Amending and supplementing Decree No. 86/1998/NĐ-CP dated October 24, 1998
of the Government on traditional flags, police insignia, rank insignia,
service badges, and uniforms of the People's Public Security force

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Ordinance on the People's Security Forces of Vietnam dated November 14, 1987;
Pursuant to the Ordinance on the People's Police Forces of Vietnam dated February 11, 1989 and the Ordinance amending and supplementing certain provisions of the Ordinance on the People's Security Forces of Vietnam, the Ordinance on the People's Police Forces of Vietnam dated September 19, 1991;
Considering the proposal of the Minister of Public Security,
DECREE:
Article 1. Now amends and supplements Articles 3, Article 4, and point a, Clause 1, Article 5 of Decree No. 86/1998/NĐ-CP dated October 24, 1998.
1. Amend Article 3 as follows:
"Article 3. Rank insignia of officers, non-commissioned officers, soldiers, and students of the People's Public Security force shall be worn on the shoulder of the uniform.
1. Rank insignia of officers, non-commissioned officers in specialized fields, and soldiers
a) Rank insignia of officers
The rank insignia of officers has a red background. On the insignia background, there is a button and a five-pointed star. The button is attached at the end of the insignia. The number and arrangement of stars are specified for each rank:
Second Lieutenant, Major, Lieutenant Colonel: 1 star
First Lieutenant, Captain, Colonel: 2 stars
Senior Lieutenant, Senior Captain, Senior Colonel: 3 stars
Chief Warrant Officer, Commander, General: 4 stars
Stars are arranged from the end of the insignia: Generals' insignia are arranged vertically; First Lieutenants', Captains', Colonels' insignia with two stars are arranged horizontally; Senior Lieutenants', Senior Captains', Senior Colonels' insignia with two stars are arranged horizontally, one star vertically; Chief Warrant Officers', Commanders', Generals' insignia with two stars are arranged horizontally, two stars vertically.
Insignia of generals: Two edges at the end and two vertical edges of the insignia are bordered with yellow color. In the middle of the insignia background, there is a raised pattern of pine branches running along the insignia. The stars have raised patterns, diameter 23mm. The button has a raised National Emblem. Stars and buttons are yellow.
Insignia of colonels: Two edges at the end and two vertical edges of the insignia are bordered with blue color. In the middle of the insignia background, there are two yellow stripes, width 5mm running vertically along the insignia. The stars have raised patterns, diameter 20mm. The button has a raised five-pointed star between two ears of rice, below which is a half wheel with the word "CA" embedded. Stars and buttons are yellow.
Insignia of lieutenants: Two edges at the end and two vertical edges of the insignia are bordered with blue color. In the middle of the insignia background, there is one yellow stripe, width 5mm running vertically along the insignia. The stars do not have raised patterns, diameter 20mm. The button has a raised five-pointed star between two ears of rice, below which is a half wheel with the word "CA" embedded. Stars and buttons are silver white.
b) Rank insignia of non-commissioned officers, soldiers
The rank insignia of non-commissioned officers, soldiers has a red background. Two edges at the end and two vertical edges of the insignia are bordered with blue color. At the end of the insignia, there is a silver white button attached. The button has a raised five-pointed star between two ears of rice, below which is a half wheel with the word "CA" embedded. At the end of the non-commissioned officers' insignia, there is a horizontal yellow stripe, width 5mm; at the end of the soldiers' insignia, there is a "<" shaped yellow stripe, width 5mm to distinguish the insignia.
Junior Non-Commissioned Officer: 1 stripe (I)
Corporal: 2 stripes (II)
Sergeant: 3 stripes (III)
Soldier Grade 2: 1 "<" shape
Soldier Grade 1: 2 "<" shapes
2. Rank insignia of officers, non-commissioned officers in technical fields
The rank insignia of officers, non-commissioned officers in technical fields is similar to that of officers, non-commissioned officers in specialized fields. The only difference is the stripe on the insignia background is dark blue, width 5mm.
The rank system of officers, non-commissioned officers in technical fields ranges from Junior Non-Commissioned Officer to Senior Colonel.
