CIRCULAR
Regulations on Reporting System and Management, Use, and Exploitation
of the Reporting Information System of the Ministry of Culture, Sports and Tourism
Pursuant to Decree No. 43/2025/NĐ-CP dated February 28, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 09/2019/NĐ-CP dated January 24, 2019 of the Government stipulating the reporting system for administrative state agencies;
the Director at the proposal of the Director of the Ministry's Office; The Minister of Culture, Sports and Tourism issues this Circular stipulating the reporting system and management, use, and exploitation of the Reporting Information System of the Ministry of Culture, Sports and Tourism.

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
1. This Circular provides for:
b) Management, use, and exploitation of the Reporting Information System of the Ministry of Culture, Sports and Tourism.
b) Internal reporting system within agencies and units under the Ministry of Culture, Sports and Tourism;
2. This Circular does not regulate:
a) Statistical reporting systems implemented in accordance with laws on statistics;
c) Confidential reporting system as prescribed by laws on national security protection.
1. Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Tourism Departments of provinces and centrally governed cities; agencies and units under the Ministry of Culture, Sports and Tourism.
Article 2. Applicability
2. Ministries, ministerial-level agencies, and agencies under the Government.
3. Organizations and individuals related thereto.
1. The Reporting Information System of the Ministry of Culture, Sports and Tourism (hereinafter referred to as the Reporting Information System) is an information system collecting, summarizing, and analyzing reporting data and providing data to serve the guidance and management work of the Ministry of Culture, Sports and Tourism and to provide data upon request of competent authorities.
Article 3. Explanation of Terms
2. User accounts are accounts created by the system administrators for leaders, civil servants, and officials to use and exploit the Reporting Information System.
Article 4. Reporting Systems
1. Reporting systems within the scope of state administration of the Ministry of Culture, Sports and Tourism include:
a) Regular reports;
b) Ad hoc reports;
c) Specialized reports.
2. The reporting systems prescribed in points b and c of Clause 1 of this Article shall be implemented in accordance with the provisions of Decree No. 09/2019/NĐ-CP dated January 24, 2019 of the Government on the reporting system for administrative state agencies (hereinafter referred to as Decree No. 09/2019/NĐ-CP).
Article 5. Principles and Requirements for Issuing and Implementing Reporting Systems
The issuance and implementation of reporting systems within the scope of state administration of the Ministry of Culture, Sports and Tourism shall be carried out in accordance with the provisions of Decree No. 09/2019/NĐ-CP, relevant laws, and the provisions of this Circular.
REGULAR REPORTING SYSTEM
Chapter II
Article 6. Regular Reporting Systems
1. Reports on activities in fields under the scope of state administration of the Ministry of Culture, Sports and Tourism monthly, quarterly, semi-annually, annually, and plans and key tasks for the next month, quarter, last six months of the year, and the following year.
2. Reports on the results of implementing the "All People United for Cultural Life" Movement.
3. Reports on copyright and related rights.
4. Summary reports on the management of foreign information.
5. Reports on publishing and distribution.
6. Reports on broadcasting, television, and electronic information.
7. Other regular reports as prescribed in relevant regulatory documents.
7. Other periodic reports as prescribed in relevant regulatory legal documents.
Article 7. Contents of the Regular Reporting System
1. The contents of the regular reporting system shall be implemented in accordance with the provisions of Articles 7, 8, 9, 10, 11, and 12 of Decree No. 09/2019/NĐ-CP and Clauses 2, 3, 4, 5, 6, and 7 of this Article.
2. The entities responsible for regular reporting shall be specifically recorded in each Outline Form for Reports prescribed in Appendix I and Appendix II issued together with this Circular, and shall have the responsibility to:
a) Collect, compile, and update information and data for reports to ensure completeness, accuracy, and timely submission as required;
b) Adjust and supplement information and data according to requirements when the receiving agency returns the report.
3. The agencies receiving regular reports shall be specifically recorded in each Outline Form for Reports prescribed in Appendix I and Appendix II issued together with this Circular, and shall have the responsibility to:
a) Check, compile information and data from received reports, approve, and report to the competent authority;
b) Return and request the sending agency to adjust and supplement reports that do not ensure completeness and accuracy.
