DECREE

Regarding the adjustment of administrative boundaries to establish the districts of Long Bien,

Hoang Mai, and the wards directly under the district of Long Bien,

Hoang Mai, Hanoi city

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Considering the proposal of the Minister of Interior Affairs and the Chairman of the People's Committee of Hanoi city,

DECREE:

Article 1. Now, we adjust the administrative boundaries of the districts of Gia Lam, Thanh Tri, and Hai Ba Trung to establish the districts of Long Bien, Hoang Mai, and the wards directly under the districts of Long Bien, Hoang Mai, Hanoi city as follows:

1. Establishing the district of Long Bien based on the entire natural area and population of the communes: Thuan Thanh, Giang Bien, Ngoc Thuy, Viet Hung, Hoi Xa, Gia Thuy, Bo De, Long Bien, Thach Ban, Cu Khoi, and the towns: Gia Lam, Duc Giang, Sai Dong of Gia Lam district.

The district of Long Bien has 6,038.24 hectares of natural area and 170,706 inhabitants.

Administrative boundary of the district of Long Bien: East borders Gia Lam district; West borders Hoan Kiem district; South borders Thanh Tri district; North borders Dong Anh and Gia Lam districts.

2. Establishing the wards under the district of Long Bien:

a) Establishing the ward of Gia Thuy based on 77.68 hectares of natural area and 7,207 inhabitants of the town of Gia Lam, and 42.64 hectares of natural area and 2,514 inhabitants of the commune of Gia Thuy.

The ward of Gia Thuy has 120.32 hectares of natural area and 9,721 inhabitants.

Administrative boundary of the ward of Gia Thuy: East borders the ward of Viet Hung; West borders the wards of Thuan Thanh, Ngoc Lan; South borders the wards of Bo De, Phuc Dong; North borders the ward of Thuan Thanh.

b) Establishing the ward of Ngoc Lan based on 83.04 hectares of natural area and 19,604 inhabitants of the town of Gia Lam, and 30 hectares of natural area of the commune of Bo De.

The ward of Ngoc Lan has 113.04 hectares of natural area and 19,604 inhabitants.

Administrative boundary of the ward of Ngoc Lan: East borders the ward of Bo De; West borders Hoan Kiem district; South borders the ward of Bo De; North borders the wards of Ngoc Thuy, Thuan Thanh, Gia Thuy.

c) Establishing the ward of Bo De based on 379.92 hectares of natural area and 9,888 inhabitants of the commune of Bo De, and 6,271 inhabitants of the town of Gia Lam.

The ward of Bo De has 379.92 hectares of natural area and 16,159 inhabitants.

Administrative boundary of the ward of Bo De: East borders the ward of Phuc Dong; West borders Hoan Kiem district; South borders the ward of Long Bien; North borders the wards of Ngoc Lan, Gia Thuy.

d) Establishing the ward of Phuc Dong based on 494.76 hectares of natural area and 6,994 inhabitants of the commune of Gia Thuy.

Administrative boundary of the ward of Phuc Dong: East borders the wards of Viet Hung, Sai Dong; West borders the ward of Bo De; South borders the wards of Long Bien, Thach Ban; North borders the wards of Gia Thuy, Viet Hung.

đ) Establishing the ward of Phuc Loi based on the entire natural area and population of the commune of Hoi Xa.

The ward of Phuc Loi has 619.69 hectares of natural area and 7,820 inhabitants.

Administrative boundary of the ward of Phuc Loi: East borders Gia Lam district; West borders the ward of Viet Hung; South borders the wards of Sai Dong, Thach Ban and Gia Lam district; North borders the ward of Giang Bien.

e) Establishing the ward of Thuan Thanh based on the entire natural area and population of the commune of Thuan Thanh.

The ward of Thuan Thanh has 488.09 hectares of natural area and 13,153 inhabitants.

Administrative boundary of the ward of Thuan Thanh: East borders the ward of Duc Giang; West borders the ward of Ngoc Thuy; South borders the wards of Ngoc Lan, Gia Thuy; North borders the districts of Dong Anh and Gia Lam.

g) Establishing the ward of Giang Bien based on the entire natural area and population of the commune of Giang Bien.

The ward of Giang Bien has 471.40 hectares of natural area and 4,600 inhabitants.

Administrative boundary of the ward of Giang Bien: East borders Gia Lam district; West borders the wards of Duc Giang, Viet Hung; South borders the ward of Phuc Loi; North borders Gia Lam district.

h) Establishing the ward of Ngoc Thuy based on the entire natural area and population of the commune of Ngoc Thuy.

The ward of Ngoc Thuy has 898.99 hectares of natural area and 18,568 inhabitants.

Administrative boundary of the ward of Ngoc Thuy: East borders the ward of Thuan Thanh; West borders the districts of Tay Ho and Ba Dinh; South borders the ward of Ngoc Lan and Hoan Kiem district; North borders Dong Anh district.

i) Establishing the ward of Viet Hung based on the entire natural area and population of the commune of Viet Hung.

