Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 139/1999-QĐ-BNN-KHCN dated October 11, 1999 of the Minister of Agriculture and Rural Development on the issuance of the Regulation on the Recognition and Management of Agricultural Testing Laboratories;
Considering the proposal of the Director of the Science and Technology Department and Product Quality
DECISION:
Article 1. Recognize the Fertilizer Quality Control Laboratory under the Soil Science and Agricultural Chemistry Institute as an Agricultural Testing Laboratory for the tests listed in Appendix 1.
Article 2. The laboratory shall have a seal with code number 11. The seal shall be in the form and content as presented in Appendix 2. The seal may only be used to confirm test results issued by the laboratory.
Article 3. This Decision shall take effect fifteen days from the date of signature. The Heads of the Ministry's Office, the Director of the Science and Technology Department and Product Quality, the Director of the Soil Science and Agricultural Chemistry Institute, and related units shall be responsible for implementing this Decision.

FORM AND CONTENT OF THE SEAL OF THE FERTILIZER QUALITY CONTROL LABORATORY
(Attached to Decision No. 131/2000/QĐ-BNN-KHCN dated December 18, 2000 of the Minister of Agriculture and Rural Development)
Square shape, each side measuring 3.0 cm.
The seal is divided into two parts with a horizontal line at two-thirds from the top.
The upper half contains two lines of text, the first line reads: Testing Laboratory, the second line reads: agriculture. The lower half contains the code number 11 of the Testing Laboratory.
Ink color: purple.