4. Methods of submitting and receiving regular reports:
Reports shall be submitted to the receiving agency or unit through one of the following methods:
a) Implementing on the Information Reporting System available at https://baocao.bvhttdl.gov.vn;
b) In cases where technical issues with the Information Reporting System prevent the submission and receipt of reports within the specified timeframe, the submission and receipt of reports shall be carried out via electronic documents through the National and Local Document Interconnection Trunk or other methods as stipulated by law.
5. Deadline for submitting regular reports:
a) Monthly Report: Before the 20th day of the month being reported;
b) Quarterly Report: Before the 20th day of the last month of the quarter being reported;
c) Semi-annual Report: Before June 20th of the year being reported;
d) Annual Report: Before December 15th of the year being reported, except for the Report on the Implementation Results of the "All People United to Build a Cultural Life" Movement, which must be submitted before November 30th of the year being reported;
e) Other Regular Reports: To be implemented in accordance with the relevant regulations stipulated in normative legal documents.
6. Time for closing report data:
The time for finalizing the report data shall be carried out in accordance with the provisions of Clauses 1, 2, 3, and 4 of Article 12 of Decree No. 09/2019/NĐ-CP.
7. Frequency of regular reporting:
a) Monthly report: Once per month (months: 1, 2, 4, 5, 7, 8, 10, and 11);
b) Quarterly report: Once per quarter (quarterly report I replaces the March monthly report; quarterly report III replaces the September monthly report);
c) Semi-annual report: Once per year (semi-annual report replaces the June monthly report and the second quarter report);
d) Annual report: Once per year (annual report replaces the December monthly report and the fourth quarter report).
8. Outline Forms and Data Tables for Regular Reports:
The Outline Forms for Reports and Data Tables (if any) are prescribed in Appendix I and Appendix II issued together with this Circular.
Chapter III
MANAGEMENT, USE, AND EXPLOITATION OF THE INFORMATION REPORTING SYSTEM
REPORTS OF THE MINISTRY OF CULTURE, SPORTS AND TOURISM
Article 8. Information Reporting System
1. The Information Reporting System has an Internet access address of: https://baocao.bvhttdl.gov.vn.
2. The Information Reporting System meets the requirements for functions, technical features, standards, and technical norms for connection, integration, and sharing of information and data as stipulated in Articles 17, 18, and 19 of Decree No. 09/2019/NĐ-CP.
Article 9. Role of the Information Reporting System
1. It serves as the central point for integrating and managing reports from agencies, units, Departments of Culture, Sports and Tourism, Departments of Culture and Sports, and Tourism Departments of provinces and centrally-administered cities sent to the Ministry of Culture, Sports and Tourism as prescribed in Appendix I issued together with this Circular.
2. Managing reports from agencies and organizations sent to the Ministry of Culture, Sports and Tourism as prescribed in Appendix II issued together with this Circular.
Article 10. Management, Use, and Exploitation Accounts for the Reporting Information System of Agencies, Organizations, and Individuals
1. Each agency or organization using the Information Reporting System shall be granted one separate administrative account for accessing and using it, consistent with its role in utilizing the Information Reporting System.
2. The Office of the Ministry shall be responsible for accepting the accounts provided for opening reporting periods; accepting, compiling, and summarizing report data from agencies and units under the Ministry, Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Tourism Departments of provinces and centrally-administered cities, and related agencies and organizations.
3. The Digital Transformation Center for Culture, Sports and Tourism shall be responsible for:
a) Accepting one administrative account for the Information Reporting System to carry out new account issuance, revocation, permission assignment, and password reset for users in agencies and units under the Ministry, Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Tourism Departments of provinces and centrally-administered cities, and related agencies, organizations, and individuals;
b) Organizing connections, integrations, and synchronization of report data and common directory data of the software with other information systems and performing other technical tasks to maintain the operation of the Information Reporting System;
c) Promptly addressing any errors or technical issues discovered or reported by agencies, units, organizations, or individuals regarding the Information Reporting System;
In cases where technical issues cannot be promptly resolved, the Digital Transformation Center for Culture, Sports and Tourism shall announce on the Information Reporting System or in writing about the temporary suspension of part or all of the reporting process on the Information Reporting System;
d) Studying and proposing upgrade plans to promptly meet the needs for expansion, development, and stable operation of the Information Reporting System; developing and implementing technical plans to ensure information security and safety for the Information Reporting System.
