- Based on the Law on the State Bank of Vietnam No. 01/1997/QH10 dated December 12, 1997;
- Based on the Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government on the tasks, powers, and responsibilities for state management of ministries and ministerial-level agencies;
- Based on the Decree No. 88/1998/NĐ-CP dated November 2, 1998 of the Government on the functions, powers, and organizational structure of the State Bank of Vietnam;
- Pursuant to the proposal of the Director of the Organization and Training Department,

Article 1: The Bank Scholarship Fund is established for outstanding excellent students at the Banking Academy and other training institutions under the State Bank of Vietnam.
Article 2: This Decision shall take effect fifteen days from the date of signature.
Article 3: The Head of the Office, the Director of the Organization and Training Department, the Director of the Accounting and Finance Department, the Director of the Banking Academy and other training institutions under the State Bank of Vietnam, the General Director of the State Commercial Bank, the Central Credit Union Fund, and the Deposit Insurance Corporation of Vietnam are responsible for implementing this decision.
