Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the Salary System for Civil Servants, Public Officials, and Military Personnel;

Considering the proposal of the Minister of Agriculture and Rural Development, the Minister of Home Affairs, and the Minister of Finance.

Article 1. Scope and Applicability:

This Decision stipulates the preferential allowance system for professions for civil servants and officials directly engaged in specialized work classified under the salary grade codes of the forest rangers, plant protection, veterinary, and dike supervision sectors.

Article 2. Allowance levels and calculation methods

1. The level of preferential occupation allowance is prescribed as follows:

a) Forest Ranger Sector: - The 50% allowance level applies to forest ranger civil servants working in communes with regional allowances of 0.7 or higher; - The 45% allowance level applies to forest ranger civil servants working in communes with regional allowances from 0.4 to 0.5; - The 40% allowance level applies to forest ranger civil servants working in communes with regional allowances from 0.1 to 0.3; - The 30% allowance level applies to forest ranger civil servants and officials working at Forest Ranger Stations where regional allowances are 0.7 or higher; - The 25% allowance level applies to forest ranger civil servants working in communes without regional allowances and forest ranger civil servants and officials working at Forest Ranger Stations where regional allowances are from 0.4 to 0.5; - The 20% allowance level applies to forest ranger civil servants and officials working at Forest Ranger Stations where regional allowances are from 0.1 to 0.3; - The 15% allowance level applies to forest ranger civil servants and officials working at Forest Ranger Stations without regional allowances and Mobile Forest Ranger Teams; - The 10% allowance level applies to forest ranger civil servants and officials directly performing forest protection tasks at Forest Ranger Sub-Departments and Forest Protection Technical Centers.

b) Plant Protection and Veterinary Sector: - The 25% allowance level applies to plant protection and veterinary specialists working at Plant Protection Stations, Veterinary Stations, Animal and Plant Quarantine Stations, or border gates with regional allowances of 0.7 or higher; - The 20% allowance level applies to plant protection and veterinary specialists working at Plant Protection Stations, Veterinary Stations, Animal and Plant Quarantine Stations, or border gates with regional allowances from 0.4 to 0.5; - The 15% allowance level applies to plant protection and veterinary specialists working at Plant Protection Stations, Veterinary Stations, Animal and Plant Quarantine Stations, or border gates with regional allowances from 0.1 to 0.3; - The 10% allowance level applies to plant protection and veterinary specialists working at Plant Protection Stations, Veterinary Stations, Animal and Plant Quarantine Stations, or border gates without regional allowances; plant protection and veterinary specialists directly performing animal and plant quarantine, slaughterhouse inspection, veterinary hygiene inspection, animal disease diagnosis, plant protection investigation and forecasting, veterinary drug testing and certification at Provincial Plant Protection Departments and Provincial Veterinary Departments, Veterinary Centers, or Regional Plant Quarantine Departments, and specialized centers under the General Department of Plant Protection and the General Department of Livestock Services.

c) Dike Supervision Sector: - The 20% allowance level applies to dike supervision civil servants and officials working at Coastal Dike Supervision Teams and Stations; - The 15% allowance level applies to dike supervision civil servants and officials working at River Dike Supervision Teams and Stations.

2. The preferential allowance levels prescribed in Clause 1 of this Article shall be calculated based on the current salary grade and step, plus leadership position allowance, and seniority allowance exceeding the ceiling (if applicable), and shall be paid monthly together with the salary.

Article 3. Sources of Funds

The funding source for implementing the preferential allowance system for professions as prescribed in this Decision shall be implemented as follows:

1. For agencies and units fully funded by the state budget for their operations, the preferential allowances shall be guaranteed by the state budget according to the current budget allocation hierarchy within the annual budget allocated to the agency or unit.

2. For agencies implementing the self-management and self-responsibility system regarding staffing and administrative management expenses, and public service units exercising financial autonomy according to the Government's regulations, the preferential allowances shall be paid from the funds allocated for the self-management and self-responsibility system.

Article 4. Effective date

1. This Decision takes effect 15 days after its publication in the Official Gazette.

For forest ranger civil servants who have been receiving the subsidy as prescribed in Decision No. 66/2002/QĐ-TTg dated May 27, 2002 ofthe Prime Minister on the subsidy system for forest ranger cadres and civil servants working in communes, the preferential allowance system for professions as prescribed in this Decision shall apply starting from October 1, 2004.

Article 5. Guidance and responsibility for implementation

1. The Minister of Agriculture and Rural Development shall take the lead and coordinate with the Ministry of Home Affairs and the Ministry of Finance to be responsible for guiding the implementation of this Decision.

2. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under central cities shall be responsible for enforcing this Decision.
