REGARDING THE EXPORT OF NATIONAL RESERVE RICE TO SUPPORT FOOD AID DURING THE SCARCE PERIOD IN 2010 FOR NGHE AN PROVINCE
THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
BASED ON THE DECISION NO. 799/QD-TTg OF JUNE 4, 2010 OF THE GOVERNMENT PRIME MINISTER ON PROVIDING RICE FOR FOOD AID DURING THE SCARCE PERIOD IN 2010 FOR NGHE AN PROVINCE;
At the request of the Director General of the State Reserve Administration,
DECISION:
Article 1. THE NATIONAL RESERVE AGENCY SHALL ISSUE WITHOUT CHARGE 3,000 TONS OF RICE FROM THE NATIONAL RESERVE TO NGHE AN PROVINCE TO SUPPORT FOOD AID FOR THE PEOPLE DURING THE SCARCE PERIOD IN 2010.
Article 2. THE NATIONAL RESERVE AGENCY SHALL COORDINATE WITH THE PEOPLE'S COMMITTEE OF NGHE AN PROVINCE TO PROMPTLY ORGANIZE THE HANDOVER AND RECEIPT OF RICE AT THE DISTRICT CENTERS ACCORDING TO THE DISTRIBUTION PLAN OF THE PROVINCE; SIMULTANEOUSLY, IT SHALL COMPILE THE BUDGET ESTIMATE FOR THE AID EXPENSES AND SUBMIT IT TO THE MINISTRY FOR APPROVAL AND IMPLEMENTATION.
THE NATIONAL RESERVE AGENCY SHALL DECREASE THE NATIONAL RESERVE CAPITAL BY THE QUANTITY OF RICE MENTIONED ABOVE AT THE ACCOUNTING PRICE CURRENTLY MONITORED IN THE ACCOUNTING BOOKS AND REPORT THE SETTLEMENT OF THE AID GOODS IN ACCORDANCE WITH THE REGULATIONS.
Article 3. THIS DECISION SHALL TAKE EFFECT FROM THE DATE OF ISSUANCE. THE DIRECTOR OF THE NATIONAL RESERVE AGENCY, THE HEAD OF THE MINISTRY OF FINANCE BUDGET DEPARTMENT, THE HEAD OF THE MINISTRY OF FINANCE PLANNING AND FINANCE DEPARTMENT, THE DIRECTOR OF THE MINISTRY OF TRADE PRICE MANAGEMENT DEPARTMENT, AND THE DIRECTOR OF THE MINISTRY OF FINANCE OFFICE SHALL BE RESPONSIBLE FOR ITS IMPLEMENTATION./.
