Appendix attached hereto.

b) One original Registration Certificate for Activities;

c) One summary report on the activities of the foreign non-governmental organization implemented in Vietnam over the past three years and a detailed plan of activities expected to be carried out in the next three years;

2. Documents in foreign languages in the above-mentioned files must be accompanied by a Vietnamese translation certified in accordance with Vietnamese laws.

b) The procedures and formalities for extending the Registration Certificate for Activities shall be carried out in accordance with the provisions of Clause 3, Clause 4, Clause 5, Clause 6, Clause 7, and Clause 8 of Article 3 of this Circular.

Article 5. Procedures and formalities for amending, supplementing, and reissuing the Registration Certificate for Activities of foreign non-governmental organizations

1. The foreign non-governmental organization shall submit directly or through postal service or online to the Committee for Foreign Non-Governmental Organizations one set of application files for amending, supplementing, or reissuing the Registration Certificate for Activities including the following documents:

a) One application form clearly stating the requested amendments, supplements, or reasons for requesting a reissue (due to loss, old age, damage) according to Form No. 03b prescribed in the Appendix attached hereto;

b) One original Registration Certificate for Activities in cases of requesting amendments or supplements due to old age or damage. One copy of the Registration Certificate for Activities in cases of requesting a reissue due to loss of the original;

c) Relevant documents related to the requested amendments, supplements, or reissues.

2. Within two working days from the date of receipt of the application files of the foreign non-governmental organization as stipulated in Clause 1 of this Article, the Committee for Foreign Non-Governmental Organizations shall check the components of the application files and request the foreign non-governmental organization to supplement the files if necessary. For cases of requesting a reissue of the Registration Certificate for Activities, the Committee for Foreign Non-Governmental Organizations shall check the contents of the application files of the foreign non-governmental organization.

3. After receiving complete files from the foreign non-governmental organization as stipulated in Clause 1 of this Article, within two working days, the Committee for Foreign Non-Governmental Organizations shall send a letter to seek opinions from ministries, ministerial-level agencies, government agencies, provincial people's committees under central cities, and relevant agencies approving the acceptance of aid from foreign non-governmental organizations concerning the contents requiring amendments or supplements to the Registration Certificate for Activities.

4. Within ten working days from the date of receipt of the letter from the Committee for Foreign Non-Governmental Organizations, the agencies solicited for opinions shall respond in writing.

5. Within two working days from the date of receiving complete opinions from the agencies, the Committee for Foreign Non-Governmental Organizations shall transfer the files of the foreign non-governmental organization as stipulated in Clause 1 of this Article and the opinions of relevant agencies to the Department of Foreign Affairs and Cultural Diplomacy for review.

6. Within seven working days from the date of receiving complete files from the foreign non-governmental organization as stipulated in Clause 1 of this Article and the opinions of relevant agencies, the Department of Foreign Affairs and Cultural Diplomacy shall review the files, decide to amend or not to amend, supplement or not to supplement, reissue or not to reissue the Registration Certificate for Activities, and notify the results to the Committee for Foreign Non-Governmental Organizations. The review process shall be conducted through compiling written opinions or organizing a review meeting on the contents requiring amendments, supplements, and reissues of the Registration Certificate for Activities. The Registration Certificate for Activities shall be amended, supplemented, or reissued according to Form No. 01 prescribed in the Appendix attached hereto.

7. Within twenty-five working days from the date of receiving complete and valid documents from foreign non-governmental organizations as stipulated in Clause 1 of this Article, the Committee for Foreign Non-Governmental Organizations shall transfer the amended, supplemented, or reissued Registration Certificate to the foreign non-governmental organization directly or through postal service. In case the application is not approved, the Committee for Foreign Non-Governmental Organizations shall notify in writing with detailed reasons.

Article 6. Procedures and formalities for issuing the Registration Certificate for establishing a Representative Office of foreign non-governmental organizations

1. Foreign non-governmental organizations, based on meeting the conditions set out in Article 14 of Decree No. 58/2022/NĐ-CP, submit directly, through postal service, or online to the Committee for Foreign Non-Governmental Organizations one set of documents requesting issuance of the Registration Certificate for establishing a Representative Office, including the following documents:

a) One Application Form for Issuing the Registration Certificate for Establishing a Representative Office according to Model No. 03a prescribed in the Appendix attached hereto;

b) One copy of the Charter and one copy of the document proving the legal status of the foreign non-governmental organization;

c) One detailed statistical report on programs and projects planned to be implemented in Vietnam over five years at one or more locations where the nature and scale of such programs and projects require regular management and supervision;

d) One detailed statistical report on programs, projects, and non-project activities implemented over the last three consecutive years prior to the submission of the application for issuance of the Registration Certificate for Establishing a Representative Office (if applicable);

