Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Construction Law dated November 26, 2003;

Considering the proposal of the Minister of Construction at Circular No. 47/TTr-BXD dated September 12, 2007, and that of the People's Committee of Thua Thien Hue Province at Circular No. 3686/TTr-UBND dated August 24, 2007,

Approve the tasks for the Master Plan on Construction of the Chân Mây - Lăng Cô Economic Zone in Thua Thien Hue Province until 2025 with the main contents as follows:

Article 1. 1. Scope of Study

The Chân Mây - Lăng Cô Economic Zone includes the town of Lăng Cô and the communes of Lộc Thuỷ, Lộc Tiến, and Lộc Vĩnh in Phú Lộc District, Thua Thien Hue Province, with an area of approximately 27,108 hectares, delineated as follows:

- North and Northeast bordering the East Sea. - South bordering Da Nang City.

- West bordering the commune of Lộc Bình and the commune of Lộc Trì in Phú Lộc District.

The Chân Mây - Lăng Cô Economic Zone is one of the major international commercial centers in the Central Key Economic Region; it is a national and international ecotourism and resort center; other economic sectors linked to the deep-water port of Chân Mây; developing modern urban areas suitable to natural conditions and preserving scenic beauty and ecological environment.

3. Population and Land Scale

1. Knowledge

a) Population scale: current status about 40,700 people.

- By 2015: about 90,000 people.

- By 2025: about 170,000 people.

b) Land scale

The total natural land area of the Chân Mây - Lăng Cô Economic Zone is 27,108 hectares, of which the area for development of the economic zone is approximately 10,000 hectares.

4. Main Technical Indicators

a) Basis for determining technical and economic indicators:

- Vietnam Construction Standards.

- Available land fund for development and natural conditions, environmental conditions.

- Investment demand in the Chân Mây - Lăng Cô Economic Zone.

b) Selection of main technical and economic indicators

- Urban construction land indicator

Average urban construction land: 130 - 150 m²/person, of which average residential land is from 90 - 100 m²/person, average green space within residential areas is 10 - 15 m²/person, average urban public land is 6 - 10 m²/person.

- Urban technical infrastructure indicators

+ Transportation: for the urban area, calculate with the standard of a second-class city, the land allocated for transportation accounts for 18 - 20% of the urban construction land; for the industrial - port - service area, ensure the road network and traffic land ratio meet operational efficiency requirements.2+ Water supply: urban domestic water supply standard is about 150 liters/person/day-night; industrial water supply standard is about 35 - 45 m³/ha/day. The percentage of urban population supplied with water reaches 100%.2+ Power supply: urban power supply standard is about 700 - 1,200 kWh/person/year; industrial power supply standard is about 200 - 400 kW/ha; power supply standard for service and trade activities is about 40 - 45% of the domestic power supply standard.2+ Drainage and environmental sanitation: wastewater discharge standards follow corresponding water supply standards for each category. Wastewater is collected and treated to meet discharge standards before being released into the environment, achieving a rate greater than 80%.2/person.

5. Requirements for Functional Zoning and Spatial Organization

a) Duty-Free Zone

With a scale of about 950 to 1,000 hectares, this is the area planned to be connected with part of the deep-water port of Chân Mây (Chân Mây Free Port), including basic functional zones: export processing zone, high-tech zone, service and trade center, production and recycling zone, repair and assembly zone..., cargo transfer zone, warehouse.3b) Duty-Zone

With a scale of about 9,000 hectares, including the following main functional zones:

- Residential area, with a scale of about 2,000 hectares, studied with specific requirements for each area, specifically:

+ Existing residential areas need to be planned for renovation and investment to upgrade infrastructure.

+ Residential areas within the relocation area need to be relocated to develop other functional zones of the Economic Zone. Determine the location and scale of resettlement areas ensuring convenience for stable living and production development.

+ Determine the location and scale of new towns with the function of being the central town of the southern region of Thua Thien Hue Province.

- Port area

Study and arrange the Chân Mây port combined with wharf systems, warehouses, and port service facilities, according to phases suitable for the development of the Chân Mây - Lăng Cô Economic Zone.

- Industrial zones

+ Arrange industrial zones in the Economic Zone with leading industries such as clean industry, light industry, high-tech industry, tourism-related industry, and service industry;

+ Calculate the scale and determine reasonable locations for various types of industries to fully leverage the advantages and potential of the area.

