DECISION OF THE PRIME MINISTER
On centralized poultry slaughtering and processing support
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Finance, the Minister of Agriculture and Rural Development (document No. 3619/BNN-CB dated December 6, 2005) and the opinions of relevant ministries and sectors at the meeting on December 9, 2005,
DECISION:
Article 1. Support for centralized poultry slaughtering and processing facilities designated by the Ministry of Agriculture and Rural Development (facilities under the Ministry) or provincial People's Committees (facilities under the province) to assist poultry farmers in quickly selling their products and reducing difficulties caused by avian influenza is as follows:
1. State commercial banks shall provide loans to centralized poultry slaughtering and processing facilities as follows:
a) For fresh poultry meat; poultry meat slaughtering and freezing: VND 15,000,000 per ton of product, with a loan term of three months and zero interest rate;
b) For canned poultry meat processing: VND 20,000,000 per ton of product, with a loan term of six months and zero interest rate.
2. The time period during which state commercial banks provide loans to centralized poultry slaughtering and processing facilities eligible for interest subsidy support is as follows:
a) For waterfowl (duck, goose, swan) purchased and slaughtered, processed from the date this Decision takes effect until January 31, 2006;
b) For chicken purchased and slaughtered, processed from the date this Decision takes effect until March 31, 2006.
Article 2. Implementation
Centralized poultry slaughtering and processing facilities specified in Article 1 of this Decision must ensure conditions regarding veterinary hygiene, environmental hygiene, food safety hygiene as prescribed; they may only slaughter and process poultry that has been inspected and found not to be diseased; they must equip protective gear to ensure the safety of workers.
The Ministry of Agriculture and Rural Development, People's Committees of provinces and centrally-administered cities shall, based on legal provisions concerning veterinary hygiene, environmental hygiene, food safety hygiene, designate centralized poultry slaughtering and processing facilities; direct veterinary agencies to closely supervise veterinary matters and confirm the quantity of poultry from slaughtering and processing facilities sent to state commercial banks as the basis for support; coordinate with the Ministry of Health and the Ministry of Trade to promote and guide the consumption of disease-free poultry and poultry products that have been inspected.
The State Bank of Vietnam shall instruct state commercial banks to provide loans to centralized poultry slaughtering and processing facilities according to Article 1 of this Decision.
State commercial banks shall be responsible for appraising loans, inspecting centralized poultry slaughtering and processing facilities using loan funds for their intended purposes; report to the Ministry of Finance the amount of interest subsidy compensation.
The Ministry of Finance shall, based on the loan balance reported by state commercial banks along with confirmation from veterinary agencies, compensate for the interest rate on borrowed funds for loans provided according to Article 1 of this Decision to state commercial banks; guide state commercial banks to prepare documentation to implement compensation as prescribed.
Provincial People's Committees of centrally-administered cities shall be responsible for directing specialized agencies and People's Committees at all levels to promptly develop and plan centralized slaughtering facilities within their jurisdiction; adopt policies to encourage and support the construction of centralized livestock and poultry slaughtering facilities.
Article 3. This Decision shall take effect from the date of signing.
Article 4. The Minister of Finance, the Minister of Agriculture and Rural Development, the Governor of the State Bank of Vietnam, relevant ministries and sectors, and the Chairpersons of Provincial People's Committees of centrally-administered cities are responsible for implementing this Decision./.
