Regarding the regulation of fee collection rates, collection procedures, payment, management, and utilization through the Vam Cong Ferry Complex

Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges, and Decree No. 24/2006/NĐ-CP dated March 6, 2006 of the Government amending and supplementing certain articles of Decree No. 57/2002/NĐ-CP dated June 3, 2002;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
After receiving the opinion of the Ministry of Transport in Circular No. 3323/BGTVT-TC dated June 8, 2011;
The Ministry of Finance hereby stipulates the fee collection rates, collection procedures, payment, management, and utilization through the Vam Cong Ferry Complex as follows:
Article 1. Fee Collection Rate Table
Attached hereto is the Fee Collection Rate Table for the Vam Cong Ferry Complex, including ferries: Vam Cong, My Loi, Dinh Khoa.
Article 2. Applicability
The fee payers are specifically defined in the Fee Table as passengers using the ferry, including: pedestrians, passengers carrying goods, drivers of transportation vehicles, and passengers requiring full charter of the ferry; except students and children of school age (walking or cycling). Children of school age are those under 18 years old.
Article 3. Exemption and Reduction of Fees
The exemption and reduction of fees through the Vam Cong Ferry Complex shall be implemented according to Clause 6, Article 1 of Decree No. 24/2006/NĐ-CP dated March 6, 2006 amending and supplementing certain articles of Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges.
Article 4. Management and use of collected fees
The management and utilization of fees through the Vam Cong Ferry Complex shall be carried out according to the current regulations on the management and utilization of ferry fees.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.

2. This Circular replaces Decision No. 71/2006/QĐ-BTC dated December 12, 2006 of the Minister of Finance stipulating the fee collection rates, collection procedures, payment, management, and utilization through the Vam Cong Ferry Complex.
