THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 139/1999/QD-BNN-KHCN dated October 11, 1999 of the Minister of Agriculture and Rural Development on the issuance of the Regulation on the Recognition and Management of Agricultural Testing Laboratories;
Considering the proposal of the Director of the Science, Technology and Product Quality Department.
DECISION:
Article 1. Recognize The Fertilizer Testing Laboratory under the South Agricultural Science and Technology Institute as an Agricultural Testing Laboratory for the tests listed in Appendix 1.
Article 2. The Laboratory shall have a seal with the code number 07. The seal shall have the form and content as presented in Appendix 2. The seal may only be used to confirm test results issued by the Laboratory.
Article 3. This Decision shall take effect fifteen days from the date of signature. The Heads of the Ministry's Office, the Director of the Science and Technology and Product Quality Department, the Director of the South Agricultural Science and Technology Institute, and related units shall be responsible for implementing this Decision.

FORM AND CONTENT OF THE SEAL OF THE FERTILIZER TESTING LABORATORY
(Attached to Decision No. 136/2000/QD-BNN-KHCN dated December 18, 2000 of the Minister of Agriculture and Rural Development)
A square seal, each side measuring 3.0 cm.
The seal is divided into two parts with a horizontal line at two-thirds from the top.
The upper part contains two lines of text, the first line reads:Testing Laboratory, the second line reads: agriculture.The lower part contains the code number 07 of the Testing Laboratory.
Ink color of the seal is purple.
