Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;
Pursuant to Decree No. 178/CP dated October 28, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the state budget;
After receiving the opinion of the Ministry of Transport (Letter No. 3894/TCKT dated October 22, 1999).
At the proposal of the Director General of the State Revenue Administration,
DECISION:
Article 1. Attached to this Decision is the Schedule of Toll Rates for the use of National Highway 18 from Kilometer 35 to Kilometer 91 (toll station at Kilometer 58).
The toll rates prescribed herein shall apply to the objects specified in Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance guiding the system of tolls for bridges and roads managed by the State, Circular No. 75/1998/TT-BTC dated June 2, 1998 of the Ministry of Finance amending and supplementing Point 1.d, Section A, Part IV and Point 3.n, Section I of Circular No. 57/1998/TT-BTC dated April 27, 1998, and Circular No. 05/1999/TT-BTC dated January 13, 1999 of the Ministry of Finance amending and supplementing Point 3 of Section I of Circular No. 57/1998/TT-BTC mentioned above.
Article 2. The National Highway 18 toll collection agency shall have the responsibilities and authorities as follows:

To organize registration, declaration, collection, payment, management, utilization, and settlement of toll revenues in accordance with Circular No. 54/1999/TT-BTC dated May 10, 1999 of the Ministry of Finance guiding the implementation of Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges belonging to the state budget.
Article 3. This Decision shall take effect from November 15, 1999; all other provisions contrary to this Decision are hereby abolished.
Article 4. Organizations and individuals subject to toll payments, units entrusted by the Ministry of Transport to organize toll collection at the Km 58 station on National Highway 18, and relevant agencies shall be responsible for implementing this Decision.
