Regarding the establishment of the State Committee to investigate the collapse of two spans of the Can Tho Bridge approach
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Construction and the Minister, Head of the Government Office,
DECISION:
Article 1. The State Committee to investigate the collapse of two spans of the Can Tho Bridge approach (hereinafter referred to as the Committee) is hereby established, consisting of the following members:
1. The Minister of Construction - Chairman of the National Joint Acceptance Council for Construction Projects, Nguyen Hong Quan, Chairman of the Committee;
2. Deputy Minister of Public Security, Le The Tien, Member;
3. Deputy Minister of Construction, Nguyen Van Lien, Member;
4. Deputy Minister of Transport, Ngo Thinh Duc, Member;
5. Deputy Minister of Planning and Investment, Nguyen Bich Dat, Member;
6. Deputy Minister of Labor, Invalids and Social Affairs, Le Bach Hong, Member;
7. Deputy Minister of Science and Technology, Le Van Tien, Member;
8. Prof. Dr. Nguyen Manh Kiem, President of the Vietnam Construction Association, Member;
9. Assoc. Prof. Dr. Dao Xuan Lam, Vice President of the Vietnam Association of Bridge and Road Engineering, Member;
10. Inviting one representative from the Science, Technology and Environment Committee of the National Assembly and one representative from the Japanese bridge and road science agency to participate in the Committee (the Ministry of Construction will handle the procedures for the Japanese Government to appoint participants).
The specific list shall be decided by the Chairman of the Committee.
Article 2. Tasks and powers of the Committee
1. The State Committee to investigate the collapse of two spans of the Can Tho Bridge approach has the following tasks:
- Investigating and clarifying the cause of the incident;
- Clarifying the responsibility of the relevant parties;
- Directing a comprehensive review of all stages of implementation of the project, on this basis proposing specific solutions to address the incident and continue implementing the Project;
- Proposing amendments to relevant state management regulations related to construction investment to ensure that similar incidents do not recur.
2. The Chairman of the Committee shall establish specialized teams to assist the Committee; issue working regulations and promptly organize the implementation of activities; report to the Prime Minister the results of the investigation within one month from the date of commencement of operations.
Article 3. The Ministry of Transport shall instruct the suspension of construction of Package 2 until the Committee issues its conclusion. The Ministry of Transport, contractors, and other relevant parties have the responsibility to provide all necessary information and documents according to the Committee's requirements and create favorable conditions for the Committee's activities.
The Ministry of Finance shall allocate funds for the Committee's operations according to urgent tasks.
Article 4. The Committee shall dissolve itself upon completion of its tasks.
Article 5. This Decision shall take effect from the date of signing.
The Ministers of the Ministries of Public Security, Construction, Transport, Labor-Invalids and Social Affairs, Planning and Investment, Science and Technology, Heads of relevant units, and the members named in Article 1 are responsible for implementing this Decision.
