Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities of state management of ministries and ministerial-level agencies (now the Ministry of Home Affairs);
Pursuant to Decree No. 52/1999/NĐ-CP dated July 8, 1999 of the Government on the Investment and Construction Management Regulations, and Decree No. 12/2000/NĐ-CP dated May 5, 2000 of the Government amending and supplementing certain articles of the Investment and Construction Management Regulations;
Considering the proposal of the Director of the State Archives Department at Document No. 398/LTNN-KH dated August 29, 2002 regarding the request for approval of the Feasibility Study Report for the Investment and Construction Project of the "National Archives Center I",
DECISION:
Article 1. Approves the Feasibility Study Report for the Investment and Construction Project of the "National Archives Center I" under the State Archives Department, including the following contents:
1. Project Name: National Archives Center I
2. Investor: National Archives Center I.
3. Form of Investment: Constructing a new storage facility to meet the safe preservation requirements for the volume of archival materials at the National Archives Center I.
4. Form of Project Implementation Management: The investor directly manages the project.
5. Location:Lot B3 - New Urban Area Yen Hoa - Cau Giay - Hanoi.
6. Some Main Quantities:
- Constructing the entire National Archives Center I with a total floor area of 13,900 m², including:
+ Storage block 8,300 m² SD.
+ Restoration and technical processing block 735 m² SD.
+ Utilization and administrative block 3,787 m² SD.
+ Parking lot, roads.
+ Flower garden.
+ Gate, fence, guard house.
+ Water supply and drainage, lighting systems outside the building.
+ Pump station, underground reservoir outside the building.
+ Transformer substation with two 1250 KVA-35(22)0,4 KV machines and automatic diesel generator for backup power when the grid fails.