đ) One set of documents requesting approval of the Head of the Representative Office, including: one Decision on Appointment signed by the head of the organization and stamped; one biography of the person proposed to be appointed as the Head of the Representative Office; one criminal record of the person proposed to be appointed as the Head of the Representative Office issued by the competent authority of the country of which the person holds citizenship or the country where the person has resided for at least six months immediately preceding the submission; one copy of the valid passport if the person proposed to be appointed as the Head of the Representative Office is a foreigner or one copy of one of the following documents: passport, identity card, citizen identification card, citizen registration certificate if the person proposed to be appointed as the Head of the Representative Office is a Vietnamese citizen;

Clause 3. Within two working days, the Committee for Work with Foreign Non-Governmental Organizations checks the completeness of the application documents of the foreign non-governmental organization as stipulated in Clauses 1 and 2 of this Article and requests the foreign non-governmental organization to supplement the documents if necessary.

Clause 4. After receiving all the documents, within two working days, the Committee for Work with Foreign Non-Governmental Organizations forwards a letter seeking opinions from the Ministry of Public Security, the Ministry of Home Affairs, the Ministry of Finance, the State Bank of Vietnam, the competent ministry or agency managing the specialized sector in which the foreign non-governmental organization intends to operate, the People's Committee of the province or centrally governed city where the foreign non-governmental organization plans to implement its activities, and the approving authority for receipt of donations from foreign non-governmental organizations.

4. After receiving complete documents from foreign non-governmental organizations as stipulated in Clauses 1 and 2 of this Article, within two working days, the Committee for Foreign Non-Governmental Organizations shall send a letter seeking opinions from the Ministry of Public Security, the Ministry of Home Affairs, the Ministry of Finance, the State Bank of Vietnam, the specialized ministries or agencies under the central government managing state administration in the relevant fields, the People's Committees of provinces or centrally-administered cities where the foreign non-governmental organizations plan to implement their activities and establish their Representative Offices, and the approving agency for accepting grants from foreign non-governmental organizations.

Clause 6. Within two working days from the date of receipt of all opinions from the agencies, the Committee for Work with Foreign Non-Governmental Organizations transfers the application documents of the foreign non-governmental organization as stipulated in Clauses 1 and 2 of this Article and the opinions of related agencies to the Department of Foreign Relations and Cultural Diplomacy for review.

6. Within two working days from the date of receiving complete opinions from the relevant agencies, the Committee for Foreign Non-Governmental Organizations shall transfer the documents of the foreign non-governmental organizations as stipulated in Clauses 1 and 2 of this Article and the opinions of the relevant agencies to the Department of Foreign Affairs and Cultural Diplomacy for review.

7. Within ten working days from the date of receiving complete documents from the foreign non-governmental organizations as stipulated in Clauses 1 and 2 of this Article and the opinions of the relevant agencies, the Department of Foreign Affairs and Cultural Diplomacy shall review the documents, decide to issue or not to issue the Registration Certificate for Establishing a Representative Office, and notify the result to the Committee for Foreign Non-Governmental Organizations. The format of the Registration Certificate for Establishing a Representative Office is provided in Model No. 02 prescribed in the Appendix attached hereto. The review process will be conducted through a combination of written opinions or a review meeting covering the following contents:

a) The legality and completeness of the files;

b) The appropriateness of the objectives and purposes of activities of foreign non-governmental organizations with respect to Vietnam's policies and specific development goals of ministries, sectors, and localities;

c) The legal status and operational history of foreign non-governmental organizations;

d) Personal background and criminal record of the Head of the Representative Office;

đ) The economic and social impact, security, and public order effects of the activities of foreign non-governmental organizations.

8. Within thirty working days from the date of receiving complete and valid documents from the foreign non-governmental organizations as stipulated in Clauses 1 and 2 of this Article, the Committee for Foreign Non-Governmental Organizations shall transfer the Registration Certificate for Establishing a Representative Office to the foreign non-governmental organization directly or through postal service. In case the application is not approved, the Committee for Foreign Non-Governmental Organizations shall notify in writing with detailed reasons.

