DECISION
Regarding the establishment of the Research Group on Mechanism and Policy for the Development of Small and Medium Enterprises

PRIME MINISTER
Pursuant to the Government Organization Law dated September 30, 1992;
To assist the Prime Minister in directing issues related to the development of small and medium enterprises;
Upon the proposal of the Minister of Planning and Investment, the Minister, Head of the Government Office,
DECISION:
Article 1. Establish the Research Group on Mechanism and Policy for the Development of Small and Medium Enterprises (hereinafter referred to as the Research Group) to study and propose to the Prime Minister mechanisms, policies, and measures to implement the encouragement of the development of small and medium enterprises.
The Research Group operates under the direct guidance of Deputy Prime Minister Ngo Xuan Loc.
Article 2. The main tasks of the Research Group are as follows:
Surveying and supplementing the current status of small and medium enterprises in various regions; activities supporting these enterprises by state agencies, people's organizations, and foreign organizations, from which to propose to the Prime Minister specific mechanisms, policies, and measures to develop small and medium enterprises in line with the new economic and social development orientation.
Deadline for reporting to the Prime Minister on the above contents: fourth quarter of 1999.
Article 3. The Research Group is headed by Comrade Vu Huy Hoang, Deputy Minister of Planning and Investment, and includes the following members:
1. Comrade Nguyen Ton, Deputy Director of the Government Office.
2. Comrade Vu Quoc Tuan, senior expert of the Research Board.
3. Comrade Pham Viet Muon, Deputy Head of the Central Enterprise Management Reform Board.
The Research Group has a Team of Specialists assisting in work, represented by department-level officials from the following agencies:
- The Office of the Government.
- The Ministry of Planning and Investment.
- Central Enterprise Management Reform Board.
- Ministry of Finance.
- State Bank of Vietnam.
- Ministry of Labor, Invalids and Social Affairs.
- The Ministry of Industry.
- The Ministry of Construction.
- The Ministry of Transport.
- Ministry of Trade.
- Ministry of Justice.
- Ministry of Science, Technology, and Environment.
- Vietnam Chamber of Commerce and Industry.
- Central Council of the Federation of Vietnam Cooperatives.
It is requested that the Central Economic Commission of the Party send officials to participate in the work process of the Team of Specialists.
Agencies sending officials to participate in the Team of Specialists should submit their lists to the Research Group Leader before June 10, 1999.
Agencies with members participating in the Research Group shall create conditions for the assigned officials to dedicate sufficient time to the Group's activities.
Article 4. The Research Group operates under the direction of the Group Leader and functions according to regulations issued by the Group Leader.
The Research Group's common operating funds and means are provided by the Ministry of Planning and Investment. Additionally, the Research Group may accept financial support from sources such as scientific research and foreign aid projects when conditions permit. Travel expenses within the country for Group members are resolved by the agencies with officials participating in the Research Group.
The Research Group will dissolve itself upon completion of its assigned tasks.
Article 5. This Decision takes effect from the date of signature.
Article 6. The Minister of Planning and Investment, Head of the Central Enterprise Management Reform Board, the Minister, Head of the Government Office, Head of the Prime Minister's Research Board, Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial and municipal People's Committees directly under the central government are responsible for implementing this Decision.
