Issuing the Management and Implementation Regulations for National Target Programs
PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on State Budget dated December 16, 2002;
The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.
DECISION:
Article 1. The Management and Implementation Regulations for National Target Programs are hereby issued together with this Decision.
Article 2. This Decision replaces Decision No. 42/2002/QĐ-TTg dated March 19, 2002 of the Government Chairman and shall take effect from December 20, 2009. All guiding documents for implementing the National Target Programs that conflict with this Decision shall be abolished.
During implementation, if there are any difficulties, the Ministry of Planning and Investment and the Ministry of Finance shall coordinate to issue Circulars to guide the resolution of specific issues.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Heads of other central agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for organizing the implementation and guiding subordinate agencies and units to implement this Decision./.