4. Departments of Culture, Sports and Tourism, Departments of Culture and Sports, and Tourism Departments of provinces and centrally-administered cities; agencies and units under the Ministry of Culture, Sports and Tourism; and related agencies and organizations shall be granted three types of user accounts, including:
a) An account type for leaders of agencies, units, and organizations to approve reporting forms for specialized departments within the agencies, units, and organizations;
b) An account type for Department-level Leaders within agencies, units, and organizations to review reports compiled by subordinate staff (specialists) before submitting them for approval by the leadership of the agency, unit, or organization on the Information Reporting System;
c) An account type for specialists compiling and updating reporting data.
Article 11. Principles for Applying the Reporting Information System
1. Connect and update data regularly, integrate information systems and databases of the Ministry of Culture, Sports and Tourism with the Government's Reporting Information System through the National Document Interconnection Trunk; implement digital signatures and bear responsibility for the accuracy, completeness, and timeliness of reporting information data.
2. The application of the Reporting Information System must comply with legal regulations on reporting, ensure information security and safety, and be consistent with the reporting regime stipulated in this Circular.
3. The reporting forms applied on the System are those issued together with this Circular, established, uniformly managed, and implemented by the Ministry of Culture, Sports and Tourism.
4. During each reporting period, the reported data must be updated promptly, completely, and accurately into the Reporting Information System according to the data closing point, within the reporting deadline, and other regulations under the reporting regime of the Ministry of Culture, Sports and Tourism.
5. Data reports on the Reporting Information System, when approved and sent by the account of the agency, unit, or organization's leadership, are considered official reports, replacing the written reports of the agency, unit, or organization.
Chapter IV
IMPLEMENTATION
Article 12. Effective Date
1. This Circular takes effect from November 15, 2025.
2. This Circular replaces Circular No. 14/2022/TT-BVHTTDL dated December 14, 2022, issued by the Minister of Culture, Sports and Tourism, stipulating the periodic reporting system within the scope of state management of the Ministry of Culture, Sports and Tourism.
Article 13. Implementation Organization
1. Agencies and units under the Ministry of Culture, Sports and Tourism, based on their assigned functions and tasks, are responsible for monitoring and urging related agencies and organizations to comply with the reporting system; receiving reports and compiling reports submitted by agencies and organizations, or returning them to the submitting agencies and organizations for completion and supplementation as required.
2. The Ministry Office shall have the responsibility to:
a) Take the lead and coordinate with relevant agencies and units to guide and organize inspections of the implementation of this Circular;
b) Publish the list of periodic reports as prescribed in legal instruments issued or proposed for issuance by the Ministry of Culture, Sports and Tourism pursuant to Clause 3, Article 30 of Decree No. 09/2019/NĐ-CP;
c) Manage, store, and share reporting information in the fields of culture, sports, and tourism under the Ministry of Culture, Sports and Tourism's jurisdiction.
3. The Digital Transformation Center for Culture, Sports and Tourism shall be responsible for:
a) Building, managing, using, and exploiting the Reporting Information System to ensure connectivity with the Government's Reporting Information System;
b) Implementing monitoring measures and ensuring information security measures.
4. Departments of Culture, Sports and Tourism, Departments of Culture and Sports, and Tourism Departments of provinces and centrally-administered cities shall be responsible for organizing the implementation and urging related agencies, organizations, and individuals to comply with this Circular.
5. In the course of implementation, if there are any difficulties, agencies, units, organizations, and individuals are requested to promptly report to the Ministry of Culture, Sports and Tourism for review, amendment, and supplementation as necessary./.