The ward of Viet Hung has 383.44 hectares of natural area and 7,884 inhabitants.

Administrative boundary of the ward of Viet Hung: East borders the wards of Giang Bien, Phuc Loi; West borders the wards of Duc Giang, Gia Thuy; South borders the wards of Phuc Dong, Sai Dong; North borders the ward of Duc Giang.

k) Establishing the ward of Long Bien based on the entire natural area and population of the commune of Long Bien.

The ward of Long Bien has 723.13 hectares of natural area and 9,455 inhabitants.

Administrative boundary of the ward of Long Bien: East borders the ward of Thach Ban; West borders the districts of Hoan Kiem and Hai Ba Trung; South borders the ward of Cu Khoi and Hai Ba Trung district; North borders the wards of Bo De, Phuc Dong.

l) Establishing the ward of Thach Ban based on the entire natural area and population of the commune of Thach Ban.

The ward of Thach Ban has 527.21 hectares of natural area and 11,300 inhabitants.

Administrative boundary of the ward of Thach Ban: East borders Gia Lam district; West borders the ward of Long Bien; South borders the ward of Cu Khoi; North borders the wards of Phuc Dong, Sai Dong, Phuc Loi.

m) Establishing the ward of Cu Khoi based on the entire natural area and population of the commune of Cu Khoi.

The ward of Cu Khoi has 486.94 hectares of natural area and 5,652 inhabitants.

Administrative boundary of the ward of Cu Khoi: East borders Gia Lam district; West borders the ward of Long Bien; South borders Hoang Mai district; North borders the wards of Long Bien, Thach Ban.

n) Establishing the ward of Duc Giang based on the entire natural area and population of the town of Duc Giang.

The ward of Duc Giang has 240.64 hectares of natural area and 25,767 inhabitants.

Administrative boundary of the ward of Duc Giang: East borders the ward of Giang Bien; West borders the ward of Thuan Thanh; South borders the wards of Gia Thuy, Viet Hung; North borders the wards of Thuan Thanh, Giang Bien.

o) Establishing the ward of Sai Dong based on the entire natural area and population of the town of Sai Dong.

The ward of Sai Dong has 90.67 hectares of natural area and 14,029 inhabitants.

Administrative boundary of the ward of Sai Dong: East borders the ward of Phuc Loi; West borders the ward of Phuc Dong; South borders the ward of Thach Ban; North borders the ward of Viet Hung.

After adjusting the administrative boundaries to establish the district of Long Bien and the wards directly under it:

- District Long Bien has an area of 6,038.24 hectares and a population of 170,706, with 14 administrative units directly under it including the wards: Gia Thuy, Ngoc Lam, Bo De, Phuc Dong, Phuc Loi, Thuan Thanh, Giang Bien, Ngoc Thuy, Viet Hung, Long Bien, Thach Ban, Cu Khoi, Duc Giang, Sai Dong.

- The remaining district of Gia Lam has an area of 10,844.66 hectares and a population of 190,194, with 22 administrative units directly under it including the communes: Le Chi, Kieu Ky, Ding Xuyen, Duong Ha, Ninh Hiep, Bat Trang, Kim Son, Co Bi, Duong Xa, Duong Quang, Da Ton, Phu Thi, Trau Quy, Dang Xa, Kim Lan, Van Duc, Yen Vien, Dong Du, Yen Thuong, Phu Dong, Trung Mao, and the town of Yen Vien.

3. Establishing District Hoang Mai based on the entire natural area and population of the communes: Ding Cong, Dai Kim, Hoang Lieu, Thinh Lieu, Thanh Tri, Vinh Tuy, Linh Nam, Tran Phu, Yen So, and 55 hectares of the natural area of Tuy Hiep commune belonging to Thanh Tri district; the entire natural area and population of the wards: Mai Dong, Tuong Mai, Tan Mai, Giap Bat, Hoang Van Thu belonging to Hai Ba Trung district.

District Hoang Mai has an area of 4,104.10 hectares and a population of 187,332.

Administrative boundaries of District Hoang Mai: East borders Gia Lam district; West and South border Thanh Tri district; North borders Thanh Xuan and Hai Ba Trung districts.

4. Establishing wards within District Hoang Mai:

a) Establishing Ward Hoang Lieu based on the entire natural area and population of Hoang Lieu commune, 20 hectares of the natural area of Tuy Hiep commune.

Ward Hoang Lieu has an area of 485.05 hectares and a population of 10,866.

Administrative boundaries of Ward Hoang Lieu: East borders Ward Yen So; West and South border Thanh Tri district; North borders Wards Dai Kim, Thinh Lieu.

b) Establishing Ward Yen So based on the entire natural area and population of Yen So commune, 35 hectares of the natural area of Tuy Hiep commune.

Ward Yen So has an area of 725.17 hectares and a population of 10,777.

