Regarding the assignment of tasks to implement the Program for building models of applying science and technology to serve rural and mountainous economic and social development during the period from 1998 to 2002
Considering the proposal of the Minister of Science, Technology and Environment at Circular No. 1411/TTr-BKHCNMT dated June 8, 1998,

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Assign the Ministry of Science, Technology and Environment to organize the implementation of the Program for building models of applying science and technology to serve rural and mountainous economic and social development during the period from 1998 to 2002.

DECISION:

Article 1. The Ministry of Science, Technology and Environment shall be responsible for:

Article 2. - Establishing a Steering Committee for the Program, headed by a leader of the Ministry. The Steering Committee for the Program shall include representatives of leaders from relevant ministries and sectors.

The Steering Committee for the Program shall have the responsibility to organize the implementation of projects within the scope of the Program in accordance with the objectives, contents, and organizational mechanisms as guided by the Ministry of Science, Technology and Environment; to conduct mid-term reviews and draw lessons from the implementation of the Program to timely supplement and adjust the objectives, contents, and tasks of the Program in line with the socio-economic development situation.

- Coordinating with the People's Committees of provinces and centrally governed cities to integrate the implementation of this Program with national target programs and other socio-economic programs to ensure the effectiveness of the implementation of these programs in the same area.

The funding for implementing the Program will be balanced in the annual state budget for scientific research and used to support the implementation of projects within the scope of the Program. Projects within the scope of the Program must be appraised and approved according to current State regulations on science and technology programs and projects and implemented based on contracts between the Ministry of Science, Technology and Environment and the Departments of Science, Technology and Environment of provinces and centrally governed cities concerned.

Article 3. The funds for implementing the Program shall be balanced within the annual state budget for scientific affairs and shall be used to support the implementation of projects within the scope of the Program. Projects within the scope of the Program must be appraised and approved in accordance with current State regulations on science and technology programs and projects and shall be carried out based on contracts between the Ministry of Science, Technology and Environment and the Departments of Science, Technology and Environment of provinces and centrally governed cities relevant to the Program.

Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE.

Ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities are responsible for implementing this Decision./.
