THE MINISTER OF THE MINISTRY OF HOME AFFAIRS

Pursuant to the Ordinance amending and supplementing certain articles of the Ordinance on Cadres and Civil Servants in 2003;

Pursuant to the Decree No. 117/2003/NĐ-CP dated October 10, 2003 of the Government on recruitment, utilization, and management of cadres and civil servants in state agencies;

Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

Based on the proposal of the Ministry of Finance in Circular No. 4399 TC/TCCB dated April 14, 2005;

Considering the proposal of the Director of the Civil Servant - Public Official Department,

DECISION:

Article 1. Issuing vocational standards for ranks of civil servants in the National Reserve Sector (attached with this Decision), including:

1. Preservation Technician - rank code 19.221;

2. Intermediate Preservation Technician - rank code 19.222;

3. Preservation Storekeeper - rank code 19.223;

4. Preservation Warehouse Employee - rank code 19.224.

Article 2. The vocational standards of ranks of civil servants in the National Reserve Sector shall serve as the basis for competent authorities to implement recruitment, utilization, and management of the civil servant workforce in the national reserve sector according to the State's regulations.

Article 3. This Decision replaces Decision No. 411/TCCP-VC dated May 29, 1993 of the Minister - Head of the Organizational - Cadre Department, now the Ministry of Home Affairs, regarding the issuance of vocational standards for ranks of civil servants in the national reserve sector. Abolishing the rank of preservation testing technician code 19.183; Group I Preservation Storekeeper (code 19.184); Group II Preservation Storekeeper (code 19.185); patrol guard (code 19.186) from the list of ranks of civil servants attached to Decision No. 78/2004/QĐ-BNV dated November 3, 2004 of the Minister of Home Affairs on issuing the list of ranks of civil servants and ranks of public officials.

Article 4. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 5. The Minister, head of ministries equivalent to ministerial level, heads of government agencies, Chairmen of provincial People's Committees directly under the central government are responsible for implementing this decision.

VOCATIONAL STANDARDS FOR RANKS OF CIVIL SERVANTS

NATIONAL RESERVE SECTOR

(Issued together with Decision No. 136/2005/QĐ-BNV dated December 19, 2005

I. RANK OF PRESERVATION TECHNICIAN (equivalent to specialist rank)

1. Responsibilities

Is a professional civil servant assisting leadership in managing quality, managing preservation work of national reserve goods according to regulations; implementing new technical and technological measures to ensure the safety and quality of national reserve goods managed by the unit.

2. Tasks

- Based on general regulations of the State, the Ministry, and the General Department on preservation work of national reserve goods, develop plans to organize the implementation of preservation work of national reserve goods managed by the unit.

- Guide and inspect preservation work of national reserve goods of units within the scope of management according to general State regulations.

- Organize inspection, analysis, processing of data from sample surveys, manage quality standards for national reserve goods before entering and exiting warehouses and during storage according to regulations.

- Participate in researching and proposing technical and technological solutions to continuously improve the efficiency of preserving national reserve goods; establish or participate in establishing preservation procedures and norms.

- Provide guidance on preservation operations for intermediate preservation technicians and storekeepers to perform preservation tasks at the General Warehouse according to established procedures and norms.

- Promote and disseminate laws and regulations on preservation work of national reserve goods. Inspect, identify, prevent, and propose handling violations according to regulations.

3. Competence Standards

- Develop plans to organize the implementation of preservation work of national reserve goods.

- Organize guidance and inspection of preservation work of national reserve goods according to general State regulations.

- Implement tasks related to inspection, analysis, processing, and managing quality standards for national reserve goods during entry, exit, and storage according to regulations.

- Organize research and proposals on solutions related to preservation procedures, norms, and technology for national reserve goods.

- Perform tasks of inspecting, identifying, and proposing handling of violations during the preservation of national reserve goods.

4. Qualification Standards

- Graduated from a university degree in a relevant technical field for preservation.

- Hold a certificate from a training course on state administration management in the national reserve sector.

- Proficient in one foreign language at level B or higher (one of English, French, Russian, Chinese, German).

- Possess knowledge and skills in information technology at level B.

II. RANK OF INTERMEDIATE PRESERVATION TECHNICIAN(equivalent to staff rank)

1. Responsibilities

Is a professional civil servant assisting leadership in organizing the implementation of quality management and preservation work of national reserve goods according to specified technical procedures; ensuring the safety and quality of national reserve goods managed by the unit.

2. Tasks

- Guide techniques and inspect preparation of warehouses, delivery equipment, and testing devices to serve the entry and exit of national reserve goods at the General Warehouse.

- Inspect and supervise the quality of national reserve goods before entry and exit to ensure compliance with technical quality requirements; directly take samples, analyze samples, prepare technical reports for regional national reserves; ensure accuracy, objectivity, and honesty in quality indicators of goods entering and exiting warehouses according to regulations.

