This Decree stipulates the official units of measurement of Vietnam, including the SI system and other common units, applicable to state agencies, organizations, and individuals in the use and presentation of measurement results. This Decree replaces the previous Decree from 2001.

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Decree stipulates the official units of measurement of the Socialist Republic of Vietnam.
Article 2. Interpretation of Terms
In this Decree, the following terms are understood as follows:
1. The SI system is the international system of units (in French: Système International d'Unités; in English: The International System of Units).
2. Official units of measurement are the units of measurement prescribed in Article 7 and Article 8 of this Decree.
3. Other commonly used units of measurement are those units of measurement not prescribed in Clause 2 of this Article, including traditional Vietnamese units of measurement and other units of measurement.
Article 3. Principles for Using Units of Measurement
1. Official units of measurement must be used compulsorily in the following cases:
a) In documents issued by state agencies, except where international treaties prescribed in Article 5 of this Decree apply;
b) On measuring instruments used in inspection, supervision activities and other public service activities of state agencies;
c) On prepackaged goods labels according to quantities subject to inspection as prescribed by the Ordinance on Measurement;
d) In production, business, and importation of measuring instruments subject to verification as prescribed by the Ordinance on Measurement.
2. Other commonly used units of measurement may be used in civil relations except in the cases prescribed in Clause 1 of this Article.
Conversion from other commonly used units of measurement to official units of measurement shall be carried out in accordance with the provisions of Article 4 of this Decree.
3. The State encourages organizations and individuals to use official units of measurement as prescribed in this Decree.
Article 4. Principles and Conversion Values of Other Commonly Used Units of Measurement to Official Units of Measurement
1. Conversion does not change the value of the measured quantity.
2. Conversion values of some other commonly used units of measurement to official units of measurement are prescribed in Appendix I attached to this Decree.
In cases where conversion values of other commonly used units of measurement to official units of measurement have not been prescribed in Appendix I of this Decree, conversion values of traditional Vietnamese units of measurement shall be taken from the Vietnamese Encyclopedia, and conversion values of other units of measurement shall be taken from "The International System of Units (SI)" - Eighth Edition; 2006, published by the International Bureau of Weights and Measures (BIPM).
3. When presenting the value of a measured quantity, the numerical indication and official unit of measurement must be presented first, followed by the numerical indication and other commonly used unit of measurement enclosed in parentheses.
Example: When expressing the weight of one (01) tael of gold, it should be presented as follows: 37.5 g (1 tael).
Article 5. Application of International Treaties
Where an international treaty to which the Socialist Republic of Vietnam is a party prescribes different units of measurement from those prescribed in this Decree, the provisions of that international treaty shall apply.
Article 6. Presentation of Official Units of Measurement
The presentation of measurement results and expression of the value of a measured quantity according to official units of measurement must comply with the provisions set forth in Appendix II attached to this Decree.
Chapter II
OFFICIAL UNITS OF MEASUREMENT
Article 7. Official units of measurement belonging to the SI system
Official units of measurement belonging to the SI system include:

c) To establish one (01) multiple or submultiple of an official unit of measurement belonging to the SI system, only a single SI prefix may be used in combination with this unit of measurement.
Example: nanometer: 1 nm or 10-9 m (not written: millimicro-meter: mmm).
In which: nano is the name; n is the symbol and 10-9 is the factor of this prefix.
Note: This rule does not apply when combined with the basic unit kilogram. For historical reasons, kilogram contains a prefix of kilo from gram. The multiples or submultiples of kilogram are formed based on the combination with the SI prefix of gram.
Article 8. Official Measurement Units Outside the SI System
Official measurement units outside the SI system include:

Chapter III
RESPONSIBILITIES OF STATE ORGANIZATIONS,
ORGANIZATIONS AND INDIVIDUALS
Article 9. Responsibilities of the Ministry of Science and Technology
2. The Ministry of Science and Technology shall take the lead and coordinate with relevant ministries and sectors to organize the implementation of the following tasks:
a) Organizing the implementation of regulations on measurement units in this Decree;
b) Conducting scientific research, training, international cooperation related to official measurement units; implementing information dissemination, propaganda, and popularization of knowledge related to the application of official measurement units prescribed in this Decree;
c) Inspecting and supervising the implementation of regulations on official measurement units in this Decree;
d) Taking the lead and coordinating with the Ministry of Finance to allocate budgets, concentrate investment in professional capacity, material infrastructure, and technology for the national measurement standard system.
1. Using and presenting measurement units in normative legal documents and administrative documents according to the regulations on official measurement units in this Decree.
Article 10. Responsibilities of Ministries and Sectors
2. Directing, guiding, and inspecting the use of measuring instruments, presentation of measurement results, and expression of quantity values in activities under their respective fields of state management according to the regulations on official measurement units in this Decree.
3. Taking the lead and coordinating with the Ministry of Finance and the Ministry of Science and Technology to allocate budgets, invest in professional capacity, material infrastructure, and technology for the measurement standard systems they manage.
1. Using and presenting official measurement units in normative legal documents and administrative documents according to the regulations on official measurement units in this Decree.
Article 11. Responsibilities of the People's Committee of Provinces and Cities under Central Government Direct Control
2. Within their respective duties and authorities, provincial People's Committees and municipal People's Committees directly under the Central Government shall perform the following tasks:
a) Directing and guiding state agencies, organizations, and individuals within their localities to implement regulations on official measurement units as prescribed in this Decree;
b) Organizing inspection and supervision activities on the implementation of regulations on official measurement units as prescribed in this Decree within their jurisdictions.
3. Allocating budgets and investing in professional capacity, material infrastructure, and technology for the measurement standard systems they manage.
1. Organizations and individuals have the responsibility to comply with regulations on official measurement units in this Decree when using measuring instruments, presenting measurement results, and expressing quantity values in production, business, import of measuring instruments subject to verification, and labeling prepackaged goods subject to inspection as prescribed in the Ordinance on Measurement.
Article 12. Responsibilities of Organizations and Individuals
2. In cases where foreign organizations and individuals importing goods from Vietnam require different measurement units from those prescribed in this Decree, such requirements may be recorded in sales contracts and the exporting organizations and individuals shall fulfill these requirements provided that they do not violate the laws of the importing country and other Vietnamese laws.
1. This Decree takes effect 15 days after its publication in the Official Gazette and replaces Decree No. 65/2001/NĐ-CP dated September 28, 2001, issued by the Government on the Legal Measurement Unit System of the Socialist Republic of Vietnam.
Chapter IV
IMPLEMENTING PROVISIONS
Article 13. Effective Date
2. Products and measuring instruments marked or engraved with common measurement units existing prior to the effective date of this Decree may continue to be used in the cases prescribed in Clause 1, Article 3 of this Decree.
3. Measurement results directly determined by measuring instruments prescribed in Clause 2 of this Article, if used in the cases prescribed in Clause 1, Article 3 of this Decree, must be converted according to the provisions of Article 4 and presented according to the provisions of Article 6 of this Decree.
1. The Minister of Science and Technology is responsible for organizing the implementation of this Decree.
1. The Minister, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairmen of provincial People's Committees under the central government, and related agencies, units, and individuals are responsible for implementing this Circular.
Article 1. The Minister of Science and Technology shall be responsible for organizing the implementation of this Decree.
2. Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of provincial and centrally-administered city People's Committees are responsible for implementing this Decree./.
