OF THE MINISTRY OF HEALTH NO. 13/BYT-TT ON APRIL 24, 1991 SUPPLEMENTING CIRCULAR 19 BYT/TT OF JULY 26, 1988 ON TEMPORARY REGULATIONS
ON THE SYSTEM FOR COLLECTING FEES FOR MEDICAL EXAMINATIONS AND TREATMENTS AND HEALTH SERVICES
FOR FOREIGNERS

At present, due to changes in diplomatic relations, to reduce the amount of subsidies at hospitals and address current difficulties, the Ministry of Health amends and supplements Circular No. 19 BYT/TT dated July 26, 1988 on temporary regulations regarding the system for collecting fees for medical examinations and treatments and health services for foreigners as follows:

 

I. GENERAL PRINCIPLES:

1. All foreigners working, studying, laboring, traveling, or transiting in Vietnam shall bear all expenses when seeking medical examination and treatment at hospitals, either personally or through their managing agencies paying to healthcare facilities.

2. For socialist countries, citizens from countries that have signed bilateral agreements with Vietnam shall be exempt from hospital fees (the Ministry of Health will announce the list of countries that have signed bilateral agreements).

 

II. METHODS OF COLLECTION:

1. All foreign individuals seeking medical examination and treatment shall pay in US dollars (USD) or Vietnamese dong converted to USD.

2. In cases where there is truly no US dollars available, it shall be converted to Vietnamese dong according to the daily exchange rate for remittances set by the State Bank of Foreign Trade or the Foreign Trade Bank of the city.

3. The fee schedule for medical examinations and treatments and health services and the use of collected funds shall remain as stipulated in Circular No. 19 BYT/TT dated July 26, 1988. Any necessary amendments shall be proposed to the Ministry of Health for nationwide standardization of the fee schedule.

III. IMPLEMENTING PROVISIONS

This Circular takes effect from the date of issuance. Points not amended or supplemented in this Circular shall continue to apply as per Circular No. 19/BYT/TT dated July 26, 1988.

During implementation, if any difficulties arise, units shall report them to the Ministry (Health Management Department) for timely supplementation and amendment.
