Pursuant to the Government Decree No. 68/CP dated October 11, 1993, stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Health.

At the proposal of the Director of the Preventive Medicine Department of the Ministry of Health.

Article 1: This Decision promulgates the Hygiene Standards for Drinking Water.

Article 2: This Decision shall take effect fifteen days from the date of issuance. It abolishes the previous Hygiene Standards for Drinking Water and Domestic Water concerning physical and chemical aspects and the Hygiene Standards for Drinking Water and Domestic Water regarding bacterial and biological aspects as stipulated in Decision No. 505/BYTT-QĐ dated April 13, 1992 of the Minister of Health on issuing temporary hygiene standards.

Article 3: The Director of the Preventive Medicine Department is responsible for organizing and directing the implementation of this Decision.

Article 4: The Heads of the Office, Inspectorate, Preventive Medicine Department - Ministry of Health, Heads of subordinate units under the Ministry of Health, Directors of Provincial Health Departments directly under the Central Government are responsible for enforcing this Decision.

  

DRINKING WATER HYGIENE STANDARDS
(Annexed to Decision No. 1329/2002/BYT-QĐ dated April 18, 2002 of the Minister of Health)

  A. Definitions:

Drinking water referred to in these standards includes water used for consumption, food preparation, and water supplied by urban water plants for consumption and domestic use. Sensory criteria are those affecting the sensory characteristics of water, causing discomfort to users when exceeding the threshold limit.

Sensory criteria are those criteria that affect the sensory characteristics of water, when exceeding the threshold limit causing discomfort to water users.

  B. Scope:

Water for drinking, water for production and processing of food, piped water supplied from urban water plants, and piped water supplied from centralized water supply stations serving 500 people or more.

C. Applicability:

Water treatment plants, water supply facilities for consumption and domestic use, food production and processing establishments.

It is encouraged that small-scale centralized water supply stations serving less than 500 people and individual domestic water sources apply these standards.

Explanation:

 

1. A: Includes criteria that will be regularly monitored with a frequency of once a week (for water plants) or once a month (for provincial health departments). These criteria are subject to weather fluctuations and can be tested by water supply facilities and provincial health centers. Monitoring according to these criteria helps track the water treatment process at water supply stations and implement timely corrective measures.

2. B: Includes criteria requiring relatively expensive equipment and less susceptible to weather changes. However, these are fundamental criteria for assessing water quality. These criteria should be tested before putting water sources into use and annually (or upon special request), concurrently with a round of testing the A criteria by local or regional health authorities.

3. C: These criteria require advanced and expensive equipment, testable only by central or regional institutes or certain provincial health centers. These criteria should be tested every two years (if conditions permit) or upon special request by central or regional health authorities.

4. AOAC: Abbreviation for the Association of Official Analytical Chemists (Official Association of Analytical Chemists).

SMEWW: Abbreviation for Standard Methods for the Examination of Water and Waste Water (Standard examination methods for water and wastewater) published by the United States Public Health Agency.

As Vietnam has not yet developed testing methods for these parameters, it is recommended that water laboratories use the methods of these organizations.

(a) Sensory criteria.

(b) When both Nitrite and Nitrate are present in drinking water, the total ratio of the concentration of each substance to their respective maximum allowable limits shall not exceed 1 (See the following formula).
