Pursuant to the Law on Organization of the Government dated December 25, 2001;
Considering the proposal of the Minister of Interior and the Chairman of the People's Committee of Dien Bien province.
DECREE
Article 1. Adjustment of administrative boundaries of communes and districts; establishment of communes; expansion and renaming of the township of Mường Ẳng under Tuần Giáo district, Mường Chà district; establishment of Mường Ảng district, Dien Bien province as follows:
1. Establishment of Na Sang commune under Mường Chà district based on the adjustment of 10,630 hectares of natural area and 3,190 population from Mường Mươn commune; 726 hectares of natural area and 411 population from Si Pa Phìn commune.
Na Sang commune has 11,356.00 hectares of natural area and 3,601 population.
Administrative boundary of Na Sang commune: East borders Huừa Ngài commune; West borders Ma Thì Hồ commune, Mường Chà district and the Lao Democratic People's Republic; South borders Mường Mươn commune, Mường Chà district; North borders Mường Chà township and Ma Thì Hồ commune, Mường Chà district.
2. Establishment of Sa Lông commune under Mường Chà district based on the adjustment of 8,500 hectares of natural area and 2,374 population from Huổi Lèng commune.
Sa Lông commune has 8,500 hectares of natural area and 2,374 population.

Establishment of Ma Thì Hồ commune under Mường Chà district based on the adjustment of 725.10 hectares of natural area and 349 population from Mường Mươn commune; 9,038 hectares of natural area and 2,082 population from Si Pa Phìn commune; 4,227 hectares of natural area and 656 population from Huổi Lèng commune.
Ma Thì Hồ commune has 13,990.10 hectares of natural area and 3,087 population.

6. Establishment of Xuân Lao commune under Tuần Giáo district based on the adjustment of 5,478.05 hectares of natural area and 4,079 population from Búng Lao commune.
Xuân Lao commune has 5,478.05 hectares of natural area and 4,079 population.
Administrative boundary of Xuân Lao commune: East borders Tênh Phông commune, Tuần Giáo district; West borders Mường Lạn commune, Tuần Giáo district; South borders Mường Bám commune, Thuận Châu district, Son La province; North borders Búng Lao commune, Chiềng Sinh commune, Tuần Giáo district.
7. Establishment of Nặm Lịch commune under Tuần Giáo district based on the adjustment of 3,582 hectares of natural area and 2,307 population from Mường Lạn commune.

10. Establishment of Mường Ảng district based on the adjustment of 44,320.35 hectares of natural area and 37,077 population from Tuần Giáo district.
Muang Ang District has 44,320.35 hectares of natural area and 37,077 population, with 10 subordinate administrative units including the communes: Ang Cang, Ang Nua, Ang Tos, Bun Lao, Muong Lan, Muong Dang, Xuan Lao, Nam Lich, Ngoi Cay, and the town of Muang Ang.
The administrative boundary of Muang Ang District: East borders Tuong Giay District; West borders Dien Bien District; South borders Thuan Chau District, Son La Province and Dien Bien Dong District, Dien Bien Province; North borders Tuong Giay District and Muong Cha District, Dien Bien Province.
After adjusting administrative boundaries:
Tuong Giay District retains 113,629.45 hectares of natural area and 71,423 population, with 14 subordinate administrative units including the communes: Toa Tinh, Muong Thin, Ta Ma, Quai Cang, Chien Sinh, Muong Mun, Phinh Sang, Pu Nhung, Quai Nua, Quai Tos, Ten Phong, Mun Chung, Na Say, and the town of Tuong Giay.
Dien Bien Province has 954,227.78 hectares of natural area and 461,722 population, with 9 subordinate administrative units including the districts: Muong Nhe, Tuong Giay, Muong Ang, Tu Va Chua, Muong Cha, Dien Bien, Dien Bien Dong, Muong Lay Town, and Dien Bien Phu City.
Article 2. This Decree shall take effect fifteen days from the date of publication in the Official Gazette. All previous regulations contrary to this Decree are hereby abolished.
Article 3. The Minister of Home Affairs, the Chairman of the People's Committee of Dien Bien Province, and the Heads of relevant agencies shall be responsible for implementing this Decree./.
