Regarding the approval of the national policy on Medical Equipment for the period 2002-2010

Period 2002-2010

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Health Care for the People dated June 30, 1989;

Pursuant to Decision No. 35/2001/QĐ-TTg dated March 19, 2001 of the Government approving the Strategy for Health Care and Protection of the People's Health for the period 2001-2010;

Considering the proposal of the Minister of Health.

DECISION:

Article 1.

Approves the National Policy on Medical Equipment (ME) for the period 2002-2010, including the following main contents:

1. General Objective:

Ensuring sufficient medical equipment for all levels according to the regulations of the Ministry of Health. Gradually modernizing medical equipment for health facilities to improve the quality of health care and protection for the people. Striving to reach the technical level of medical equipment equivalent to advanced countries in the region by 2010. Training a cadre of technical staff specialized in medical equipment to operate, maintain, repair, and calibrate medical equipment. Developing the medical equipment industry to gradually increase the proportion of domestically produced goods and eventually participate in exports.

2. Specific Objectives:

a) Striving to ensure adequate supply and effective utilization of common medical equipment for preventive and curative healthcare facilities according to the regulations of the Ministry of Health by 2005.

b) Continuing to equip and effectively utilize three specialized medical centers in Hanoi, Ho Chi Minh City, and Hue.

From 2002 to 2010, there will be plans to gradually establish specialized medical centers in regions according to economic and social zones, especially remote, mountainous, and ethnic minority areas.

c) Expanding the production of common medical equipment to ensure adequate supply of 40% of the demand within the sector by 2005 and 60% by 2010. Promoting the production of high-tech medical equipment, advanced technology chains for the production of medical equipment, pharmaceuticals, and vaccines.

3. Implementation Plan:

a) Phase 1: From 2002 to 2005

Objectives to be achieved:

Ensuring essential medical equipment for all levels of healthcare from grassroots to central level according to the standards of the Ministry of Health.

Domestic production products reaching about 40% of the total number of common medical equipment.

Ensuring accuracy and safety of medical equipment.

b) Phase 2: From 2006 to 2010.

Objectives to be achieved:

Healthcare facilities at all levels shall be equipped with sufficient quantity and quality of medical equipment according to the standard list of the Ministry of Health.

Central hospitals and provincial general hospitals shall be equipped with sufficient technical means for diagnosis and treatment, meeting the requirements of healthcare according to the technical division, achieving the technical level of medical equipment equivalent to moderately advanced countries in the region.

Continuing to build, complete, and effectively utilize specialized medical centers.

Promoting the production of domestic products with advantages, improving quality, and moving towards export, ensuring adequate supply of 60% of the demand for common medical equipment.

Building the medical equipment industry with focus and priority, aiming at two goals:

Serving domestic usage needs.

Improving product quality towards export.

Consolidating the system of medical equipment business in accordance with Vietnamese law, while gradually aligning with ASEAN and international regulations, effectively supporting the common activities of the healthcare sector.

Consolidating and improving the training system for technical personnel in medical equipment to effectively operate and use medical equipment, perform maintenance and repairs on installed medical equipment.

Completing organizational systems, enhancing capacity and efficiency in state management of medical equipment, creating a suitable environment to maximize international cooperation, joint ventures, and associations in the field of medical equipment.

4. Measures:

a) Strengthening state management of medical equipment:

Completing the management system of medical equipment from central to local levels. Departments of health, county health centers have specialized staff overseeing medical equipment supplies. Hospitals, central institutes, and provincial general hospitals have departments for medical equipment and technology.

Unifying state management of medical equipment business and import-export from central to local levels.

Vigorously conducting inspections and supervision of the quality and effectiveness of medical equipment utilization at using facilities and sales systems according to state regulations. Implementing regular calibration of medical equipment currently in use at healthcare facilities as well as domestically produced and imported products.

Issuing policies to encourage and provide incentives for scientists and scientific and technological institutions participating in research, manufacturing, operation, and technical service provision for medical equipment; encouraging domestic production and business of medical equipment. Establishing mechanisms for capital recovery to maintain operations and reinvest in medical equipment. Issuing regulations on funds allocated for calibration, maintenance, and repair of medical equipment annually.

b) Developing human resources in the field of medical equipment:

Increasing the training of university and postgraduate specialists in medical equipment.

Incorporating basic content on management, technology-engineering, and skills in operating medical equipment into the training programs for university and secondary-level medical and pharmaceutical cadres.

Improving the quality and expanding the scale of training for technical workers in medical equipment.

c) Investment in developing the production and service industries of medical equipment:

Investing in the production of medical equipment with focus and priority to achieve efficiency, economy, and rationality between specialized and general healthcare.

Concentrating on producing common medical equipment serving grassroots healthcare, population planning programs, primary healthcare, single-use devices, and equipment serving school and family healthcare.

Enhancing technical service work for medical equipment.

d) Consolidating the system of medical equipment business and import-export according to state regulations.

e) Strengthening scientific research, application, technology transfer, and international cooperation in the field of medical equipment:

Researching and applying new medical equipment, treatment methods, and diagnostic techniques worldwide to selectively apply them in Vietnam.

Expand cooperation with reputable medical equipment manufacturing corporations worldwide in joint ventures for production and technology transfer.

4. Funding for Implementation:

Funding sources for the Policy include:

State budget,

Support from domestic and foreign organizations,

Loans from ODA and development funds both domestically and internationally,

Other sources (if any).

Article 2.

Based on the Government's socio-economic development orientation for each year and each phase, the Ministry of Health will develop plans, take the lead, and coordinate with relevant ministries, sectors, and localities to implement the objectives of the National Medical Equipment Policy.

Article 3.

This Decision takes effect fifteen days from the date of issuance.

Article 4.

Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision./.