Article 7. Procedures and formalities for extending the Registration Certificate for Establishing a Representative Office of foreign non-governmental organizations

1. At least sixty days before the expiration of the Registration Certificate for Establishing a Representative Office, the foreign non-governmental organization shall submit directly, through postal service, or online to the Committee for Foreign Non-Governmental Organizations one set of documents requesting extension of the Registration Certificate for Establishing a Representative Office, including the following documents:

a) One Application Form for Extending the Registration Certificate for Establishing a Representative Office according to Model No. 03a prescribed in the Appendix attached hereto;

b) One original Registration Certificate for Establishing a Representative Office;

c) One summary report on the activities of the foreign non-governmental organization implemented in Vietnam during the period covered by the issued Registration Certificate and specific plans for activities over the next five years.

2. Foreign language documents in the above-mentioned set of documents must be accompanied by a Vietnamese translation certified in accordance with Vietnamese laws.

3. The procedures and formalities for extending the Registration Certificate for Establishing a Representative Office shall be carried out in accordance with the provisions of Clauses 3, 4, 5, 6, 7, and 8 of Article 6 of this Circular.

Article 8. Procedure and formalities for amending, supplementing, and reissuing the Registration Certificate for Establishing a Representative Office of Foreign Non-Governmental Organizations

1. A foreign non-governmental organization shall submit directly or through postal services or online to the Committee for Non-Governmental Organizations Work one set of application documents for amending, supplementing, or reissuing the Registration Certificate for Establishing a Representative Office, including the following documents:

a) One application form clearly stating the requested amendments, supplements, or reasons for requesting a reissue (due to loss, old age, damage) according to Form No. 03b prescribed in the Appendix attached hereto;

b) One original Registration Certificate for Establishing a Representative Office in cases of amendment or supplementation or reissuance due to damage or loss. One copy of the Registration Certificate for Establishing a Representative Office in cases of reissuance due to loss of the original.

c) Relevant documents related to the requested amendments, supplements, or reissues.

2. Within two working days from receipt of the application documents, the Committee for Non-Governmental Organizations Work shall examine the components of the application documents of the foreign non-governmental organization according to Clause 1 of this Article and request the foreign non-governmental organization to supplement the documents if necessary. In cases of reissuance of the Registration Certificate for Establishing a Representative Office, the Committee for Non-Governmental Organizations Work shall examine the contents of the application documents of the foreign non-governmental organization.

3. After receiving the complete set of application documents of the foreign non-governmental organization as stipulated in Clause 1 of this Article, within two working days, the Committee for Non-Governmental Organizations Work shall send a document seeking opinions from relevant ministries, ministerial-level agencies, government agencies, provincial people's committees, centrally governed city people's committees where the foreign non-governmental organization registers to implement activities and establish its representative office (in cases of changing the representative office location), and the agency approving the acceptance of aid from foreign non-governmental organizations regarding the content that needs to be amended or supplemented in the Registration Certificate for Establishing a Representative Office.

4. Within ten working days from the date of receipt of the document from the Committee for Non-Governmental Organizations Work, the agencies asked shall respond with their opinions in writing.

5. The Committee for Non-Governmental Organizations Work shall transfer the application documents of the foreign non-governmental organization as stipulated in Clause 1 of this Article and the opinions of the relevant agencies to the Department of Foreign Affairs and Cultural Diplomacy for review.

6. Within seven working days from the date of receipt of the complete application documents of the foreign non-governmental organization as stipulated in Clause 1 of this Article and the opinions of the relevant agencies, the Department of Foreign Affairs and Cultural Diplomacy shall review the documents, decide on amendment or non-amendment, supplementation or non-supplementation, reissuance or non-reissuance of the Registration Certificate for Establishing a Representative Office, and notify the results to the Committee for Non-Governmental Organizations Work. The review shall be conducted through a synthesis of written opinions or by organizing a review meeting for the contents that need to be amended, supplemented, and reissued. The Registration Certificate for Establishing a Representative Office shall be amended, supplemented, or reissued according to Model No. 02 prescribed in the Appendix issued together with this Circular.

7. Within twenty-five working days from the date of receipt of the complete valid application documents of the foreign non-governmental organization as stipulated in Clause 1 of this Article, the Committee for Non-Governmental Organizations Work shall transfer the Registration Certificate for Establishing a Representative Office that has been amended, supplemented, or reissued to the foreign non-governmental organization through direct delivery or postal service. In cases where the application documents are not approved, the Committee for Non-Governmental Organizations Work shall notify in writing, specifying the reasons.

