Article 1. "2. Financial support for avian influenza prevention and control includes:
1. Amending and supplementing Clause 2 of Article 1 as follows:
a) Expenses for supporting individuals directly involved in vaccinating poultry against avian influenza at an average rate of 100 dong per bird per vaccination. In cases where the daily allowance is less than 50,000 dong per person, it shall be paid at the rate of 50,000 dong per person per day;
b) Expenses for supporting veterinary officers and individuals directly involved in avian influenza prevention and control tasks such as destroying diseased poultry and poultry products, spraying disinfectants, and serving at quarantine checkpoints. The maximum support rate is: 50,000 dong per person per working day and 100,000 dong per person per non-working day, holiday, or Tet holiday;
c) Costs for destroying diseased poultry that must be destroyed; poultry and poultry products seized and destroyed by anti-smuggling forces and compulsory quarantine stations in accordance with laws on animal husbandry;
d) Costs for various disinfectants for sterilization, decontamination, and cleaning of poultry houses and environments; purchasing protective clothing for individuals participating in avian influenza prevention and control."
"1. For provinces and centrally-administered cities with expenses for avian influenza prevention and control exceeding 1 billion dong, the central budget will provide 50% financial support for prevention and control activities.
2. Amending and supplementing Clause 4 as follows:
If the expenses for prevention and control exceed 50% of the annual budget reserve allocated by the Prime Minister, the central budget will supplement the excess amount over 50% of the annual provincial budget reserve to ensure sufficient funding for local implementation.
2. For provinces and centrally-administered cities with expenses for avian influenza prevention and control below 1 billion dong, they should use their own provincial budgets for implementation.
3. Hanoi City and Ho Chi Minh City should use their annual budget reserves for implementation.
4. Expenses for avian influenza prevention and control activities of central veterinary forces shall be funded from the annual state budget allocation for prevention and control activities of the Ministry of Agriculture and Rural Development."
"1. The Ministry of Finance shall provide detailed guidelines for the provisions at points c and d, Clause 1, Article 1 of this Decision; based on these provisions, it shall consider providing support from the annual central budget reserve to localities for expenditures on avian influenza prevention and control, and report periodically to the Prime Minister on the implementation results."
3. Amend and supplement Clause 1 of Article 5 as follows:
"1. The Ministry of Finance shall provide specific guidance on the provisions at points c and d, Clause 1, Article 1 of this Decision; based on the provisions of this Decision, the local budget expenditure for avian influenza prevention and control work shall be considered for support from the annual central government contingency fund for localities, and shall periodically report to the Prime Minister on the results of implementation."
Article 2. This Decision shall take effect from the date of signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government agencies, and Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government shall be responsible for enforcing this Decision.
