Pursuant to Decree No. 01/2008/ND-CP, January 3, 2008; Decree No. 75/2009/ND-CP, September 10, 2009 of the Government, amending Article 3 of Decree No. 01/2008/ND-CP, January 3, 2008 of the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 99/2010/ND-CP, September 24, 2010 of the Government on policies to pay for forest environmental services;
Pursuant to Decision No. 2284/QD-TTg, December 13, 2010 of the Prime Minister approving the project to implement Decree No. 99/2010/ND-CP;
Pursuant to Circular No. 60/2012/TT-BNNPTNT, November 9, 2012 of the Ministry of Agriculture and Rural Development guiding the principles and methods for determining forest area within watersheds for payment for forest environmental services;
Pursuant to Decision No. 607/QD-TCLN-KHTC, March 26, 2013 of the Minister of Agriculture and Rural Development approving the outline, budget, and bidding plan to implement the project "Determining forest area within watersheds across two or more provinces as the basis for implementing policies to pay for forest environmental services";
In accordance with the proposal of the General Director of the Forest Protection Department at Report No. 2026/TTr-TCLN-KHTC, December 25, 2013.
DECISION:
Article 1. Announces the forest areas within watersheds as the basis for implementing the policy on payment for forest environmental services.

Article 2. Implementation
1. The Vietnam Forest Protection and Development Fund shall coordinate the funds received from users of forest environmental services for each province according to the approved forest area of each province within the watershed participating in supplying forest environmental services under this Decision and related guiding provisions.
2. People's Committees of provinces listed in Article 1 shall direct relevant agencies and the Provincial Forest Protection and Development Fund to identify beneficiaries for payment for service supply in each watershed and implement according to current regulations.
Article 3. The Head of the Office of the Ministry, the Director General of the Forestry General Department, the Director of the Vietnam Forest Protection and Development Fund, and the Heads of relevant agencies and units are responsible for enforcing this Decision./.
