3. Mr. Tran Quoc Toan, Deputy Director of the Government Office, Vice-Chair.

Article 2. Operating funds of the Steering Committee:

Funds for establishing and implementing detailed reform projects in higher education shall be approved according to each project decision and allocated in the annual budget of the Ministry of Education and Training.
THE MINISTERS, HEADS OF GOVERNMENT-LEVEL MINISTRIES, HEADS OF GOVERNMENT-LEVEL AGENCIES, AND CHAIRMEN OF PROVINCE AND CITY PEOPLE'S COMMITTEES DIRECTLY UNDER THE CENTRAL GOVERNMENT SHALL BE RESPONSIBLE FOR ENFORCING THIS DECISION./.
