CIRCULAR
Issuing National Technical Regulations for Reserve Lifebuoys

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Ordinance on National Reserves dated April 29, 2004;
Pursuant to the Government Decree No. 196/2004/NĐ-CP dated December 2, 2004 detailing the implementation of the National Reserve Ordinance;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Considering the proposal of the Director General of the State Reserve Administration;
The Minister of Finance issues this Circular on issuing National Technical Regulations for Reserve Lifebuoys,
Article 1. This Circular promulgates the National Technical Regulations for Ring Life Buoy for National Reserve.
Article 2. This Circular takes effect from October 1, 2012, replacing Circular No. 60/2009/TT-BTC dated March 26, 2009 of the Ministry of Finance on National Technical Regulations for State Reserves concerning lifebuoys.
Article 3. The Director General of the State Reserve Administration, heads of relevant agencies, organizations, and individuals involved in the management, import, export, and storage of lifebuoys shall be responsible for implementing this Circular.
During the implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Finance for study, amendment, and supplementation.
