THE MINISTER OF FINANCE
On the basis of the Ordinance on Fees and Charges;
On the basis of the Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;
On the basis of the Decree No. 178/CP dated October 28, 1994 of the Government on the tasks, powers, and organizational structure of the Ministry of Finance;
On the basis of the Circular No. 109/2002/TT-BTC dated December 6, 2002 of the Ministry of Finance on the collection, payment, and management of road usage fees;
After considering the opinion of the Ministry of Transport in Document No. 718/GTVT-TCKT dated March 3, 2003 and the request of the People's Committee of Binh Thuan Province in Document No. 480/UBBT-PPLT dated February 27, 2003;
Pursuant to the proposal of the Director General of the General Department of Taxation,
DECISION:
Article 1. Temporarily exempting two-wheeled motorcycles, three-wheeled motorcycles, two-wheeled motorized bicycles, and three-wheeled motorized bicycles from paying road usage fees when passing through the Quan Toan - National Highway 5 Toll Station, the Second Toll Station - Old National Highway 1A (Nam Cau Duong), the Km58 - National Highway 18 Toll Station, and the Song Phan (Km 1739 - National Highway 1A) Toll Station until further notice
Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 3. Organizations and individuals subject to the payment of fees, units under the Ministry of Transport assigned to collect fees at the Quan Toan - National Highway 5 Toll Station, the Second Auxiliary Toll Station - Old National Highway 1A (Nam Cau Duong), the Km58 - National Highway 18 Toll Station, and the Song Phan (Km 1739 - National Highway 1A) Toll Station, and relevant agencies shall be responsible for implementing this Decision.
