Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Education Law dated June 14, 2005;

Pursuant to Resolution No. 14/2005/NQ-CP dated November 2, 2005 of the Government on fundamental and comprehensive reform of higher education in Vietnam for the period 2006-2020;

Pursuant to Decision No. 1287/QĐ-TTg dated September 29, 2006 of the Prime Minister;

Considering the proposal of the Minister of Education and Training in Official Letter No. 10030/BGDĐT-ĐH&SĐH dated September 8, 2006.

Article 1. Amend membership and responsibilities of some members of the Steering Committee for Higher Education Reform as follows:

1. Mr. Nguyen Thien Nhan, Minister of Education and Training, Chair.

2. Mr. Bang Tien Long, Deputy Minister of Education and Training, Vice-Chair in charge.

3. Mr. Tran Quoc Toan, Deputy Director of the Government Office, Vice-Chair.

4. Mr. Nguyen Bich Dat, Deputy Minister of Planning and Investment, Member.

5. Mr. Do Hoang Anh Tuan, Deputy Minister of Finance, Member.

6. Mr. Dang Quoc Tien, Deputy Minister of Home Affairs, Member.

7. Mr. Tran Quoc Thang, Deputy Minister of Science and Technology, Member.

8. Mr. Pham Khoi Nguyen, Deputy Minister of Natural Resources and Environment, Member.

9. Mr. Pham Phu, Rector of Ho Chi Minh City University of Technology, Member.

Article 2. Operating funds of the Steering Committee:

The regular operating funds of the Steering Committee shall be guaranteed by the state budget and allocated in the annual state budget estimate of the Ministry of Education and Training. Funds for establishing and implementing detailed reform projects in higher education shall be approved according to each project decision and allocated in the annual budget of the Ministry of Education and Training.

THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
