Considering the proposal of the People's Committee of Ninh Thuan Province and the opinions of the Ministries of Planning and Investment, Finance, Labor, War Invalids and Social Affairs, and Home Affairs.

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Based on Directive No. 01/2003/CT-TTg dated January 16, 2003 of the Government Chairman on continuing to promote the restructuring, modernization, development, and improvement of efficiency of state-owned enterprises;
Approve the overall restructuring and modernization plan for state-owned enterprises directly under Ninh Thuan Province for the period 2003-2005 as attached in the appendix.
DECISION:
Article 1. The Chairman of the People's Committee of Ninh Thuan Province shall be responsible for directing the implementation of the restructuring and modernization of state-owned enterprises directly under the province in accordance with the approved content and schedule.
Article 2. The Ministries of Finance, Planning and Investment, Home Affairs, Labor, War Invalids and Social Affairs, and related ministries, sectors, and localities shall be responsible for coordinating with Ninh Thuan Province in implementing this Plan.
Article 3. The Chairman of the People's Committee of Ninh Thuan Province and the heads of relevant agencies shall be responsible for enforcing this Decision./.
The Steering Committee for Enterprise Renewal and Development shall be responsible for supervising, guiding, and monitoring the implementation of this Plan, and at the same time making recommendations to
Article 4. THIS DECISION SHALL TAKE EFFECT 15 DAYS AFTER THE DATE OF SIGNATURE.
The Chairman of the People's Committee of Ninh Thuan Province and the heads of relevant agencies are responsible for implementing this Decision./.