- Directly inspect, supervise, and guide preservation work and monitor the quality of national reserve goods in the General Warehouse; guide record-keeping of preservation logs by storekeepers; report and propose timely solutions to handle incidents occurring during preservation.

- Determine and personally responsible for quality indicators before entry and exit for national reserve goods assigned to directly inspect, monitor, and equipment directly managed.

- Determine and jointly responsible for the quality of national reserve goods managed by the unit due to lack of inspection, supervision, or failure to promptly address incidents affecting the quality of goods in the warehouse, causing damage to state property.

- In case the results of inspection cannot be agreed upon or if non-conformity with the prescribed quality standards is discovered during the inspection of national reserve goods being warehoused or removed from storage, such situations must be reported immediately to the leadership of the Central Warehouse and the National Reserve Region in writing to temporarily halt the warehousing or removal of that consignment until a decision is made by the competent authority.

3. Competence Standards

- Able to perform technical procedures related to the responsibilities of a mid-level warehouse technician.

- Capable of conducting inspections, supervising preservation, and monitoring the quality of stored goods.

- Possess the ability to guide the record-keeping of storage logs by storekeepers.

- Proficient in using the technical equipment provided.

- Know how to handle certain phenomena commonly occurring during the preservation process that affect the quality of goods.

4. Qualification Standards

- Graduated from a mid-level technical preservation program in the relevant field.

- Hold a certificate from a training course on security, confidentiality, fire prevention, and firefighting.

- Knowledge of at least one foreign language at level A (one of English, French, Russian, Chinese, or German).

- Possess knowledge and skills in information technology at level A.

III. POSITION OF STOREKEEPER FOR PRESERVATION  (equivalent to staff rank)

1. Responsibilities

Is a specialized civil servant directly responsible for maintaining and preserving national reserve goods; bears full responsibility for the quantity and quality of the national reserve goods assigned to manage.

2. Tasks

- Prepare the warehouse and necessary tools and means before storing goods according to regulations.

- Directly conduct initial inspections when receiving or delivering goods entering or leaving the warehouse according to quality standards; ensure correct quantities based on the import and export invoices and prescribed procedures.

- Regularly and periodically preserve goods according to the preservation technical procedures and norms. During the preservation process, if any unusual incidents occur or phenomena arise affecting the quality of goods, they must be actively addressed and reported to the Central Warehouse leadership for timely resolution measures.

- Master and skillfully use technical equipment and measuring devices serving the process of receiving, delivering, and preserving national reserve goods.

- Establish initial documentation and update tracking logs for each warehouse or storage area.

- Manage, monitor, and personally bear responsibility for all national reserve goods, assets, and equipment directly assigned to manage.

3. Competence Standards

- Identify, inspect, and determine the types of incoming and outgoing goods according to standard quality and quantity requirements through prescribed procedures.

- Capable of regularly and periodically preserving goods according to preservation technical procedures and norms.

- Capable of identifying and proposing solutions to address issues arising during the preservation process.

- Capable of establishing records and clearly documenting entries and exits of national reserve goods according to state regulations.

4. Qualification Standards

- Graduated from a mid-level program in economics or engineering.

- Hold a certificate from a training course on security, confidentiality, fire prevention, and firefighting.

- Knowledge of at least one foreign language at level A (one of English, French, Russian, Chinese, or German).

- Possess knowledge and skills in information technology at level A.

IV. POSITION OF WAREHOUSE SECURITY STAFF (Equivalent to staff position)

 

1. Responsibilities

Is a state civil servant responsible for patrolling and guarding within the national reserve warehouse area and ensuring the safety of national reserve goods according to regulations.

2. Tasks

- Monitor activities of goods entry and exit; guide and inspect people and vehicles entering and exiting the national reserve warehouse area according to regulations (check documents, import and export invoices, and record in tracking logs).

- Carry out patrol and guard duties within the warehouse area under management during their shift according to the security regulations of the agency; ensure the safety of warehouses and national reserve goods.

- Establish reports and organize protection of the scene according to regulations when there are violations of safety and public order in the warehouse area; report promptly to superiors and relevant authorities for handling.

- Participate in developing plans for fire prevention, flood prevention, etc., in the managed warehouse area. Coordinate and cooperate with local police, nearby agencies, and related individuals to implement plans according to regulations.

- Maintain confidentiality and properly implement asset and national reserve goods security regulations.

3. Competence Standards

- Able to accurately supervise goods entry and exit activities according to agency and state regulations.

- Guide people and vehicles entering and exiting the warehouse according to regulations.

- Record in detail, clearly, and accurately people and vehicles entering and exiting the warehouse.

- Perform patrol and surveillance duties in the warehouse area according to agency regulations.