Administrative boundaries of Ward Yen So: East borders Ward Tran Phu and Gia Lam district; West borders Ward Hoang Lieu; South borders Thanh Tri district; North borders Wards Thinh Lieu, Hoang Van Thu, Vinh Hung, Linh Nam.

c) Establishing Ward Vinh Hung based on the entire natural area and population of Vinh Tuy commune.

Ward Vinh Hung has an area of 179.65 hectares and a population of 11,382.

Administrative boundaries of Ward Vinh Hung: East borders Wards Thanh Tri, Linh Nam; West borders Wards Mai Dong, Hoang Van Thu; South borders Wards Yen So, Linh Nam; North borders Ward Thanh Tri and Hai Ba Trung district.

d) Establishing Ward Ding Cong based on the entire natural area and population of Ding Cong commune.

Ward Ding Cong has an area of 270 hectares and a population of 14,966.

Administrative boundaries of Ward Ding Cong: East borders Ward Thinh Lieu; West borders Thanh Xuan district; South borders Ward Dai Kim; North borders Thanh Xuan district.

đ) Establishing Ward Dai Kim based on the entire natural area and population of Dai Kim commune.

Ward Dai Kim has an area of 273.20 hectares and a population of 12,413.

Administrative boundaries of Ward Dai Kim: East borders Ward Thinh Lieu; West borders Thanh Tri district; South borders Wards Hoang Lieu and Thanh Tri; North borders Wards Ding Cong and Thanh Xuan district.

e) Establishing Ward Thinh Lieu based on the entire natural area and population of Thinh Lieu commune.

Ward Thinh Lieu has an area of 294.30 hectares and a population of 13,788.

Administrative boundaries of Ward Thinh Lieu: East borders Ward Yen So; West borders Wards Ding Cong, Dai Kim; South borders Wards Hoang Lieu, Yen So; North borders Wards Giap Bat, Tan Mai, Tuong Mai, Hoang Van Thu and Thanh Xuan district.

g) Establishing Ward Thanh Tri based on the entire natural area and population of Thanh Tri commune.

Ward Thanh Tri has an area of 333.80 hectares and a population of 10,200.

Administrative boundaries of Ward Thanh Tri: East borders Gia Lam district; West borders Hai Ba Trung district; South borders Wards Vinh Hung, Linh Nam; North borders Long Bien district.

h) Establishing Ward Linh Nam based on the entire natural area and population of Linh Nam commune.

Ward Linh Nam has an area of 560.20 hectares and a population of 12,829.

Administrative boundaries of Ward Linh Nam: East borders Gia Lam district; West borders Wards Vinh Hung, Yen So; South borders Wards Yen So and Gia Lam; North borders Ward Thanh Tri.

i) Establishing Ward Tran Phu based on the entire natural area and population of Tran Phu commune.

Ward Tran Phu has an area of 395.80 hectares and a population of 5,504.

Administrative boundaries of Ward Tran Phu: East borders Ward Linh Nam; West borders Ward Yen So; South borders Wards Yen So and Gia Lam; North borders Ward Linh Nam.

After adjusting the administrative boundaries to establish District Hoang Mai and its affiliated wards:

- District Hoang Mai has an area of 4,104.10 hectares and a population of 187,332, with 14 administrative units directly under it including the wards: Hoang Lieu, Yen So, Vinh Hung, Ding Cong, Dai Kim, Thinh Lieu, Thanh Tri, Linh Nam, Tran Phu, Mai Dong, Tuong Mai, Tan Mai, Giap Bat, Hoang Van Thu.

- The remaining district of Thanh Tri has an area of 6,317.27 hectares and a population of 147,788, with 16 administrative units directly under it including the communes: Tuy Hiep, Tan Trieu, Thanh Lieu, Yen My, Vinh Quynh, Hue Hoa, Ta Than Oai, Tam Hiep, Lien Ninh, Ngua Hiep, Ngoc Hoi, Duyen Ha, Dong My, Dai Ang, Van Phuc and the town of Van Dien.

- The remaining district of Hai Ba Trung has an area of 961.67 hectares and a population of 284,615, with 20 administrative units directly under it including the wards: Bach Dang, Thanh Luong, Vinh Tuy, Quynh Mai, Bach Khoa, Bach Mai, Dong Tam, Truong Dinh, Dong Mac, Minh Khai, Dong Nhan, Pho Hue, Quynh Loi, Thanh Nhan, Pham Dinh Ho, Cau Den, Ngo Thi Nham, Le Dai Hanh, Nguyen Du, Bui Thi Xuan.

- Commune Tuy Hiep of Thanh Tri district remains with an area of 412.20 hectares and a population of 9,584.

Article 2. This Decree shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations contrary to this Decree are hereby abolished.

Article 3. The Chairman of the People's Committee of Hanoi City, the Minister of Home Affairs, and the heads of relevant agencies are responsible for implementing this Decree./.