Article 9. Suspension of Activities of Foreign Non-Governmental Organizations

1. When discovering violations of laws by foreign non-governmental organizations or upon request of competent state agencies under the cases stipulated in Clause 1, Article 18 of Decree No. 58/2022/NĐ-CP, the Department of Foreign Affairs and Cultural Diplomacy shall consider issuing a decision to suspend the activities of foreign non-governmental organizations based on opinions from relevant state management agencies. The solicitation of opinions may be conducted through organizing meetings or sending written requests for opinions. In cases where the Department of Foreign Affairs and Cultural Diplomacy solicits opinions in writing, within ten working days from the date of receipt of the Department's document, the agencies solicited must respond in writing so that the Department can compile and make a decision. If there are differing opinions among the agencies, the Department of Foreign Affairs and Cultural Diplomacy shall organize a meeting to reach consensus. The suspension decision shall be transferred to the Committee for Work with Foreign Non-Governmental Organizations to notify the foreign non-governmental organization.

2. Within five working days after the issuance of the suspension decision, the Committee for Work with Foreign Non-Governmental Organizations shall notify the foreign non-governmental organization.

3. Within thirty working days from the date of receipt of the suspension decision, the foreign non-governmental organization shall be responsible for rectifying the violations specified in the suspension decision and reporting the results of such rectification to the Committee for Work with Foreign Non-Governmental Organizations.

Article 10. Termination of Activities of Foreign Non-Governmental Organizations

1. When discovering violations of laws by foreign non-governmental organizations or upon request of competent state agencies under the cases stipulated in Clause 1, Article 19 of Decree No. 58/2022/NĐ-CP, the Department of Foreign Affairs and Cultural Diplomacy shall consider issuing a decision to terminate the activities and revoke the Registration Certificate of the foreign non-governmental organization based on opinions from relevant state management agencies. The solicitation of opinions may be conducted through organizing meetings or sending written requests for opinions. In cases where the Department of Foreign Affairs and Cultural Diplomacy solicits opinions in writing, within ten working days from the date of receipt of the Department's document, the agencies solicited must respond in writing so that the Department can compile and issue a decision. If there are differing opinions among the agencies, the Department of Foreign Affairs and Cultural Diplomacy shall organize a meeting to reach consensus. The termination decision and revocation of the Registration Certificate shall be transferred to the Committee for Work with Foreign Non-Governmental Organizations to notify the foreign non-governmental organization.

2. Within five working days after the issuance of the termination decision and revocation of the Registration Certificate, the Committee for Work with Foreign Non-Governmental Organizations shall notify the foreign non-governmental organization to cease operations and carry out the revocation of the Registration Certificate.

3. Within sixty working days from the date of receipt of the termination decision and revocation of the Registration Certificate, the foreign non-governmental organization shall be responsible for resolving issues related to office premises, housing, staff, work equipment, financial obligations (if any), and other issues concerning organizations and individuals as prescribed by Vietnamese law.

4. In cases where the foreign non-governmental organization decides to voluntarily terminate its activities, it shall notify in writing to the Department of Foreign Affairs and Cultural Diplomacy and the Committee for Work with Foreign Non-Governmental Organizations at least sixty days before officially terminating its activities, attaching the issued Registration Certificate, audit report on assets and finances, and completing all related obligations as prescribed by Vietnamese law.

Article 11. Implementation Provisions

1. This Circular shall take effect from February 2, 2026.

2. Transitional provisions:

a) The Registration Certificate for Activities and the Registration Certificate for Establishing Representative Offices in Vietnam issued to foreign non-governmental organizations before the effectiveness of this Circular shall remain valid until their expiration date as stated on the Registration Certificates. When applying for amendments, supplements, extensions, or reissuance of these Registration Certificates, based on meeting the conditions stipulated, the Department of Foreign Affairs and Cultural Diplomacy will issue Registration Certificates to foreign non-governmental organizations according to Form No. 01 and Form No. 02 attached to this Circular.
b) Cases that have submitted applications for Registration Certificates for Activities or Registration Certificates for Establishing Representative Offices before the effectiveness of this Circular shall be considered for issuance of Registration Certificates for Activities according to Form No. 01 or Registration Certificates for Establishing Representative Offices according to Form No. 02 attached to this Circular after the effectiveness of this Circular.

3. During implementation, if new issues arise or difficulties and obstacles occur, it is requested that relevant agencies, organizations, and individuals promptly report them to the Ministry of Foreign Affairs for study and amendment.