- Ecotourism and green space development zones

Identify marine ecotourism centers, wetland ecotourism centers, mountain ecotourism centers, river, lake, and wetland systems, forest parks serving the development of ecotourism services and climate improvement, and water resource protection.

- Central zones

In addition to urban centers serving the new Chân Mây Town such as administrative, commercial, medical, cultural, and sports centers... organize specialized centers serving the development of the Economic Zone such as international trade and finance centers, international information centers, tourism service centers, shopping mall systems, vocational training centers.

6. Orientation for Developing Infrastructure Systems

The infrastructure system must be designed and constructed to be modern, meeting the development goals and perspectives of the Economic Zone, meeting usage needs; ensuring aesthetics, safety, and environmental hygiene, specifically:

a) Transportation

- International transportation

+ Determine the railway and expressway routes running through the Chân Mây - Lăng Cô Economic Zone.

+ Adjust the route of National Highway 1A passing through the Lăng Cô tourist area.

+ Determine the intersection connecting the national transportation system with the Economic Zone's transportation system.

+ Determine the railway line connecting the national railway with the Chân Mây port, building a new station for the Economic Zone.

a) Transportation

- International transportation

+ Determine the high-speed railway and highway routes from North to South Vietnam passing through the Chân Mây - Lăng Cô Economic Zone.

+ Adjust the route of National Highway 1A through the Lăng Cô tourist area.

+ Identify the traffic junctions connecting the national transportation system with the transportation system of the Economic Zone.

+ Determine the railway route connecting the national railway network with the Chân Mây Port, construct a new railway station for the Economic Zone.

||| Investment to enhance the deep-water port capacity at Chân Mây in accordance with the central coastal port cluster planning and the development needs of the Chân Mây – Lăng Cô Economic Zone.

||| Internal transportation

||| Urban area: design in compliance with the standards for a Class I city.

||| The main road network throughout the Economic Zone must ensure good connectivity between the main functional zones of the Economic Zone.

||| b) Technical land preparation

||| Fully utilize the natural terrain to level the ground with the minimum elevation; the construction ground level should be consistent with the controlled elevation of the entire area, ensuring favorable conditions for traffic development.

||| Study and propose solutions to prevent and mitigate natural disasters, typhoons, and sea storms, determining safe distances from coastal structures.

||| Use a completely separate stormwater drainage system to ensure natural runoff, following the topography of the drainage basin.

||| Excavate and reinforce river and stream areas, as well as major lakes within the planned development zone to prevent erosion, loss of safety, and degradation of scenery.

||| c) Water supply

||| Ensure a clean water supply for the Economic Zone beyond the Thủy Yên and Thủy Cam reservoirs; in later stages, supplement with water from the Truồi reservoir, and propose measures to protect water sources in these reservoir areas.

||| d) Power supply

||| Determine the power source and solutions for supplying electricity to the Economic Zone in line with the development phases of the national power sector planning.

||| Determine the capacity, load requirements, location, scale of the substation, transmission corridors, and primary distribution networks along with key technical parameters.

||| Study and propose underground power networks within urban areas of the Economic Zone to ensure safe usage and aesthetic requirements.

||| e) Stormwater drainage and urban environmental sanitation

||| Study solutions for stormwater drainage and urban environmental sanitation to minimize pollution of water, soil, and air environments.

||| Determine the locations and scales of wastewater treatment plants, solid waste facilities; solutions and main drainage networks, balancing ponds, and environmental protection measures; determine the locations and scales of cemeteries.

||| f) Telecommunications infrastructure system

||| Ensure synchronization, modernity, and compliance with international standards.

||| 7. Environmental impact assessment and proposals to limit effects on the environment.

||| 8. Identify priority investment programs and projects

||| In line with resource forecasts; propose management mechanisms and policies for urban planning and architectural design, and implementation solutions for the overall construction planning of the Chân Mây – Lăng Cô Economic Zone.

Article 2. ||| The People's Committee of Thừa Thiên Huế Province directs the Management Board of the Chân Mây – Lăng Cô Economic Zone:

||| - To organize the preparation of the General Planning for Construction of the Chân Mây – Lăng Cô Economic Zone until 2025.

||| - To organize the drafting and issuance of the Construction Management Regulations according to the approved planning.

Article 3. This Decision shall take effect from the date of signing.

||| The Minister of Construction and other Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, the Chairman of the People's Committee of Thừa Thiên Huế Province, the Director of the Management Board of the Chân Mây – Lăng Cô Economic Zone, and related organizations and individuals are responsible for implementing this Decision./.