3. Rank insignia of students
The rank insignia of university and college students has a red background, two edges at the end and two vertical edges of the insignia are bordered with blue color. At the end of the insignia, there is a silver white button attached. The button has a raised five-pointed star between two ears of rice, below which is a half wheel with the word "CA" embedded.
The rank insignia of high school and vocational students has a red background, two edges at the end and two vertical edges of the insignia are not bordered with blue color. At the end of the insignia, there is a silver white button attached. The button has a raised five-pointed star between two ears of rice, below which is a half wheel with the word "CA" embedded."
2. Amending and supplementing Clause 4 as follows:
"Article 4: Pine branch, service badge, and combined service badge with rank insignia of officers, non-commissioned officers, soldiers, and students of the People's Public Security force:
1. Pine branch and service badge
When wearing rank insignia on the shoulder of the uniform, a single pine branch or service badge must be worn on the collar. Officers wear a single pine branch; non-commissioned officers, soldiers, and students wear a service badge.
Generals: a single pine branch and a golden five-pointed star.
Colonels: a single golden pine branch.
Lieutenants: a single silver white pine branch.
Non-commissioned officers, soldiers, and students: a rectangular service badge (55mm x 32mm), red background, with a Public Security emblem diameter 18mm in the center.
2. Combined service badge with rank insignia
The combined service badge with rank insignia is rectangular (55mm x 32mm), red background. On the service badge background, there is a Public Security emblem diameter 18mm attached near the top edge.
a) Combined service badge with rank insignia of officers, non-commissioned officers in specialized fields, soldiers, and students of the People's Public Security force
Generals: Three edges of the service badge are bordered with gold color. On the service badge background, there is a golden five-pointed star diameter 13mm:
Lieutenant General: 1 star
Major General: 2 stars
Senior General: 3 stars
Colonels, Lieutenants: On the service badge background, there are stripes, width 2mm running vertically along the service badge (Colonels two stripes gold, Lieutenants one stripe silver white). Above the stripes, there is a five-pointed star diameter 13mm (Colonels gold, Lieutenants silver white):
Major, Second Lieutenant: 1 star
Captain, First Lieutenant: 2 stars
Senior Captain, Senior Lieutenant: 3 stars
Commander, Chief Warrant Officer: 4 stars
Non-commissioned officers: On the service badge background, there is a yellow stripe, width 5mm running vertically through the center of the service badge and a silver white five-pointed star diameter 13mm:
Junior Non-Commissioned Officer: 1 star
Corporal: 2 stars
Sergeant: 3 stars
Soldiers: On the service badge background, there is a silver white five-pointed star diameter 13mm:
Soldier Grade 2: 1 star
Soldier Grade 1: 2 stars
Students: The combined service badge of students is similar to the combined service badge with rank insignia of non-commissioned officers, except that there is no star on the service badge background.
b) Combined service badge with rank insignia of officers, non-commissioned officers in technical fields is similar to the combined service badge with rank insignia of officers, non-commissioned officers in specialized fields. The only difference is the stripe on the service badge background is dark blue."
3. Amend point a, Clause 1, Article 5 as follows:
"a. Generals, Colonels: Khaki kepi hat (for both seasons), chin strap braided in gold color. For generals' hats, a pine branch in gold color is attached at the top of the visor.
Spring and Summer
A vest-style jacket with short sleeves, a turned-down collar, light pink-beige color. The buttons are yellow and feature a raised five-pointed star between two ears of corn, below which are the enclosed letters "CA". The front has an outside pocket.
Light pink-beige colored trousers in a European style.
Short ankle black leather shoes. Silver-gray socks.
Autumn and winter
An overcoat in a vest style with long sleeves, a turned-down collar, light pink-beige color like spring and summer. The front has an outside pocket.
A long-sleeved white shirt with a collar.
A black necktie.
Light pink-beige colored trousers in a European style.
Short ankle black leather shoes. Silver-gray socks."
Article 2. This Decree takes effect fifteen days from the date of publication in the Official Gazette. Previous provisions that conflict with this Decree are hereby abolished.
The Minister of Public Security shall be responsible for guiding the implementation of this Decree.
Article 3. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, and Chairpersons of People's Committees of provinces and centrally governed cities shall be responsible for enforcing this Decree./.
