Approves the feasibility study for constructing
Protective Forest - Environmental, Ornamental Plants and Urban Vegetation in Vung Tau City
PRIME MINISTER
Considering the report No. 609-TT/UBT dated October 12, 1993 from the People's Committee of Ba Ria - Vung Tau Province regarding the request to approve the feasibility study for constructing protective forest - environmental, greenery and urban vegetation in Vung Tau City;
Based on the proposal of the State Planning Commission (Letter No. 2223/UB-VPTN-NLN dated October 30, 1993) and the Ministry of Forestry (Letter No. 2357-KH dated October 22, 1993) to approve this project;
DECISION:
Article 1. Approves the feasibility study for constructing protective forest - environmental, greenery and urban vegetation in Vung Tau City, Ba Ria - Vung Tau Province, with the main contents as follows:
1. Project name: "Constructing protective forest - environmental, greenery and urban vegetation in Vung Tau City".
2. The managing investor: People's Committee of Ba Ria - Vung Tau Province. The investor shall be determined by the People's Committee of Ba Ria - Vung Tau Province.
3. The scope of protective forest - environmental and greenery system, vegetation within this project includes:
Protective forests on mountains (small mountains, large mountains, bamboo mountains); coastal protective forests against sand drift (back beach); mangrove forests (fish-forestry combined) that have been constructed and approved according to the project.
Nature conservation area and environmental protection zone at river mouths.
Street greenery system, grass and flower beds in city parks.
Rural street greenery system, canal and field dyke greenery outside the city and family gardens.
The total area of protective forest - environmental, greenery system and vegetation within the project scope will be specifically determined when preparing the economic and technical justification for individual works.
4. Objectives of the project:
Constructing a protective forest - environmental system to improve the ecological environment of the Vung Tau City area.
Establishing a greenery and vegetation system to beautify the urban landscape and improve the ecological environment, contributing to enhancing the spiritual life, increasing income for the people, and promoting the development of the city's economy, culture, and society.
5. Main solutions:
a) Technical solutions:
The formation of the protective forest - environmental system, street greenery system inside and outside the city, parks, and family gardens must comply with the approved urban construction and development plan, adhering to management procedures and regulations for protective forest construction and urban construction management.
The planning layout, planting structure arrangement, and planting techniques need to involve relevant sectors to ensure harmony in overall planning and architectural landscape of each area and the entire city.
It is necessary to focus on building nurseries early to proactively meet planting needs.
b) Organizational solutions:
The planting of protective forest - environmental and greenery, vegetation system of the city is extremely necessary and long-term, the People's Committee of the city must take appropriate organizational and management measures and mobilize the whole population to participate in planting, caring for, and protecting each tree and specific forest area well.
Regarding investment capital: Mobilizing from various sources, especially contributions from different social strata.
The state budget mainly invests in constructing protective forest and environmental seedling production according to the annual plan.
6. Main works:
Nurseries,
Protective forest areas (including on mountains, along the coast, and in flooded areas),
Nature conservation area and environmental protection zone at river mouths,
Parks (including zoos),
Greenery, grass, and flower systems on streets, rural roads, canals, and field ditches outside the city,
Concentrated fruit orchards and family gardens.
7. Investment schedule:
Preparing the economic and technical justification for the project and individual works should be carried out synchronously and in accordance with the urban planning and construction site planning of the works already approved.
The investment schedule for individual works is based on the urban upgrading and development schedule.
The construction of protective forest - environmental areas needs to be implemented with attention according to the requirements of Program 327.
Article 2. The Ministry of Construction, the Ministry of Agriculture and Rural Development, the Ministry of Science and Technology, the Ministry of Natural Resources and Environment, the General Department of Tourism, and related sectors shall be responsible for guiding the People's Committee of Ba Ria-Vung Tau Province to implement the steps for economic and technical justification, overall site planning, and technical regulations for implementation.
Article 3. The Chairman of the People's Committee of Ba Ria-Vung Tau Province, the Ministers of Construction, Agriculture and Rural Development, Finance, Science and Technology, Natural Resources and Environment, the Director of the State Planning Commission, the Director of the General Department of Tourism, and the Heads of related sectors shall be responsible for enforcing this Decision within their respective functions and authorities assigned./.
