DECISION OF THE PRIME MINISTER
Regarding the amendment of certain Articles of Decision No. 115/2001/QĐ-TTg on approving the Master Plan for the Development of the Construction Materials Industry in Vietnam until 2010

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposals of the Ministry of Construction at Official Letter No. 793/BXD-VLXD dated May 28, 2004, the Ministry of Natural Resources and Environment at Official Letter No. 1229/BTNMT-TĐ dated April 22, 2004, the Ministry of Health at Official Letter No. 4911/YT-DP/AIDS dated July 7, 2004, and the opinions of relevant ministries and sectors,
DECISION:
Article 1. AAmend certain clauses of Decision No. 115/2001/QĐ-TTg dated August 1, 2001 as follows:
1. Amend Point c, Clause 3, Article 1:
c) Roofing materials:
Develop and stabilize production of various types of materials suitable to natural conditions and customs of each region. Encourage investment in developing non-fired tiles in regions without good clay such as the Northern Mountains, Central Highlands, and South Central Coast.
The construction materials industry needs to have plans for researching, producing, and using diverse sheet roofing products from various fiber-based materials.
Strictly prohibit the use of amphibole asbestos (brown and blue asbestos) in the production of sheet roofing.
Production facilities using asbestos must strictly comply with environmental and health standards; no new investments or expansions of facilities producing sheet roofing with chrysotile fiber should be allowed.
2. Amend Clause 2 and Clause 7 of Article 2 as follows:
2. The Ministry of Trade shall cooperate with relevant ministries and sectors to study and propose non-tariff measures to protect domestic production after Vietnam implements its commitments under AFTA.
Strictly control the importation of asbestos materials for the production of sheet roofing and do not allow the importation of amphibole asbestos into Vietnam.
7. The Ministry of Science and Technology shall cooperate with the Ministry of Construction to develop plans to promote scientific and technological activities in the construction materials sector, aiming to: absorb advanced technology from around the world and the region, enhance research and advisory capabilities in management, operation, supervision of construction, technology transfer, and market expansion. Issue regulations on technology, technical standards, and environmental management for the development of the industry. The Ministry of Natural Resources and Environment shall cooperate with the Ministries of Health, Construction, and other relevant ministries and sectors to organize environmental and health inspections of production facilities for sheet roofing and the quality of sheet roofing products using various fiber materials, including chrysotile fiber.
Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of governmental agencies, Chairmen of provincial People's Committees under the central government, Boards of Directors of State-owned Corporations, and Heads of related agencies are responsible for implementing this Decision.
