JOINT MINISTRY OF NATIONAL PRICES - MINISTRY OF INTERNAL TRADE
JOINT CIRCULAR NO. 13-VGNN-NT/TT DATE 21-5-1985 REGULATING THE LIST OF PRODUCTS AND SERVICES
TO BE PRICED BY THE MINISTRY OF INTERNAL TRADE
Pursuant to Decree No. 33-HĐBT dated February 27, 1984 of the Council of Ministers promulgating the Price Management Regulation, the joint ministries hereby regulate the list of products and services priced by the Ministry of Internal Trade as follows:
I- PURCHASE PRICE OF AGRICULTURAL AND FOOD PRODUCTS
In addition to detailing and guiding the implementation of purchase prices for items listed in Categories 1 and 2 attached to the Price Management Regulation, the Ministry of Internal Trade decides on the purchase price in bilateral contracts and agreed purchase price ranges for various agricultural and food products within the procurement plan and submitted to the Central Government as follows:
- Various types of beans (excluding soybeans and green beans)
- Sesame seeds
- Tobacco leaves
- Roofing materials and hat-making leaves.
II- PROCESSING FEES AND PURCHASE PRICES FOR SMALL INDUSTRIAL AND HANDICRAFT PRODUCTS
The processing fees and purchase prices for small industrial and handicraft products processed and purchased by central companies under the Ministry of Internal Trade using state-supplied materials according to plans are determined. Specific product categories are detailed in Section III of this Circular.
III- RETAIL PRICES
(Stable prices and trading prices)
Retail prices, standard retail prices, or retail price ranges for products circulating nationwide or in multiple provinces that are traded by the internal trade sector, excluding those in Categories 1 and 2 attached to the Price Management Regulation issued by Decree No. 33-HĐBT, specifically include:
1- Food Group
Soup powder, candies, milk (excluding canned milk), soft drinks, canned fruits, coffee powder, prepared foods made from flour (excluding bread), fish sauce, shrimp paste, imported food items.
2- Apparel Group
Ready-made clothing, knitted clothing (excluding raincoats and winter coats), wool yarn, knitted wool items, felt blankets, scarves, handkerchiefs, towels, socks, gloves, canvas shoes, leather paper, plastic sandals, rubber boots, hats.
3- Protective Equipment Group
4- Transportation and Travel Equipment Group:
- Bicycle parts (excluding tires, tubes, chains, gears, frames).
- Motorcycles and parts, rickshaws and parts.
- Three-wheeled trucks, improved vehicles and parts.
5- Household Equipment Group
- Lighting lamps and parts (excluding electric light bulbs).
- Other electrical appliances: irons, electric stoves, electric heaters, transformers, voltage regulators.
- Tape recorders, record players, sewing machines, air conditioners.
- Parts for recording, filming, tape recording, record playing, air conditioning, sewing machines.
- Common wooden furniture: beds, cabinets, tables and chairs.
6- Household Utensils Group
- Aluminum cooking utensils (excluding aluminum pots) and cast iron, electric pots, pressure cookers.
- Other common household items made of aluminum, tin, iron, enamel-coated iron, ceramics, glass, plastic such as: buckets, cans, barrels, bowls, plates, teapots, trays...
- Measuring tools: scales, rulers, liquid measuring tools.
- Cleaning agents, laundry detergents.
7- Stationery and Cultural Products Group
- Ballpoint pens, pen nibs, compasses, ink, rulers, leather and plastic folders.
- Calculators, typewriters, paper (excluding writing and printing paper); notebooks, cardboard folders.
- Cultural items: cameras and accessories; children's toys.
8- Building Materials Group
- Oil paper, roofing materials.
- Plastic, cement, and rubber roof tiles.
- Woven panels.
- Nails, door locks, wire mesh.
- Glass panels.
9- Specialized Equipment Group for Industry
- Storage containers: oil tanks, beer barrels, ice cream containers.
- Transport equipment: sales carts, lifting trucks.
- Ice cream machines, flour mills.
- Cash boxes.
IV- FOOD AND SERVICE PRICES
(Internal Trade Sector Trading)
The Ministry guides policy, principles for establishing, directing, and managing food and service prices.
For goods circulating nationwide or in multiple provinces outside the above categories, if central companies under the Ministry of Internal Trade engage in business beyond planned targets, both parties shall agree on prices based on guidance from authorized price management agencies.
During production and trading, if new products arise or pricing authority needs to be changed, the joint ministries will continue to supplement accordingly.
